Occupancy continues to climb back to pre-pandemic levels and Average Daily Rate (ADR) has already surpassed our 2019 figures.Leisure travel recovered faster as we emerged from the Covid-19 pandemic and remains strong. Our business travel recovery is still rebounding.US Travel Association reported that travel related spending has remained largely resilient and continues a positive trajectory, despite elevated inflation for services. As lodging rates remain elevated, guest expectations have also increased. Travelers are becoming more discerning and they are seeking value, personalization and a positive experience.According to the Global Business Travel Association (GBTA) their latest forecast indicates an accelerated return of business travel to pre-pandemic spending levels sooner than anticipated as well as growth ahead in the coming years. Business travel spending is a key indicator, but how travel volumes will continue to rebound is yet to be seen. Factors that will impact the future growth of business travel include the increasing use of virtual meeting platforms along with remote work capabilities. Business travelers are also more frequentlyblending business and personal travelthan they did in 2019, with 42% adding additional leisure days to their business trips.
International travel spending has also increased and especially in 2023, however, current numbers remain lower than our 2019 activity. With strong domestic travel to our destination, Visit Anaheim is expanding our focus on our top three international markets including Canada, Mexico and Australia. These efforts will enable us to re-engage and regain our market share. We’ve formed a Luxury Advisory Council to focus on our new luxury products and to define our position and marketing strategy among affluent travelers to Anaheim and Orange County. The research completed supported a unanimous decision on concept that will set the foundation for our luxury strategy moving forward, “Luxury for the Imagination.”This campaign will highlight our diverse product offerings, targeting a new market segment and generating incremental business to the overall destination. In addition, the development of our new marketing campaign was necessary as we evaluate the ongoing needs of our two key business segments, the leisure traveler and the meetings & convention planner. Through our new “HERE WE GO” campaign, we will recapture the anticipation of traveling to Anaheim and Orange County, by highlighting hidden gems – the “only in Anaheim” opportunities that encourage our guests to extend their length of stay, proving that Anaheim is the center of it all. The official launch of our “HERE WE GO” campaign began late August 2023 and will be integrated throughout the next several years, incorporating opportunities to attract every traveling audience.
Introduction
Current ATID PropertiesThe Anaheim Tourism Improvement District (ATID) was established within the Anaheim Resort District in September 2010. The TID has impacted every aspect of Visit Anaheim’s operations from helping to achieve additional convention and Tourism marketing dollars to continue to generate demand for Anaheim. The implementation of the ATID has enabled Anaheim’s visitor industry to become self-sufficient by adding a 2% assessment fee that mirrors the Transit Occupancy Tax (TOT) of each occupied guest room. The Tourism Improvement District is a self-assessed fee by the hotel community that is collected and audited by the City of Anaheim.Visit Anaheim receives 75% of the ATID funds to provide a stable funding source to sustain competitive destination sales and marketing efforts. The Visit Anaheim Board of Directors oversees and manages the ATID funds. The remaining 25% of the ATID collections are set aside for Anaheim’s transportation programs. These funds are collected and administered by a separate ATID Transportation Advisory Committee. The ATID contribution list consists of 90 properties within the Anaheim Resort District:

Visit Anaheim expanded our customer reach within the convention and meetings markets through participation in industry events and targeted efforts in key markets with the support of TID Funds. In addition, TID funds assisted us in closing short-term and future business as the convention team was able to offer additional funds to attract groups and be more competitive in the market and within our comp set.Visit Anaheim with our local partners hosted customer events and strategic events with industry conventions and in-market sales missions targeting our key accounts and potential customers. In August a new Director, Convention Sales position was added in the Mid-Atlantic market to increase our market share of the association business in DC/Maryland/ Virginia while developing the growing corporate sector in Virginia. In December 2022, we replaced two positions, Convention Sales, Director, Northwest Region and Convention Sales Director, Southern Region. Although there were changes to the team, we confirmed 16 city-wide events and 10 mini-wide events with a total economic impact of $622,573,885 between January 1, 2023-June 30, 2023. Convention Sales is also on track to exceed our 2023 calendar year end goals.

