Contract Administration
Subject: Proposal to Provide On-Call Materials Testing, Deputy Inspection, and Environmental Engineering & Science Services for the Construction of Capital Improvement Projects Dear Ms. Bahena:
Twining, Inc. (Twining) is pleased to present our proposal for On-Call Materials Testing, Deputy Inspection, and Environmental Engineering & Science Services to the City of Anaheim (City). We are eager for the opportunity to continue our working relationship with the City and believe the following qualifications will exceed your expectations.
We understand that the work under this contract will be provided on an on-call basis for a two-year term with the option of two additional two-year extensions. We understand that the City is requesting proposals from firms to provide services on an “as-needed” and “short-notice” basis. We pride ourselves on our speedy dispatches, regularly citing a turnaround time of 24 hours and, in many cases, fewer.
Why Twining
Twining has been setting standards for over 125 years. We employ materials engineers and experts who genuinely understand construction materials and their application in the field. We leverage this understanding to improve existing regulations and author new guidelines. By collaborating with regulatory agencies, our team members can bring about change that benefits contractors and owners. » Specialized Experience in Public Works Twining has unmatched expertise in providing on-call geotechnical services for various public works clients throughout the state. We have been the trusted firm to provide similar services to dozens of Southern California agencies, such as the Cities of Laguna Niguel, Long Beach, Huntington Beach, Fullerton, and Costa Mesa, as well as the Counties of Los Angeles and Orange. » The Right Reporting Approach Twining knows what documentation will be required for federal, state, and local funding sources. We have a rigorous administrative system and have performed QA services on hundreds of FHWA, Local QAP , and Caltrans projects funded by gas taxes, SB-1, various county measures, and impact fees.
Twining’s work has stood the test of audits on many occasions. » Creative Alternative Pavement Design Twining understands that the City’s CIP comes from various funding sources, and most of these funds are earmarked for a specific purpose and cannot be used to offset operating costs. As transportation projects comprise around a third of the City’s annual capital improvement projects on average, the importance of ensuring these dollars are being allocated most efficiently is paramount. Dr. Amir Ghavibazoo, our team’s pavement engineer and scientist, will help the City ensure your dollars are being well spent and offer pavement design alternatives to ensure the most efficient use of the City’s resources. » State-of-the-Art Laboratory Twining’s full-service Long Beach laboratory, complete with comprehensive geotechnical and materials testing capabilities, is located within 15 miles of the City. Besides being one of the closest labs to your City, we are second to none in the materials testing industry. This allows our firm to provide accurate reports with the shortest turnaround time possible.
Twining, Inc. | City of Anaheim 2
» Experience with LAPM We have been and are currently working on many federally-funded projects for municipal agencies in southern California. Our team is exceptionally well versed in working with the Caltrans Local Assistance Procedures Manual (LAPM), which municipal agencies use to regulate quality assurance/ quality control services on federally funded projects. Also, Twining is a union company and is 100% compliant with prevailing wage requirements that meet public funding regulations and requirements. » Familiarity with Community Workforce Agreements As Twining is a signatory to Operating Engineers Local 12, we are familiar with and fully capable of providing and managing the resources necessary to comply with the City’s Community Workforce Agreement (CWA). Many of the Los Angeles County Public Works Department projects Twining works on are subject to a CWA. We understand that there can be major administrative hurdles with contractors and consultants unfamiliar with these guidelines. » Focus on Safety Twining places a premium on the safety of our employees and job sites. We are one of the few firms in the industry to employ a full-time safety manager, Cameron DeSart. He and our firm leadership recognize that working on projects like the City’s often necessitates inspection and testing adjacent to active roadways. This proximity is why our staff completes highway worker safety training and utilizes a “see something, say something” approach to safety.
Our commitment to safety and incident prevention is a company-wide priority. Safety results from careful planning and using the appropriate personal protective measures. For this reason, we have developed a multi- layered safety program. Our safety numbers are trending lower and lower every year through the success of these initiatives, and our EMR has dropped annually.
We also have Field Safety Supervisors, who are cross-trained to serve as field-safety managers. They perform regular safety checks on construction job sites to ensure complete job-site safety before an employee steps on the project. They check the project for hazards and audit the inspectors themselves to ensure they are using all proper safety means and methods.
» We know your Soils Twining’s geotechnical engineers have worked extensively on a number of the most significant vertical construction projects in Anaheim, serving as the Geotechnical Engineers of Record for the recently completed Westin Anaheim Hotel and currently on entertainment and hospitality projects for a major Fortune 100 corporation in the City.
