Assmartphoneshavebecomeubiquitousamongteens, schoolshaveincreasingly hadto wrestle with the problemof managingtheir usein class. 2 Whilesomeeducatorsfeel there's a placefor smartphonesin the classroom, othersseethemas a distraction andsourceof cyberbullying.

Andresearchindicatestheycanhavea negativeeffect onlearningandattention.

By2020, 77% of schoolsreportedprohibitingcellphonesfor non-academicuse, accordingto the federalNationalCenterfor EducationStatistics.

Whenschoolsshifted to virtual learningduringthe COVID-19pandemic, however, policiesto limit or bancellphonesbecamemeaningless, as manystudentsrelied ontheir phonesfor both schoolworkandentertainment.

Now, educatorssaythey're seeingsmartphonedependencebecomea difficult habit to breakin classroomsthat arehopingto returnto pre-pandemic procedures.

I don't blame (students). They're conditioned," saysNicholasFerroni, a social andcultural studiesteacherat UnionHighSchoolin NewJersey. "It's social conditioning, andtrying to get themto unlearnthat behavioris incredibly difficult."

Whilesomeschooldistricts haveenactedcellphonebansin the wakeof the pandemic, othersarereestablishingguidelinesthat werein placebeforehand.

Statelegislatures, like in California, havealsoweighedin onthe issuein recent years, givingdistricts the authorityto limit or bansmartphonesin schools.

RandallSkrinjorich, superintendentof RinggoldSchoolDistrict in Pennsylvania, saysthat pre-pandemic, his district hada policy limiting cellphoneusein class.

DuringCOVID, althoughthe policy wasin place, therewasa greaterneedfor electronicdevices. Andso we probablygot a little bit lax onit," Skrinjorichsays. 3 Then, starting to comeout of COVID, at the endof last year, we started encounteringsomeof the behaviorissuesanddisciplineissuesrelatedto it." Forthe 2022-2023schoolyearheannouncedstricter guidelinesthat prohibit cellphoneuseduringthe schooldayandmandatespecific penaltiesfor each offense.

In a letter to parents, henotedthat the local policedepartmenthad "documented 56criminalincidentsin the last schoolyearwherestudentsusedcellphone communicationwith fellow studentsto planfights, harassotherstudents, coordinatevaping 'gatherings' in schoolbathrooms, vandalizepropertyand commitothercriminal mischief."
Althoughsomeparentshavecomplainedaboutthe cellphoneban, Skrinjorich saysthat overallthe policy seemsto bea net positive.

ShouldCellphonesBeAllowedinSchool?
Answeringthat questionoftendependsonthe school, or eventhe specific teacher.

Over90% of principalsin a 2020studysupportedrestrictionsoncellphoneusefor studentsin middleandhighschools, andover80% saidtheybelievedthat cellphoneuseduringschoolhasnegativeconsequencesfor social development andacademics. But the specificsonwhat peopleconsiderappropriateusecan vary.

In someclasses, studentsusecellphonesfor instructionaltools andgameslike Quizlet, Kahoot! andothers. AmberSnell, a teacherat MadisonMiddleSchoolin Richmond, Kentucky, saysshepreviouslylet herstudentsusecellphonesto listen to musicwhile workingin classanddidn't seephonesas a problem. But this fall, herschoolenacteda newrule banningcellphonesduringthe schoolday.

Snell, whoteachesprimarilyseventhgraders, saysshe's beensurprisedat how well herstudentshaveadjustedto the newpolicy andhasn't seenanyreal issues with studentsdisobeyingit. Therehaven't beenas manyincidentsof cyberbullyingor studentsusingsocialmediafor harmduringthe schooldaythis yeareither, shesays.

I think the eighthgradersareprobablystrugglinga little bit more," shesays, becausetheywent throughthe pandemicas sixth graders, seventhgraders, and hada little bit moreof that flexibility. Andthey're nowtrying to reel it back." 4 Ferroni, whohasa largesocial mediafollowinghimself, saysherecognizesthat technologyis a "necessaryevil," andhasseenstudentsusecellphonesand social mediato stay connectedto eachotherandencouragepositivechange aroundthe school. But thoseactivities arebest doneoutsideof class, hesays.

Forsomestudents, the connectivityaspectis crucial, saysSouravSengupta, an associateprofessorof psychiatryandpediatricsat the Universityof Buffalo. But somehavea hardtime knowingwhereto drawthe line oncellphonesandrisk becomingtoo dependentonthemas a primarymeansof communication. Hesays beingpresentin real life anddevelopingstronginterpersonalconnectionsis still vital to successin adult life.