The Citywide Team will continue to focus on booking “A-Rated” business which has a mix of guest rooms to drive TOT for the City of Anaheim as well as being profitable for the Anaheim Convention Center in both Rental, Food & Beverage and ancillary spend. Association business will be our base with an emphasis on tradeshow and corporate segments. The team will add a Convention Sales and Business Development Manager (CSBDM) in Q1 who will increase the “mini-wide” segment (those groups under 1,000 rooms peak at published CC rates within 12-18 months of arrival). This will give the Convention Sales Directors more time to target and close citywide events with a higher EIC to the City of Anaheim. The CSBDM will also focus on uncovering new business opportunities for the Citywide Team primarily from the trade show market then expanding into corporate and eventually association.Visit Anaheim will continue to allocate TID funds to offset Convention Center rental and present comprehensive proposals that will compete with our comp set of cities. In addition, closing incentives will be offered when necessary. We will also work in conjunction with VA Destination Services and the ACC team to produce a comprehensive post-convention report for our clients. This will add value to our proposals and assist in closing business.

Meeting SalesFrom July through December 2022, The Meeting Sales Team focus was to be present and visible in market with meeting planners in order to maintain top of mind presence which would convert into generating leads and new business for our partner hotels. Post pandemic, self contained meetings were minimal and slow returning, due to the use of technology as well as hybrid work.We also created and promoted a “Meetings Sweepstakes” to generate leads for our TID partner hotels that would in turn contribute towards Economic Impact. The Sweepstakes terms were as follows:Submit an RFP for a minimum of 50 rooms on peak (where no Convention Center space is needed) by December 31, 2022, and you will be entered for a chance to win 80,000 Hilton Honors or 120,000 Marriott Bonvoy Points of your choice. 80,000 Hilton Honors Points are valued at $800.00, and 120,000 Marriott Bonvoy Points are valued at $1,000.00.For third quarter June – September 2022, the sweepstakes generated 219 leads and for fourth quarter, October – December 2022, the sweepstakes generated 189 leads.

2024 Orange County Sports Commission FocusIn 2024, the Orange County Sports Commission will include advocating, meeting with right holders at tradeshows, expanding both destination site tours and event visits. Three future events that will require increased effort and momentum for their bid process include; Volleyball Nations League Finals, NCAA Women’s Volleyball Final Four, and World Gymnastics Championships.Volleyball Nations League Finals 2025/2026/2027 JulyComing off a successful 2023 event held in the ACC Arena, the Volleyball Nations League (VNL) wants to continue to build its presence in Anaheim & OC. VNL sold 30,000 tickets for a preliminary men’s pool phase of the event in July 2023. This reflects an unusually high number that emphasizes the value of the local market. The Finals of this competition provides a bigger opportunity that would draw more fans, better teams, and larger broadcast exposure. The Honda Center would need to be the host venue. The impact to the destination would include 40,000 attendees, 5,000 room nights, 5 days, internationally broadcasted by 27 broadcasters, and streamed to over 1M on VBTV worldwide.NCAA Women’s Volleyball Final Four 2026/2027 mid/late DecemberOCSC is partnering with the Honda Center and the Big West Conference to bid on the 2026 or 2027 NCAA Women’s Volleyball Final Four. The bid proposal is due in 2024 and will be awarded later in the year. This represents the top women’s collegiate teams (in the nation) coming to our destination. Additionally, it would include several hours of live ESPN broadcasting, with over 1M viewers nationwide. This event would be held prior to the LA28 Olympics volleyball event at the Honda Center. It builds the foundation in the local community for engagement and investment in the sport. Thereafter, hosting more top-tier volleyball events each year would follow. An estimated $150K - $200K would need to be invested as the “Host City” in partnership with the Honda Center contributing an equivalent or higher investment. The impact of this event would bring 35,000 attendees, 7,000 room nights over 5 days, with a convention and competition between the ACC & Honda Center and 1M ESPN broadcast viewers to our destination.World Gymnastics Championships 2027/2028 late August early SeptUSA Gymnastics has expressed interest in working with OCSC to secure the World Gymnastics Championship in 2027 or 2028. In addition, Anaheim’s proximity to the nearby LA28 Games, has drawn attention and the World Championships have inquired about being in the market prior to the Games to build its brand. Anaheim hosted this same event in 2023 at the Honda Center. It was the last time it was in the US. LA proper has no interest in hosting because of the lack of availability of its Arenas and over saturation. This Championship event attracts 700 gymnasts, 35,000 attendees, 8,600 room nights over 5 days and includes international broadcast to 70 countries. 2024 Sports Goals
APPROVED GOALS
In fiscal year 2022/2023, Visit Anaheim Tourism Department focused on trade and consumer efforts to reposition the Anaheim Area destination in the top domestic and international markets as the leading leisure destination in Southern California. In the domestic market, we focused on integrated co-op marketing campaigns including direct to consumer offers, influencer partnerships, social media activations, and partnership with trade partners such as AAA, Expedia and Get Away Today and non-traditional partners like the Salt Lake Bees. This fiscal year, we reentered five of our top international markets starting with Mexico and Canada with our trade and media missions, then reopening our representation offices in Australia and New Zealand and lastly participating in the Visit California trade/media mission to the UK. This strategic approach was taken in alignment with Visit California and Brand USA timing of market reentry.