In Conclusion
We are confident that our comprehensive staff of industry experts, experience with on-call contracts, and familiarity with the region qualify us to expand our working relationship with the City under this contract. We want to thank you for the opportunity to present our qualifications and proposal, and we look forward to working with the City. If you have any questions regarding this submittal, please get in touch with Melissa Misale by phone at 949.230.5703 or via e-mail at [email protected].
Sincerely,
Twining, Inc.

On-Call Understanding and Scope of Services
Twining understands that the City is seeking a
consultant team that can provide comprehensive
services in three primary categories:
» Engineering, testing, and inspection
» Deputy building inspection and materials testing
» Environmental engineering and science services
Twining will cover the City’s soil engineering, testing, and inspection and deputy building inspection and

and inspectors.
We will utilize EnSafe, Inc. as a key sub-consultant
partner to cover the City’s environmental engineering
and science services needs.
Engineering, Testing, and Inspection
We understand that the scope of work includes soil
engineering, testing, and inspection. This scope
contains design-related tasks, such as preliminary
site investigations for roadways, buildings, and other
City facilities, and construction-related geotechnical
engineering support. Twining’s geotechnical
engineers, geologists, and technicians bring their
finest professional skills and practical experience
to each project. Our staff includes various licensed
professional geotechnical engineers (GE), certified
engineering geologists (CEG), and civil engineers (PE).
As part of our preliminary subsurface investigations,
typical field investigation methods include, small- and large- diameter borings, cone penetration testing,
down-hole logging, installation of monitoring wells, and trenching for geological/seismological hazards and
fault investigations.
Our vast construction experience allows us to
incorporate time and cost-effective recommendations
that can be practically implemented. Our team of
professionals offers advanced analytical methods
such as finite element analysis and specialized
software to help establish performance criteria for
new projects. All data, analyses, and reports will be

Twining, Inc. | City of Anaheim 2
Our deputy inspector personnel will be certified and
acceptable to the City of Anaheim Building Division
requirements.
Environmental Engineering and Science Services
Our subcontractor, EnSafe, delivers comprehensive
hazardous materials services to our clients, from
surveys to abatement oversight. Hazardous materials
can be encountered in existing buildings, during
excavations, or as a ‘leftover’ from previous operations or construction contractors. EnSafe’s team includes
professionals with Certified Asbestos Consultant
(CAC) and Lead Inspector/Assessor registrations.
Their hazardous material surveys routinely include an
evaluation of lead, asbestos, PCBs, as well as any site- specific materials of concern. When requested, they can provide an engineer’s estimate to abate any identified
materials based on their team’s decades of hazardous
materials experience, interviews with abatement
contractors familiar with the local market, and published construction/abatement unit costs. We use all three of
these sources to produce abatement estimates that can
be used for the City’s project planning and contractor bid evaluations.
EnSafe has a deep history of delivering rigorous
environmental site assessments (ESAs) for clients.
Phase I ESAs are prepared in conformance with the
ASTM International Standard Practice E 1527-21. Phase
II ESAs, when warranted, will provide a subsurface
investigation to evaluate potential impacts from
recognized environmental conditions (RECs) identified in Phase I.
EnSafe routinely oversees remediation and removal
procedures, including all necessary sampling, testing,
and real-time monitoring. Remediation may be required
to address known contamination found by a Phase II
ESA or unforeseen contamination during construction
projects. The ultimate goal is to move remediation/
removal projects to closure with the issuance of a final clearance report.

Safety
Each inspector goes through in-house safety training
with our safety director, a certified OSHA 500 trainer.
Once an inspector has completed a training module,
they are issued a wallet card to present as proof of
training containing the trainer, the trainee, the topic, and the date trained. This training occurs every two years
at a minimum and often more frequently. Many of our
inspectors also hold an OSHA 10 or 30 construction
certification.
Instead of including safety certificates in the appendix for our firm’s 150-plus inspectors, we have included
a matrix on page 69 in the appendix that highlights
those inspectors who have passed Twining’s aerial lift, highway worker, scaffold, fall protection, ladder safety, and excavation training courses.
Twining management actively supports and endorses
the company’s Injury and Illness Prevention Program
(IIPP). The safety mandate is that the employees of
Twining have a safe and healthful place of employment.
