Geotechnical Services
For over 40 years, Smith -Emery's dedicated Geotechnical and E nvironmental team has been the go -to resource for comprehensive investigations, assessments, soils testing, and remediation projects across California. Our team of seasoned engineers and geologists bring a wealth of experience and meticulous attention to detail to every project, ensuring precise and reliable results. SEL team is experienced in planning and executing subsurface soil investigations which follow building code requirements and will be tailored to meet the specific needs of the assigned project. Our engineers are knowledgeable in foundation designs for a wide variety of structures. Our past projects have ranged in complexity from straightforward investigations involving a few boring or shallow test pits to complex investigations requiring detailed analysis of rock bedding and structure through down -hole logging in excess of 50 feet. Our trained technicians will be dispatched to the job site as needed. A small sampling of the services we provide includes mass grading inspection, testing pile driving inspection, backfill inspection, drilled footing inspections, shoring inspection, footing inspections, inspection of tie-back anchors, and asphalt lay down inspection. We also provide soils services for sewage disposal systems, such as percolation testing and seepage pit/leech line design.

Geophysical Surveys
Our team has experience in the application of geophysics the science of measuring the physical properties of the earth to determine subsurface composition and structure. In addition, Smith -Emery utilizes borehole geophysical logging.

Geophysical information is obtained from boreholes using logging probes that measure resistivity (electrical logging) and electrical potential (spontaneous or self -potential logging). The information obtained from these probes can frequently define soil and rock layering more accurately than a soil- sampling program. Borehole geophysics also helps to identify zones of differing permeability's, which is beneficial when considering future remedial needs.

Geotechnical Investigations
Geologic and Seismic Hazard Studies
Smith-Emery geologists and engineers can provide evaluations of properties with regards to geologic hazards common to many California properties, including liquefaction, landslides, flooding, sinkholes, mud flows, site drainage, and seismic issues. Our geologists have also conducted detailed fault studies in Seismic Hazard Zones. These studies involve large-scale trenching across the site to locate evidence of active fault traces or to verify their absence. All geologic investigations and reports are supervised and signed by an engineering geologist registered in the State of California. Smith-Emery has extensive experience in meeting the requirements for geologic evaluations required by local and state agencies throughout California. Smith-Emery's geologists and engineers also investigate a wide range of forensic foundation problems, including heaving, cracking, subsidence, and failure.

Smith-Emery will perform Geotechnical investigation on the various sites to obtain information on the physical properties of soil and rock on each site in order to design foundations for proposed structures and for repair of earthworks and structures. A geotechnical investigation will include surface exploration and subsurface exploration of a site. To obtain information about the soil conditions below the surface, some form of subsurface exploration is required. Methods of observing the soils below th e surface, obtaining samples, and determining physical properties of the soils and rocks include test pits, trenching, boring, and in situ tests. S oil borings and test pits serve as mechanisms to investigate site stratigraphy, soil properties, and the spatial extent of contamination within the soil. In general, we use soil borings when a relatively large area must be investigated and test pits when the extent of contamination has already been roughly identified and is contained within a relatively small area. Prior to performing work involving the disturbance of the site subsurface, we locate underground utilities and piping through interviews with utility companies and reviews of existing as-built drawings.

3. SAFETY QUALIFICATIONS
On-Call Testing, Inspections & Environmental | 4
Safety management is the responsibility of everyone on the site. Smith-Emery sets out a safety plan for our staff at the beginning of each project before we step onto the site. We are always willing to include everyone on site involved in our training. With best practices, continuous communication and an abundance of caution, everyone can go home at the end of the shift, as safely as they arrived at the beginning of the work cycle.

OSHA 10 is an outreach and voluntary training program provided by Occupational Safety Health Administration (OSHA), United States Department of Labor. It provides 10 hours of training to the workers and employees touching on appreciation, prevention, avoidance and reduction of safety and health hazards in the workplace. It also enriches the workers knowledge on their rights, employer responsibilities and procedures for complaints and suggestions.

OSHA 10 does not meet training requirements for any OSHA standard.