As we reentered the markets, we developed direct to consumer programs to help generate exposure to the destination and room nights to area hotels. These co-op efforts included various partners such as airlines, online travel agencies, wholesalers, consumer and trade publications, and other trade partners. In addition, we dedicated efforts to train travel trade professionals, many of them new to their role, through a series of webinars, trade events, online training program and email marketing. The Tourism efforts will continue to strengthen the domestic and current international feeder markets while reentering Asia specifically Japan, South Korea and China. Our efforts are developed to generate the highest exposure to area hotels and businesses with the goal to expand the economic impact generated to the region.

ANAHEIM TOURISM IMPROVEMENT DISTRICT
TRANSPORTATION COMPONENT FUND
ANNUAL REPORT
FOR FISCAL YEAR 2022/2023
ATID Transportation Component Fund Annual Report FY22/23 1
ANAHEIM TOURISM IMPROVEMENT DISTRICT
ATID TRANSPORTATION COMPONENT FUND ANNUAL REPORT
FOR FISCAL YEAR 202 2/202 3
The Anaheim Tourism Improvement District (ATID) was established within The Anaheim Resort and the Platinum Triangle Districts on September 14, 2010, and encompasses the area shown in Exhibit A.
The ATID is a way for Anaheim’s visitor industry to become self -sufficient by adding a 2% assessment fee that mirrors the Transit Occupancy Tax (TOT ) to each occupied guest room. This Tourism Improvement District is a self- assessment fee by the hotel community. The fee is passed on to the cust omer or paid for by the hotel. This fee commenced on November 1, 2010, and is collected and audited by the City of Anaheim.
Visit Anaheim, formerly known as t he Anaheim Orange County Visitor & Convention Bureau (AOCVCB) , receives 75% of the ATID funds to provide a stable and adequate funding source and enable Visit Anaheim to function as a competitive destination sal es and marketing organization. Oversight of the se ATID funds is managed by the Visit Anaheim Board of Directors.
The remaining 25% of ATID collections go towards Anah eim’s transportation programs. These Transportation Component funds are collected and administered by a separate ATID Transportation Committee.
The ATID Contribution list is made of 84 properties within The Anaheim Resort and Platinum Triangle Districts as identified in Exhibit B . Note that many of these properties have changed hotel names (recent names are on file with the City – see https://anaheim.net/DocumentCenter/View/876/ATID-Participating-Hotels).
Resolution 2010-151 (forming the ATID) and Ordinance No. 6174 (ATID Enabling Ordinance) require the ATID Transportation Committee to submit an annual report for each fiscal year the ATID is in effect addressing the following:
• The method and basis of levying the assessment in sufficient detail to allow each business owner, as appropriate, to estimate the amount of the assessment to be levied against his or her businesses for that fiscal year.