Our company is unique because we have employees who
work full-time in our offices and the testing laboratories and provide work-site inspections. Each environment is
unique and has different conditions. Twining established its custom IIPP to provide basic safety requirements for every company employee.
Safety is a result of careful planning and using the
appropriate personal protective devices. Twining
recognizes that active participation in IIPP is essential for our program’s success and our team’s personal
safety. Twining has developed the company’s IIPP to
comply with Section 3203 of the Cal-OSHA regulations.
More importantly, the program has been designed
to provide Twining employees with safety and health
guidelines to help prevent injuries and work-related
injuries. Employees of Twining are expected to know
and follow the company’s IIPP and to report any unsafe
conditions, potential health hazards, or other safety
concerns to their immediate supervisors. Employees of

Coordination and Dispatching
Procedure
Our standard process for “day-to-day” coordination and
dispatching of service requests received from the City
is as follows:
We receive a formal request for services from the
City’s representative, briefly describing the scope,
size, and services required for the project. A set of
plans and specifications are provided to Twining for
review. Our project manager reviews the plans and
specifications and develops a budgetary cost estimate
based on the testing and inspection requirements
specified in the LAPM. Based on this information,
we would then select a field technician and/or
inspector. Said personnel will be available to the City’s project within 24 hours of request to accommodate
anticipated “as-needed” and “short notice” requests.
Upon arrival at the site, the technician would test all materials within the project as required by the project specifications and/or the LAPM. If a material type (i.e., hot mix asphalt) requires plant inspection, both the
plant and field technicians will communicate directly
with the public works inspector as to temperatures,
time of shipment, total tons at the plant, intermediate plant test results, plant break downs, and all pertinent daily activities.
The technician will log his daily testing and sampling
and provide a copy of his daily report to the
appropriate City personnel. The daily report would also contain his hours covering the duties performed that
day. Daily reports would be reviewed by the project
manager along with all laboratory test results and
compiled into one final construction quality assurance
report to be submitted to the City at the end of each
project.
Anaheim QAP Requirements
» Twining’s project manager will follow the Local
Assistance Procedures Manual (LAPM) to aid
the City in fulfilling all requirements for federally
funded projects. Per LAPM, we understand that the
following standard specifications are acceptable for
use on all local federal-aid projects:
» Current Caltrans Standard Specifications and
applicable Standard Special Provisions
» The current edition of the Standard Specifications
for Public Works Construction, also known as
Greenbook
Twining has significant experience working with many
municipal agencies on federally funded projects. We
understand that documentation of all test results and
keeping an updated testing log are the most critical
tasks to help the City in its project audits. We will work closely with the City’s representative to ensure proper documentation is provided throughout the duration of
the project. This ensures efficient project closeout and receipt of funding.
We understand that the City implements a Quality
Assurance Program (QAP) for all its federally funded
projects. Per the QAP , it is required that all the
laboratories involved in material testing and inspection should be a participants in one or more of the
following testing programs:
» AASHTO Material Reference Laboratory (AMRL)
» Cement and Concrete Reference Laboratory (CCRL)
» Caltrans’ Reference Samples Program (RSP)
» Twining’s network of laboratories all participating in above-mentioned program and are able to perform
all testing in accordance with the corresponding
standards.
Per the City’s QAP , the sampling will be performed at
locations and frequencies mentioned in the specific
contract specifications. If there are no specific
contract specifications, samples shall be taken at the
locations and frequencies indicated in the City’s QAP .
We also understand that per the City’s QAP , all the test results will be reported to the resident engineer (RE)
per the following timeline:
» When the aggregate is sampled at material plants,
test results for sieve analysis, sand equivalent, and
cleanness values should be submitted to the RE
within 24 hours after sampling.
» When materials are sampled at the job site,
compaction and maximum density test results
should be submitted to the RE within 24 hours.
» When soils and aggregate are sampled at the job
site, test results for sieve analysis, sand equivalent, and cleanness values should be submitted to the RE
within 72 hours after sampling. R-value and asphalt
concrete extraction test results should be submitted
to RE within 96 hours after sampling.
Upon completion of the project, Twining’s project
manager will prepare a final Quality Assurance Report,
including the testing log, detailed field reports, and
laboratory testing results. Additionally, this report
will include all certificates for the labs and personnel involved in the project. This document will help the

ENSAFE EXPERIENCE
POLB, Hazardous Materials Survey –
Berth D52-D54
For the 2020 Hazardous Materials Survey of the
Crescent Warehouse - Berth D52-54, EnSafe quickly
mobilized a team spending four consecutive 10-
hour days to conduct the on-site survey of the entire
145,000-square-foot, operational warehouse.
