PROJECT MANAGER AND APPROACH
Matt Swanson will be the assigned Project Manager and point of contact for the duration of this contract. He has the full support of our organization in providing any scope of service you request.
Our project management approach is straightforward and communicative. The objective of our management approach is to ensure technically proficient, timely, and cost -effective execution of the project. Upon identification of a project, Matt will strategize with our key personnel and the City’s project manager, and propose a scope. Upon approval of the scope, Matt takes ownership of the project until completion. As we consider ourselves an extension of the City’s technical capabilities, staffing plans for projec ts will be developed with input from the City’s project manager. Regardless of size, scope, budget, or schedule, we understand how to effectively work with City staff.
We anticipate the day-to-day management of individual projects will be as follows.
• Coordinate directly with the City’s representative(s) regarding the technical aspects of the task, as well as the schedule and budget.
• Assign internal project tasks based on technical needs and availability. • Coordinate and dispatch field representatives, as necessary, through active communication with field and office staff, and in concert with City staff and contractors. • Allocate and coordinate ENGEO personnel and , if beneficial to the project, subconsultant staff.
• Monitor, review, and routinely update City on progress and budget. • Coordinate QA/QC of all project deliverables.
• Be a resource to the City for interactions with applicable local, State, and Federal agencies , and act as a liaison if that is desired.
Our services will enhance the City by providing valuable insights and solutions for optimizing its infrastructure and development projects. Clients are looking for a firm they can rely on and trust to respond rapidly when needed. ENGEO is accustomed to providing high-quality services with relatively short notice. Our clients, both public and private, have come to know and trust us for this aspect of our service offering.
ENGEO can easily respond within hours of a request; however, we have been known to respond to on-call projects within as little as 30 minutes. Laboratory results are provided the same day tests are performed, or as quickly as the time required to complete the tests allows. We provide reliable service and client’s scheduled request with 24 hours’ notice, but continuously aim to exceed this expectation. The goal of our Project Manager, Construction Services Manager, or resident inspector is to integrate fully with the construction process on a level that will enable us to anticipate necessary testing and insp ection services before those requests are formally received. Our field representatives can promptly share test results with the public works inspector and the contractor's superintendent.

5. TESTING, INVESTIGATIONS, AND REPORTS
Our Registered Professionals are familiar with the latest federal, state and local practice guidelines, such as the Anaheim Grading Design Manual, CBC, IBC, FEMA, DSA, OSPHD, Caltrans, and CGS SP117. We are well versed in the standards of practice as well as the latest design codes to provide a quality geotechnical services. ENGEO has a current contract with the Operating Engineers Union and is compliant with current prevailing wage laws.
ENGEO is a firm believer and practitioner of internal review. All calculations, figures, and documents are reviewed by a second set of eyes, at a minimum, and calculations are reviewed by a Principal of ENGEO. Our practices are consistent with the qualifications stated in the RFP, which are: testing, investigations, and reports shall be conducted under the direction and responsibility of a registered engineer or geologist in the State of California authorized to conduct such tests or investigations.
Samples delivered to our laboratories are logged, tested, and the results are submitted to the laboratory manager for review before being submitted to a registered engineer or geologist for final approval. When sampling and testing, the prescribed standards by the appropriate governing authority are followed. During field inspections, we utilize AGILE software database for collection and documentation of inspections, sampling, testing, and tracking items of non-conformance in real time. Our field representatives are equipped to enter data wirelessly. Once entered, the CSM and the project engineer can access the data, perform quality assurance, and create any necessary reports. This allows our team to see previous reports, create consistent reports, allows for rapid quality control review, and rapid production of field reports and test results.
6. CALTRANS LAPM FEDERAL FUNDING
REQUIREMENTS
ENGEO is familiar with and understands the Caltrans Local Assistance Procedures Manual (LAPM) and Construction Manual. The LAPM describes the various procedures required to process Federal and State funded local transportation projects. The Construction Manual contains policies and procedures related to the duties of Caltrans Division of Construction personnel. We regularly work on Caltrans-funded projects for local agencies and implement the required testing in their Quality Assurance Program (QAP).
7. WORKFORCE AGREEMENTS
ENGEO has reviewed the City’s Community Workforce Agreement (CWA) and is familiar with such agreements throughout California. Our experience to date is associated with our own Professional Labor Agreement with the Operating Engineers Union as well as recent and ongoing work we are conducting for nearby railroad repairs. We are well versed in, and prepared to adhere with, the City’s CWA.