• Any proposed changes in the boundaries of the tourism improveme nt district, any benefit zones, classification of businesses, the basis and method of levying assessments, the management plan or the activities and improvements to be funded by the assessments. • The improvements and activities to be provided for that fiscal year. • An estimate of the cost of providing the improvements and the activities for that fiscal year. • The amount of any surplus revenues to be carried over from a previous fiscal year.
ATID Transportation Component Fund Annual Report FY22/23 2
• The amount of any contribution to be made from sources other than asse ssments levied pursuant to the Ordinance.
ANNUAL REPORT COMPONENTS:
METHOD AND BASIS OF LEVYING THE A SSESSMENT:
On September 14, 2010, the Anaheim City Council established the Anaheim Tourism Improvement District (ATID) as a means of providing the necessary resources to enhance tourism activity and increase hotel room stays. The ATID establishes an assessment of 2% of the room rent for all hotel facilities located within the ATID boundari es (The Anaheim Resort and the Platinum Triangle). This assessment is not a tax for the general benefit of the City, rather it is an assessment for activities that provide benefits directly to those hotels within the ATID.
Background information about the ATID , including the method and basis of levying the assessment , is provided on the City website (see the Business License Division page on www.anaheim.net or http://www.anaheim.net/565/Anaheim-Tourism-Improvement-District-ATI). The City also sent a letter dated October 13, 2010, to the Anaheim Hotel Operators to provide information about the ATID (see Exhibit C).
ATID COMPONENTS - NO CHANGES PROPOSED :
There were no proposed changes to:
• The boundaries of the tourism improvement district
• Any benefit zones
• Classification of businesses
• The basis and method of levying assessments
• The management plan
• The activities and improvements to be funded by the assessments FISCAL YEAR 20 22/20 23 REVIEW SUMMARY
Below is a summary for Fiscal Year 20 22/2023: It includes the improvements and activities provided during the fiscal year; the cost of providing the improvements and activities; and the amount of any surplus revenues to be carried over from a previous fiscal year.
The description of each activity indicates whether other funding sources, in addition to ATID Transportation Funds, were contributed to the project.

CHANGEABLE MESSAGE SIGN (C MS) UPDATE S
On March 23, 2017, the ATID Transportation Committ ee allocated $1,900,000 to update eleven Changeable Message Sig ns (CMS) in and around The Anaheim Resort (within the ATID boundaries) with new technology, including adding new sign and comm unication equipment, and designing and integrating the new sign display area with the existing sign pole . On April 9, 2018, the ATID Transportation Committee increased the number of CMS es to be updated from eleven to twelve (within the previously allocated funding) in order to update a sign in the Platinum Triangle and provide consistent messaging to those traveling along Katella Avenue.
The City Council awarded a construction contract for this project on August 13, 2019. Sign installation is complete, and a ll signs have been successfully integrated into the City’s Traffic Management Cent er (TMC). As-built plans have also been delivered and the project is closed out.
Expenditures:
During FY 2016/2017, $1,900,000 of ATID Transportation funds were allocated for the project . A total of $1,507,063 was expended through the end of FY 202 2/23 and there is a remaining balance of $392,437, which will need to be returned as project savings to the ATID Transportation Component Fund .
THE ANAHEIM RESORT AREA MOBILITY PLAN & PEDESTRIAN BRIDGE FEASIBILITY ANALYSIS The Anaheim Resort Area Mobility Pl an was prepared as a collaborative effort with area stakeholders with a goal of identifying ways to improve circulation for all modes of travel , and to evaluate the potential feasibility of pedestrian bridg e options at two key locations. The Study concluded final outreach efforts in early 2022 and the final draft of the document was presented to the Anaheim City Council in February 2022.
Expenditures:
Total funds allocated fo r this project include: $1,030,000 with $930,000 allocated for consultant services and $100,000 allocated for expenses and staff time. Of this amount, $287,000 was provided through a Caltrans grant and $743,000 through ATID funds. A total of $ 613,061 in ATID funding was expended through the end of FY 2022/23 and t here is a remaining balance of $129,939, which will need to be returned as project savings to the ATID Transportation Component Fund.