EnSafe also reviewed and compiled previous limited
sampling reports to provide summarized information
for areas that could not be sampled due to access
limitations. Prior to visiting the site, EnSafe reviewed two hazardous material survey reports provided by
the Port. The firm’s final report addressed the entire
building – a systematic compilation of asbestos-
containing materials, lead-based paints, polychlorinated biphenyls caulking, and other hazardous materials that
had not previously existed.
Additionally, because the warehouse partially
encroaches the Pier B on-dock rail support facility
construction area, EnSafe provided an engineering cost
estimate for a proposed altered building area that would allow a valued Port tenant to continue operations.

the development of a remedial action workplan, soil
sampling and analysis, and compliance with the
California Environmental Quality Act (CEQA) and
Department of Toxic Substances Control (DTSC).
EnSafe completed a Remedial Action Completion
Report (RACR) and executed a Land Use Covenant
(LUC) authorized by DTSC’s legal department.
To conduct a Lead Supplemental Investigation, EnSafe
collected additional soil samples from locations
where elevated lead concentrations were detected and
tested for the solubility of lead in the fill soils at the site. Twenty soil samples were collected from 10 pre-
selected boring locations. Results of this Supplemental Investigation supported the recommended remediation
alternative analyzed in the Removal Action Work
Plan. Based on the findings of the Supplemental
Site Investigation, a RAW document was prepared in
accordance with protocol established by DTSC. The
RAW document screened up to four lead mitigation
alternatives and recommend one alternative for
implementation. The alternatives were evaluated based
on ability to be implemented, effectiveness, and cost. It was anticipated that lead impacted soils would remain
beneath the park and possibly the street renovation
areas described above. Accordingly, a LUC was
prepared to describe the location of lead impacted soil and any land restrictions that would result. The LUC was prepared in accordance with DTSC’s standard format
and in consideration of the LUCs that are associated
with Phases I and II of the Paradise Creek Development
area. The lead-impacted areas were represented using
CAD drawings.

Design-Related Geotechnical
Engineering Services
When the need for geotechnical design-related
services arises at the City, we will provide the City
with a detailed proposal for execution of the specific
project requirements. Based on our understanding of
the potential projects, we anticipate the need for the
following general scope of services that are related to design support (i.e., geotechnical site investigations):
Task 1 – Review Background Information
Task 2 – Coordinate and Perform Field Exploration
Task 3 – Perform Geotechnical Laboratory Testing
Task 4 – Perform Engineering Analyses
Task 5 – Prepare a Geotechnical Report
Task 6 – Post-Report Consultations
The remainder of this section provides a description of each of the above tasks and our approach to complete
the tasks.
Task 1 – Review Background Information
Twining reviews available geotechnical investigation
reports and any other geotechnical information
prepared for the site and provided to us by you, if
available. We will also review available published
and unpublished geologic literature contained in our
files, including publications prepared by the California Geological Survey (CGS) and the United States
Geological Survey (USGS). This task will help evaluate
the existing site conditions so that field exploration
programs can be efficiently executed while obtaining
the necessary data to provide specific geotechnical
engineering recommendations.
Task 2 – Coordinate and Perform Field Exploration
Before starting our exploration program, Twining
conducts a field reconnaissance, marking the locations
of our planned subsurface explorations. We will meet
with the City to review the locations in the field to help mitigate the potential to encounter buried objects or
utilities. As required by law, we will notify Underground Service Alert (USA) of the proposed subsurface
exploration locations at least 48 hours prior to drilling so that conflicts between the proposed locations and
publicly-owned underground utilities can be identified.
As directed by the City, we will also utilize Geovision to further verify utility locations. Our field exploration may consist of truck-mounted drilling, hand augering,
machine-excavated test pits, or a combination of these
efforts depending on specific project requirements.
Additionally, we can provide Ground Penetrating Radar
(GPR) and Cone Penetration Testing (CPT) as needed.
The field exploration programs will be supervised
by a Twining engineer or geologist who will log
the subsurface conditions encountered and obtain
driven and bulk samples for laboratory observation
and testing. Drive samples are typically collected at
approximately 5-foot intervals within the borings using either a Standard Penetration Test (SPT) sampler
or California Modified sampler. Twining conducts
drilling and sampling in general accordance with
applicable American Society of Testing and Materials
(ASTM) standards. At the completion of the drilling,
we will transport the soil samples to our laboratory.