The OSHA 10 hours training program is intended for the training of entry level workers. The program helps to ensure that the workers are more knowledgeable about workplace hazards, their rights and contribution to the total national productivity. The training program is 100% online and can be completed in segments, 24/7. OSHA 10 hours training course is on the following categories: Construction industry - topics include fall protection, personal protective equipment (PPE), scaffolding, OSHA inspection procedures, OSHA construction standards for compliance etc.

All Smith-Emery Company personnel are OSHA 10, certified so they are ready to work onsite immediately. Resumes are included in the Appendix.

To
coordinate dispatch and make sure an inspector will arrive at the project site when needed, we will be in continuous communication with the project staff. This is very efficient for larger projects, when we can review the schedule with the city’s projec t manager and coordinate when inspections are needed, what tests are required. This way, we can dispatch the inspector with the right certifications and experience.

Larger projects may require a full-time inspector with occasional assist from another inspector during peak construction periods. Continuous monitoring of the schedule along with project management coordination will mean an inspector will be on site, equipped and ready to go.

Smaller projects require a ‘one -off’ inspector. Generally, we request at least a four (4) hour notification prior to dispatch. We will do everything we can to respond to emergencies and last-minute requests. We recently responded to a last-minute request from the Tesla plant for inspection on an expansion project.

This was due to schedule changes and an opportunity to shift work items while waiting for equipment repair. We were notified an inspector was urgently needed. Smith-Emery discussed the parameters of the needed certified personnel to get a clear idea of the technical needs. Once we ascertained what was needed, we reached out in our internal database to l ocate a Smith -Emery inspector with the correct certifications, who was nearby and was available to come to the job site. (Failing that, we can dispatch professional staff from the office, most of whom maintain appropriate certifications or engineering licenses to be there as quickly as possible). We had someone at Tesla within two hours.

Smith-Emery’s field personnel with appropriate inspection certificates, are all supported by our supervising licensed Civil Engineer who will ultimately sign off all code compliant inspections. Smith Emery maintains the highest level of quality control/assurance and service when performing the work in the field. Our goal is to make our clients successful by being the best at what we do , being proactive and continuously communicating to support work in the field.

The ISO 17020 & 17025 accreditations earned by Smith -Emery ensures that our processes and procedures exceed the stringent requirements for providing inspection and testing services. The resulting product delivered by Smith -Emery of the highest quality. Our processes & procedures are audited on an annual basis by an external 3rd party; in addition to this qualifying audit, our programs are audited internally and by various clients each year. The continuous improvement resulting from these audits translates into a continuously improving product for our clients. The full Quality Management System (QMS) documentation will be submitted to the City of Anaheim upon being selected if requested. We have reviewed the provided City of Anaheim’s Public Works Quality Assurance Program Manual (QAP) [Exhibit B] & have many overlaps in the requirements set out and our internal documents. Achieving ISO accreditation is a rigorous procedure, and we are confident our ability to adhere to and support the intents of the City’s QAP.

The LAPM describes procedures required to process Federal and State funded local transportation projects as conditions to local agencies being awarded funds for projects within Caltrans right of way or projects that may require Caltrans oversight.

Federal and State funds for local projects have requirements for ensuring accountability. Therefore, the State requires procedures set out in the manual, which is issued on a yearly basis. In addition, there may be Dis -advantaged Business Enterprise (DBE) goals that also require tracking to make sure the goals are achieved. Smith -Emery holds contracts with Caltrans and we are very familiar with the Department’s financial requirements. We will work closely with the city to be your partner in procedural requirements. The financial reporting will be smooth and meticulous.

We understand the city has a CWA agreement in place to benefit your community and provide opportunity for the residents.

Smith-Emery has a great deal of experience responding to CWA agreements. We will enthusiastically adhere to the tenets of the agreement to employ residents and promote the agreement. Our community liaison and Smith-Emery Safety Officer, Traci Young, leads our outreach effort to provide opportunity for the residents. Our Orange County laboratory is in Anaheim and many of our inspectors reside in Anaheim.