ANAHEIM RESORT SAFETY BOLLARD PILOT PROGRAM
On April 9, 2018, the ATID Transportation Committee allocated $ 2,500,000 for the City to implement the Anaheim Resort Safety Bollard Pilot Program , which includes the design and installation of safety bollards at key pedestrian intersections—including: Harbor Boulevard/East Shuttle Area ; Harbor Boulevard/Disney Way; Harbor Boulevard/Katella Avenue; and H arbor Boulevard/Convention Way. The goal of this effort is to develop and implement aesthetically pleasing bollards to provide for enhanced pedestrian safety at key locations.
Construction for Phase 1 (the intersection of Harbor Boulevard and East Shuttle Entrance) was completed in August 2022 and was deemed by the ATID Transportation Committee to have been a success. Design is currently at 100% for the Harbor Boulevard/Disney Way intersection and construction is planned for advertisement in 2024.
Design for the remaining two intersections, Harbor Boulevard/Katella Avenue and Hab or Boulevard/Convention Way is currently underway, with completion estimated in 2024.
ATID Transportation Component Fund Annual Report FY22/23 4
Expenditures:
During FY 201 7/2018, $ 2,500,000 of ATID Transportation funds were allocated for the project . A total of $1,579,627 has been expended through FY 2022/2023 and there is a current balance of $ 920,373 to support ongoing efforts.
INTELLIGENT TRANSPORTATION SYSTEM (ITS) IMP ROVEMENTS IN THE ANAHEIM RESORT On September 24, 2018, the ATID Transportation Committee allocated $160,000 for ITS improvements in the Resort. These improvements are anticipated to include signal equipment and camera detect ion equipment upgrades. Once implemented , these improvements will further assist with traffic management along key congested corridors—including Katella Avenue.
In 2023, the City installed a “demonstration” new vehicle detection devic e at the intersections of Harbor Boulevard/Katella Avenue and Harbor Boulevard/Convention Way. The device will be used to measure speed data and will be in place for the next six months.
Expenditures:
During FY 2017/2018, $ 160,000 of ATID Transportation funds w ere allocated for the project. A total of $ 134,977 has been expended through FY 2022/2023 and the remainder of the allocation $25,023 will be utilized in 2024.
THE ANAHEI M RESORT SIGN PROJECT 2019 -2020
On April 9, 2018, the ATID Transportation Committee allocated $150,000 for the installation of a changeable message sign (CMS) in the Harbor Boulevard median, south of Convention Way. This sign is intended to provide changeable directional information to northbound Harbor Boulevard traffic and eliminate an existing trailer mounted sign. On September 24, 201 8, the ATID Transportation Committee allocated $5, 600,000 for signs in The Anaheim Resort, including upgrad ing existing signs, installation of new signs, establishment of sign maintenance agreements and related project management activities. One of the signs (a CMS on Katella Avenue at a cost of $150,000) was subsequently reallocated to the Katella Widening Project , which is now complete. Therefore, t he total final funding for all of these sign improvements is $5,600,000 ($150,000 for the Harbor CMS plus th e remaining $5,450,000 from the September 24, 2018, allocation).
Below is a brief summary of the proposed sign improvements:
• Replace two trailer mounted signs on Harbor Boulevard and Disneyland Drive with permanently installed CMSes that can be controlled through the City TMC;
• Repair the changeable arrows on three large cantilever signs on Disneyland Drive and Katella Avenue that assist in directing traffic to Downtown Disney and Theme Park parking areas; • Replace five static and/or outdated digital signs on Ball Road, Harbor Boulevard , and Disneyland Driv e with updated changeable message signs that can be contr olled through the City ’s TMC in order to improve the quality of wayfinding assistance (this will also include the removal of one trailer mounted sign on Harbor Boulevard); and
• Installation of fiber optic cables and conduit to provide communication from the TMC to the CMS es.
ATID Transportation Component Fund Annual Report FY22/23 5
Currently, c oordination is underway with Disney for input on existing proposed sign locations . The City is also providing oversight of all activities related to the processing of s igns through d esign, procurement and construction, and work associated with establishing agreements between the City and Disney for maintenance and operation of the signs. However, implementation of capital project components i s currently on hold while staff observes new traffic and circulation patterns based up on parking changes in the area, and the need coordinate long-term special events, including traffic circulation , between the Disneyland Resort and Anaheim Convention Center.