Immediately upon completion of drilling and sampling,
the borings are backfilled with soil cuttings derived
from the borings, or backfill may be performed
using grout and/or bentonite chips as needed. Upon
completion of the exploration, the locations will
be patched and repaired so that the original site
conditions are restored to the City’s satisfaction.
With the implementation of stormwater requirements
on most projects in Southern California, Twining
can perform percolation tests for the purpose of
estimating the infiltration rate of the on-site soils, if needed. Percolation testing is performed in general
accordance with the appropriate local procedures. If
such services are needed, Twining will work together
with the project civil engineer to ensure these needs
are met and the best system of containing stormwater
on the site is implemented.
Task 3 – Perform Geotechnical Laboratory Testing
Samples obtained from the exploratory borings are
transported to Twining for observation and testing.
Laboratory tests are performed on selected samples
obtained from the borings to aid in the classification
and to evaluate the engineering properties of the
subsurface soils. Typically, the laboratory tests
include:
» Moisture and density
» Soil classification testing including #200 wash sieve and Atterberg limits
» Direct shear
» Consolidation
» Expansion index
» R-Value and CBR
» Corrosivity
» Permeability
» Maximum dry density-optimum moisture content
The exact quantities and types of tests depend on
the material types encountered during our subsurface
exploration and the specific project requirements.
» TWINING COMPETENCIES & GEOTECHNICAL SERVICES APPROACH Twining, Inc. | City of Anaheim 17
Task 4 – Conduct Engineering Analyses
The results of our field exploration and geotechnical
laboratory tests are evaluated and engineering
analyses are performed in order to provide
geotechnical recommendations for the design and
construction of the proposed project. Typically, the
following engineering analyses are performed in
support of geotechnical design-related projects:
» Evaluation of general subsurface conditions and
description of types, distribution, and engineering
characteristics of subsurface materials at the site
» Evaluation of geologic hazards, including site
seismicity, liquefaction and seismic settlement
potential, and preliminary recommendations for
appropriate mitigation measures, if necessary
» Evaluation of historic earthquakes in region with
magnitudes and distance from site to epicenter
» Evaluation of current and historical groundwater
conditions at the site and potential impact on
design and construction
» Evaluation of the seismic design parameters in
accordance with the California Building Code for
use in structural design
» Evaluation of the feasibility of using on-site soils
for foundation and fill support
» Development of general recommendations
for earthwork, including site preparation and
excavation requirements, requirements for
placement of compacted fill, and site drainage
» Recommendations for suitable building foundation
systems, retaining wall foundations, and provision
of allowable bearing capacities, associated
settlement estimates, and lateral pressures and
resistances
» Recommendations for appropriate infiltration rates
for on-site soils for use by the civil engineer in
design of on-site stormwater storage systems
» Evaluation of expansion potential and, if needed,
recommendations to mitigate the potential impact
of expansive soil conditions on the proposed
project
» Recommendations for vehicular pavement sections
including rigid and flexible sections
» Evaluation of the corrosion potential of the on-site
earth materials
Task 5 – Prepare Geotechnical Report
After the laboratory testing and engineering analyses
are complete, a report is prepared to summarize the
data collected and present our findings, conclusions,
and geotechnical recommendations for design and
construction of the proposed project. We will provide
preliminary geotechnical data and recommendations
within 10 calendar days of completion of the field and
we will provide a final report within 15 working days
of completion of the field work. The report includes
the following:
» Site location map
» Project Information
» Boring location map and logs of borings that
include summarized laboratory testing results
using the computer program gINT
» Soil classification of the soil materials encountered in accordance with the Unified Soil Classification
System (USCS)
» Seismic Evaluation summary with Seismic
Zone Coefficients and Soil Profile per CBC 2010
requirements
» Review / summary of field and laboratory test
procedures and data
» Geotechnical recommendations for design and
construction of foundations and grading
All services are performed in accordance with the
applicable requirements. Twining provides five copies
of the report wet signed and sealed by a licensed
geotechnical engineer.
Task 6 – Post-Report Consultation
We strive to prepare reports that are clear and
concise. As needed, we present the City with
a draft version of our completed report for
review and comment by the project team so that
recommendations can be “fine-tuned” if needed.
After completion of our report, we will work closely
with the design team to ensure that the project
geotechnical recommendations have been properly
incorporated into the design documents. We propose
to attend design team meetings to discuss the
project and the possibility of value engineering from a geotechnical engineering perspective.