Whilecellphonesareprohibitedat all times in his classroom, Fridaysare completelytech-free, meaningstudentsplayboardgames, draw, write or do5 anythingthat requiressomementalstimulationthat's outsideof typing, or texting or anythingontheir phones," Ferronisays.

Sengupta, whostudiesthe effect of screentime onadolescents, sayshehas concernsaboutthe impactthat cellphonesandsocial mediahaveonthe cognitivedevelopmentof adolescents, especiallytheir attention spans.

A lot of the social technology – whetherit’s socialmedia, streamingvideoor app-basedvideogames – they’re all designedto providea big hit of dopamine veryquickly,” Senguptasays. “It’s got to besupersensory-stimulatingfromthe get-goor elseyou’ve lost them.”
Thatcouldhavea lasting impactonadolescents' ability to performtasks that requireextendedattentionandsustainedfocus, hesays. CellphonesandSchoolSafety
Opponentsof prohibitivecellphonepoliciessayaccessto devicesis necessaryin caseof an emergency, like a schoolshooting, health-relatedepisodeor natural disaster.

But KenTrump, presidentof the schoolsafetyconsultingfirm NationalSchool SafetyandSecurityServices, saysstudents' focusshouldnot beontheir phone duringa potentialschoolemergency.

If we’re relyingonthe kids to makethe 911calls, we really dohavea bigger problemthat goesbeyondcellphoneissues,” hesays.

Trump, wholeadsschoolsafetytrainingsacrossthe country, sayshe’s sympatheticto the argumentthat somestudentsmightfeel saferwith accessto their phoneor a way to communicatewith parents, but hesaysmostschoolshe's workedwith usea masstext messagesystemto communicatequicklywith parentsduringanemergency.

If studentsareontheir phone, potentiallyrecordingvideo, that distractioncould bedetrimental, hesays.

In the wakeof the pandemic, with manystudentsstill struggling bothacademicallyandemotionally, Senguptasaysthis is a critical time in education.

Hesupportsschooldistricts that haveimplementedrestrictionsoncellphone use. But "at the sametime, I don’t think we haveto throw the babyout with the bathwater," hesays.

I think there’s a wayto harnessdigital social technologiesthat canreally be amazingfor children," hesays. "Let’s makeit a valueaddedandnot a constant backgroundor foregroundpresencein their attention."

New Laws for California Schools: AB
272, student smartphone use
CSBA’s “New Laws for California Schools” series highlights new K-12 education laws signed by Gov. Gavin Newsom in 2019. New laws are e ective Jan. 1, 2020, unless otherwise noted. The2019 legislativeyear ends on Sept. 13; Gov. Newsomthen has until Oct. 13 to sign or veto all bills passed by the Legislature. CSBA’s ‘What’ s New 8/13/ 23, 6:06 PM New Laws for California Schools: AB 272, student smartphone use – CSBA Blog blog. csba. org/ smartphone- law/ 3/4
for 2020’ report will be available in October.

Assembly Bill 272 ( Muratsuchi, D- Torrance), signed into law by Gov. Newsom on July1, allows (but does not require) a school board to adopt a policy to limit the use of smartphones by students while they are at school.

Thebill declaresthat there is growing evidencethat unrestricted use of smartphones by students during the school day interferes with the educational mission of schools; lowers pupil performance, particularly among low-achieving pupils; promotes cyberbullying; and contributes to an increasein teenageanxiety, depression and suicide.

AB 272, which adds section 48901.7 to the Education Code, states that governing boards may adopt a policy to limit or prohibit the use of smartphones by students while they are at school, but the law does not require boards to take any action.

Notably, the law also includeslanguagebarring schoolsfrom prohibiting students from possessing or using smartphones in the following circumstances:

In the case of an emergency.

In responseto a perceivedthreat or danger.

When a teacher or administrator grants permission to a student to possess or use a smartphone.

Whena doctor determines a smartphone is necessaryfor the health or well- being of a student.

Whenpossessionor use of the smartphone is required in a student’s Individualized Education Program.

Many districts and county o ces already have policies in place addressing student use of cell phones. CSBA’s Sample Board Policy 5131 contains optional language prohibiting student use of phones while in class, subject to certain exceptions. CSBA will be updating policiesin October to re ect the addition of EducationCodesection 48901.7.

With most districts alreadyhavingpoliciesaddressingcell phone use on campusin place, and the new law’s numerous written exceptions, the e ect of AB 272 is likely 8/13/ 23, 6:06 PM New Laws for California Schools: AB 272, student smartphone use – CSBA Blog blog. csba. org/ smartphone- law/ 4/4