Expenditures:
During FY 2017/2018, $150,000 of ATID Transportation funds were all ocated for the Harbor CMS and during FY 2018/2019, $5,450,000 were allocated for the remaining signs addressed by this project. A total of $ 25,823 has been expended through FY 2022/2023 and the remainder of the ATID allocation $5,574,177 will be processed once the project resumes.
BALL ROAD/DISNEYLAND DRIVE INTERESECTION IMPROVEMENTS
The ATID Transportation Committee allocated $250,000 of ATID funding to implement striping, signing and signal changes to the Ball Road/Disneyland Drive intersection in order to lessen traffic delays and vehicle queuing.
Currently, both northbound and southbound Disneyland Drive have a left turn lane and an optional left -turn lane at the intersection. In order for the intersection to operate properly, the tim ing of the traffic signals has to be operated as a split phase (i.e., while the southbound direction is making left turns, the northbound direction has to wait for the signal lights to change), otherwise vehicles cannot make left turns. This condition results in longer delays and traffic queues than if the signals serviced northbound and southbound traffic concurrently.
This improvement will enhance the operation of the intersection by removing the split phase operation to allow northbound and southbound tr affic to be serviced concurrently. The proposed changes include modifications to striping, signing, signal heads and signal phasing including: restriping the northbound and southbound optional left-through lanes as through lanes only, adding signage to northbound and southbound mast arms, updating video, camera detectio n and traffic signal equipmen t to address the new changes, and project management/staff time associated with these efforts. New cabinet, video detection, a nd closed circuit television cameras have been installed, and 1,500 hundred feet of fiber optic cable has also been pulled. Signal design is now 90% complete .
Signal design is projected to be complete in early 2024, with construction starting shortly thereafter.
Expenditures:
During FY 2018/2019, $250,000 of ATID Transportation funds were allocated for the project. A total of $ 146,217 has been expended through FY 2022/2023 and the remaining balance of $103,783 is anticipated to be expended in FY 2023/2024.
ANAHEIM TRANSPORTATION NETWORK (ATN) – REAL -TIME MANAGEMENT/ PASSENGER INFORMATION SYSTEM
On March 23, 2017, the ATID Transportation Committee allocated $1,250,000 f or a real -time management/passenger information system for the ATN to better manage its operations and provide its guests and passengers with the information they require. These funds are being used to develop, install, and acquire necessary communication hardware (such as reader sign boards, etc.) that will provide real -time arrival and ATID Transportation Component Fund Annual Report FY22/23 6
departure information. This includes electronic signage on -board ATN’s fleet, as well as at bus stops and transportation hubs located within The Anaheim Resort.
During May of FY 2016/2017, the ATN Board authorized work to commence on this project. By December 2017, 82 passenger information screens were installed on board the ART bus fleet . By July 2018, 50 on -board WiFi units were installed on the ART fleet. In addition, 25 real-time “next bus” passenger information arrival signs at ART bus stops and East Esplanade are in the process of being installed, with East Esplanade improvements nearing final approval. The final phase of th is project will install Real-Time Passenger Information Interactive Screens at the Disneyland® Resort ’s Main Transporta tion Center. This phase of the project is still under development and is pending consideration of East Esplanade operations based upon COVID -19 and security re-design efforts.
Expenditures:
During FY 2016 /2017, $1,250,000 of ATID Transportation funds w ere allocated for the project . A total of $1,090,287 has been expended through FY 2022/2023 and the remaining allocation balance of $159,713 is anticipated to be expended in 2024.
ANAHEIM TRANSPORTATION NETWORK (ATN) – ANNA M ULTIMODAL TR ANSIT PLA N In December 2022, the ATID Transportation Committee closed out the Mayor’s Transit Task Force Committee. In doing so, the remaining balance of $261,524 was re-programmed to support ATN’s ANNA Multimodal Transit Plan.