During this process, we will also help to identify
issues in the project drawings and specifications
that could lead to project delay and/or contractor
change orders. We will help to remove ambiguity
from the plans and specifications for a relatively clear and concise geotechnical engineering approval to
construction.

Construction-Related Geotechnical
Engineering Services
When the need for geotechnical construction-related
services arises, we will review the City’s project plans and specifications and the project geotechnical report
in detail to prepare a cost estimate of the anticipated services for each specific project. If the geotechnical report is prepared by others, we will review the report and provide a letter stating that Twining will assume
the responsibility of geotechnical engineer of record
for construction and accept and be responsible for
the recommendations provided in the report. Twining
has successfully completed numerous projects in this
capacity.
Our typical approach to a construction-related project
where we provide geotechnical services includes the
involvement of the responsible Twining engineer at
the beginning, middle and end of the project. This
involvement has proven to be invaluable for the
following reasons: (i) pre-grade meeting with the
City and the grading contractor will bring to light
any questions or ambiguities about the grading
requirements prior to the start of grading so that
delays related to geotechnical issues are mitigated;
(ii) questions that arise during grading and foundation construction regarding changed conditions are
addressed promptly and efficiently in the field by the
Twining engineer; and (iii) periodic oversight by the
engineer consisting of review of daily field reports and site visits ensures accuracy of the work being done
and expedites the final report process.
In general, Twining will provide the following services during construction as it relates to geotechnical
engineering:
» The Twining engineer will review project plans and
specifications with field technician to ensure proper
execution of the project requirements;
» The field technician will perform continuous
observation and testing of fill placement as required
by the California Building Code and provide a daily
report to the City that outlines the work performed
and any discrepancies or non-conformance with
respect to project requirements so that they can be
tracked and resolved efficiently;
» The field technician will collect samples of soil
being used or proposed for use as fill so that
appropriate laboratory testing can be performed
(maximum dry density/optimum moisture content
relationships, expansion index, soil classification,
sand equivalent, R-value testing, CBR, etc.);
» The engineer will review laboratory testing results
and provide necessary information to the field
technicians directly and follow up with “draft”
results to the City for review and approval;
» The field technician and engineer will periodically
meet at the site to ensure testing and observation
requirements are being met; and
» The engineer and support staff will prepare a final
geotechnical report that summarizes the work done
during construction, including all test results and
a statement regarding compliance with the project
geotechnical requirements and all applicable codes.
As Twining is signatory to Operating Engineers Local
12, we are familiar with and fully capable to provide
and manage the resources necessary to comply with
the Community Workforce Agreement (CWA). Below
we describe in detail our execution of the CWA as it
pertains to the City’s On-call Projects.
Many of the Los Angeles County Public Works
Department projects Twining works on are subject
to a CWA. We understand that there can be major
administrative hurdles with contractors and
consultants who are unfamiliar with these guidelines.
With Twining, you can rest assured that we will
maintain compliance with ease. Having been signatory
to Operating Engineers Local 12 for decades, we are
well versed in providing labor in compliance with an
array of labor agreements/CWAs.

CULTURE OF SAFETY
Safety is a result of careful planning and using the
appropriate personal protective measures. For this
reason, we have developed a multi-layered safety
program. Our safety numbers are trending lower and
lower every year through the success of these initiatives.
OSHA 10 Course: Twining has mandated that all
field employees complete the OSHA 10 Construction
course as additional safety training. It is now a
company-wide requirement and a prerequisite to
working with our firm for inspectors, engineers, and
project managers.
Random Safety Checks: Quarterly on-site check-
ins are performed by Twining’s Safety Officer and
Field Safety Supervisors. Every field professional
is seen once per quarter. Field personnel are
checked to make sure they are following rules and
in compliance. Our approach to site- checks mirrors
OSHA's philosophy of preventing incidents. These
visits are not announced and are intended to capture
typical working conditions.
Additional In-house Training: Every person in the
field and lab completes documented safety training
related to the job they perform, including but not
limited to;
• Fall protection,
• Excavation safety ,
• Elevated work platform safety (for the passenger, we
typically don’t operate the lift)
• Scaffold safety,
• Heat illness prevention,
• Confined space entry
• PPE,
• Highway worker,
• Ladder safety,
• Equipment user
safety training.
October 4th, 2023 Twining
completed Adult CPR/
1st aid/ and blood-borne
pathogen safety training.
