ENVIRONMENTAL ENGINEERING AND SCIENCE SERVICES
Environmental engineering and science services will consist of testing for hazardous materials such as asbestos, lead, PCBs, and other contaminants. Services shall include sampling, testing, and monitoring of removal/remediation activities; environmental site assessments (ESAs); and issuance of the final clearance report.
Hazardous Materials Testing
Converse’s Hazardous Materials (including Lead- base Paint ) Services will be completed by Converse’s staff of appropriately certified staff. The staff completing these services include Cal-EPA Certified Asbestos Consultants (CACs) and Certified Site Surveillance Technicians (CSSTs) ; California Department of Public Health (CDPH) Certified Lead Inspectors/Assessors , Project Monitors, and Sampling Technicians; and Certified Industrial Hygienists (CIHs).
Lead-base Paint (LBP)
Lead surveys will be conducted utilizing Converse’s Viken XRF device and will typically be limited to the predominant style of accessible components that are present at the buildings. The LBP Surveys will typically include a survey of representative painted surfaces. Samples of general building components (i.e., visually identical surface paints) will be assumed to be representative throughout a particular building. The survey is intended to identify representative painted surfaces. The survey is not intended to identify all painted surfaces or comply with Housing and Urban Development Guidelines.
The results of the survey will be evaluated to determine if lead is present in the surveyed components. The XRF logs will be provided in the final report. The logs will contain the following information: paint color of component tested, type of substrate, lead concentration, and condition of paint.
Surveys for mercury, PCBs and other hazardous materials will typically be conducted at the same time as the asbestos and LBP surveys.
Air Monitoring services for LBPs will generally follow the steps outlined as indicated under the Asbestos Services.

Surfacing Materials (sprayed or troweled-on materials) Thermal Systems Insulations (materials generally applied to various mechanical systems) Miscellaneous Materials (any materials which do not fit in the above categories)
Accessible interior and exterior areas will be surveyed for the presence of suspect materials .
Samples of general building materials (i.e., visually identical flooring material and ceiling tiles) will be assumed to be representative of materials used throughout the building. Converse will not make a second effort to survey buildings, or portions of buildings, not accessible during the field reconnaissance.
If non-destructive sampling methods are employed during the survey, void spaces between walls, floors and ceiling will not be observed or sampled.
We will collect samples of suspected ACMs in representative homogenous areas determined by visual examination and review of plans. Bulk samples will be collected following accepted EPA procedures and will be analyzed for asbestos content. The strategy for the collection of asbestos samples will be in accordance with EPA guidance document “Asbestos in Buildings: Simplified Sampling Scheme for Friable Surfacing Materials", EPA 560/5-85-030a, October 1985, 40 CFR 763 (AHERA), and appropriate air pollution control district regulations. According to OSHA Regulation 29 CFR 1926.1101, a minimum of three samples must be collected of each suspected ACM.
Samples collected will be processed for shipment to an accredited laboratory following EPA protocol and chain-of-custody procedures. Samples at the laboratory will be analyzed, on a standard turnaround basis (five business days), for asbestos content using polarized light microscopy (PLM).
PCBs
There are two different methods for evaluating PCBs, depending on the substrate or material you are evaluating:
• PCB light ballasts: Converse will inventory fluorescent light fixtures and associated ballasts.
An inventory will be created that will provide the number of ballasts observed. Converse will not disassemble the ballasts. We will only provide an inventory. • Caulk or Paint: Bulk samples of caulk will be collected if observed. Converse will provide 5 grams of the materials to the lab for analyses by EPA Test Method 8082. If PCBs are detected at concentrations of concern, drilling and sampling of the substrate w ill be necessary to evaluate the leaching potentials of the PCBs. A “step-out” approach will be utilized to collect those bulk samples.
Monitoring Services
Abatement specifications and bidding monitoring oversight can be provided by Converse. Prior to the initiation of the project, Converse will request the abatement contractor provide a submittal package for review. The submittal package should contain the abatement contractor’s scope of work and appropriate licenses, permits, air pollution control district, Division of Occupational Safety and Health Administration (better known as Cal/OSHA) and California Department of Public Health notifications as appropriate, as well as copies of Safety Data Sheets (SDS) of appropriate products used at the project site, and worker training, medical, and respiratory fit test documentation.

Environmental Site Assessments (ESAs)
Phase I Environmental Site Assessments
Converse will generally follow the standard practices of the American Society for Testing Materials (ASTM) Phase I Environmental Site Assessment Process (Standard: E1527-21). The ASTM Standard E1527-21 is intended to satisfy one of the requirements to qualify for the Landowner Liability Protections (LLP) within the scope of the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), that is, the practices that constitute all appropriate inquiry (AAI, 40 Code of Federal Regulation (CFR) Part 312) into the previous ownership and uses of the property consistent with good commercial or customary practice.
The Phase I will include review of regulatory records and databases; topographical map review; historical review of insurance maps and aerial photographs; visual reconnaissance of the site and adjoining properties; interviews of owner and other knowledgeable parties; and a written report.
Work will be completed by or under the supervision of an Environmental Professional (EP).
Phase II Environmental Site Assessments
The objectives of a Phase II investigation are to: evaluate the likelihood that potentially hazardous materials are present at the site; assess the nature and concentrations of the chemical compounds; assess the vertical and horizontal extent of impacted s oil, as well as the impact to groundwater; determine if the subject property will require some form of remediation and evaluate the most feasible remedial alternative to remediate the site. The scope of services for a Phase II assessment is typically based on the results of a Phase I ESA and/or other Phase II assessments.
Phase II assessments may include the following: a Geophysical Survey, collection of soil, soil vapor, indoor air, and/or groundwater samples, field screening of samples, and/or laboratory analysis of samples.
Converse will generally follow the standard practices of the American Society for Testing Materials (ASTM) Standard Practice for Environmental Site Assessments: Phase II Environmental Site Assessment Process (ASTM E1903- 11). If a Soil Gas Survey is to be completed, it will be in