During the 2022/23 fiscal year, ATN completed public outreach efforts for the ANNA S tudy and dev eloped a final draft plan for public review . The public review period will close in February 2024. After this , ATN will finalize the ANNA Plan. See Exhibit D for a project summary from ATN.
Expenditures:
During FY 20 22/2023, $ 261,524 of ATID Transportation funds w ere allocated for th is project. To date , no ATID funds have been expended. However, ATN has expended funds from other sources including a Caltrans Sustainable Transportation Planning Grant. The full ATID allocation of $261,524 once the public review period is complete and the project is closed out.

RE: PROJECT STATUS REPORT
ADVANCING NEIGHBORHOOD NETWORKS FOR ALL
RECOMMENDATION:
Receive and file Advancing Neighborhood Network of All (ANNA) Strategic Planning and Partnerships Multimodal Transportation Plan Report
DISCUSSION:
In June 202 2, in response to RFP #2022 -004, Anaheim Transportation Network (ATN) retained consulting services of Dewberry Engineers, Inc., in partnership with Kittlelson, Anrab, Bechtel , HERE LA and TransLink, to prepare a visionary plan for East/West transportation connectivity project, also known as Advancing Neighborhood Networks for All (ANNA).
This effort proceeded with the goal of service delivery in preparation for 2028 Summer Olympic Games. Funding provided through a grant from California Department of Transportation (Caltrans) Sustainable Transportation Planning Grant Program of $700,000 and $261,524 contribution from the Anaheim Tourism Improvement District (ATID) Transportation Committee.
With close participation and input from the City of Anaheim, this $949,718 18-month planning effort began in October 2022 with a goal of delivering recommendations, cost estimates and a path toward implementation of ANNA service. This planning undertaking delivered:
1. Route and stop recommendations with capital and operating budgetary estimates for the project delivery
2. Mode and technology roadmap to lay a foundation for future public and private investment opportunities that promote mobility through economic development to advance sustainable, locally supported financing plans
3. Realistic ridership forecasts, coupled with community supported investment and funding options
4. Institutional structure the most favorable structure for long term sustainability and operational success
EXHIBIT D
With the ongoing communications and input from the Steering and Technical Advisory committees, meeting with key stakeholders, City of Anaheim, and public input, the study helped ATN and its partners determine:
1. Technology and preferred route(s)
2. Mobility enhancement & First/Last Mile Connectivity
3. Ridership Projections
4. Capital and Operating Cost Estimates
5. Institutional Structure and Alternative Delivery Methods Considerations
Capital cost estimates for s everal levels of investments were evaluated within the public right of way in consideration of route improvements, station stops, signal modifications, and enhanced first and last mile access . With the goal of inclusion of adjacent developments to realize full potential of ANNA service objectives.

In addition to identifying necessary capital investment, Operations and Maintenance (O&M) developed cost projections to meet forecasted ridership of approximately 4,000 daily trips. The projected O&M costs include core service along Katella Avenue with on- demand microtransit service, supporting six catchment zones north and south of the corridor with operation of development of up to three mobility hubs to enhance the quality and experience of ANNA service and to provide connections to a variety of transportation choices.
Table 2 Summary of Annual O&M Costs for ANNA Components Component 2028 Cost 2045 Cost
BRT High Frequency Service $8,000,000 $15,000,000
Mobility Hubs (3 sites) $100,000 $200,000
Microtransit - 6 zones $2,700,000 $3,300,000
Total Annual O&M Costs $10,800,000 $18,500,000
The next steps of the study effort will include identification of financing and service delivery options through Public Private Partnership (P3) structures, Design -Build Finance and Operate (DBFO) models, public funding, assessment, as well as service fee options.
Funding for the next phase of the project has been secured through CalSTA $24.8 million award with technical support and guidance from the US Department of Transportation Thriving Communities Program. The secured CalSTA funding will be used to procure rolling stock and necessary planning assistance. ATN will begin rolling stock procurement Spring 2024 and the next phase of planning assistance will be let with assistance from Jones Lang LaSalle Americas, Inc. (JLL) in the amount not to exceed $613,100.
The next phase of this project has begun and it will be closely coordinated with the City of Anaheim to ensure policy direction is aligned with City’s vision and priorities.