SANTIAGO GEOLOGIC HAZARD ABATEMENT DISTRICT (GHAD)
ANAHEIM HILLS, CALIFORNIA
The Santiago Geologic Hazard Abatement District (GHAD) was formed in 1999 by the Anaheim City Council to stabilize past, present, and future land movement of the active Santiago landside. In 1992, movement of the Santiago landside was triggered by high groundwater, causing damage to homes, streets, and associated infrastructure. Since 1993, stabilization of the Santiago landslide has been accomplished by continual removal of groundwater through actively pumping wells and horizontals drains within the limits of the Santiago GHAD, which includes 303 residences.
ENGEO has been the manager for the Santiago GHAD since July 2017.
Our services have included regular coordination of GHAD operations, such as financial upkeep, contractor and contract coordination, emergency response, Board meeting facilitation and coordin ation, and pursuing mechanisms for long-term funding. A particular challenge for the Santiago GHAD is that it was funded by one-time settlement with the City of Anaheim in 1999. Over time, operational costs and variations in the revenue generated through investment of the one-time deposit has eroded the available funds to operate the GHAD. The effort to secure funding for the GHAD’s operation has included community outreach events, neighborhood surveys, and focused discussions with City and State representatives. Recently, ENGEO facilitated a successful Proposition 218 ballot measure to continue funding of the GHAD, and allow the pursuit of FEMA grant money for a long-term structural stabilization solution of the Santiago Landslide. ENGEO, as the GHAD Manger , has been irreplaceably involved in each of these actions.
Our role as the monitoring consultant consists of monitoring groundwater wells, flow measurements of horizontal drains, vertical inclinometers, andl dewatering wells. Following each monitoring event we publish our data on the Santiago GHAD’s website and through an online GIS portal. The GIS portal allows members of the community to have access to the monitoring data rapidly after it is collected.

ADDENDUM NO. 1
TO THE REQUEST FOR PROPOSALS (RFP)
for the
ON-CALL MATERIALS TESTING, DEPUTY INSPECTION,
AND ENVIRONMENTAL ENGINEERING & SCIENCE SERVICES
January 16, 2024
I. GENERAL
The following changes, additions, or deletions shall be made as indicated, and all other conditions shall remain the same.
II. DESIGN-BUILDER QUESTIONS AND ANSWERS
Q1
Items 1 and 2 under the Minimum Requirements of the subject RFP generally states that responsible charge for the Geotechnical Services will be managed/supervised by a registered professional (i.e. Certified Engineering Geologist (CEG) or Geotechnical Engineer (GE). However, in accordance with the State Board of Registered Professional Engineers and Geologists, there is a clear separation between the two registrations. For example, The State defines a Certified Engineering Geologist as specialty certification in the discipline of geology but does not allow a CEG the authority to certify engineering work related to soil engineering and vise versa. In addition, a GE is a practicing registration (specialty) for Registered Professional Engineers (PE) that affords the PE the authority to use the practicing title of Geotechnical Engineer. In that regard, a PE practicing in the field of soil engineering as a specialty engineering practice may still certify soil engineering work but cannot use the practicing title of Geotechnical Engineer. Is the City of Anaheim implying in the minimum requirements that it accepts the certification of soil engineering testing and practices as a replacement or substitute for the GE oversight and responsible charge? I’ve attached a FAQ document provided by the California Board of Professional Engineers Land Surveyors and Geologists should additional information be required.
A1 The City of Anaheim’s intent is to have a Registered Professional manage/supervise the geotechnical services project in accordance with California Board for Professionals Engineers, Land Surveyors and Geologist and practice with limitations allowed by the board.
Q2
Can you confirm can we submit on each individual category or must we be able to complete all three?
A2 Yes, you can submit on each category or all that are applicable to the consultant firm or team. Please submit only one proposal that outlines each category that your firm will complete.
City of Anaheim Request for Proposals (RFP) for On-Call Materials Testing Deputy Addendum No. 1, Dated January 16, 2024 Inspection, and Environmental Engineering & Science Services
Q3
Will the city accept submittal from firms willing to do portions of the work that are not subject to the CWA?
A3 Yes, if a consultant is unable to comply with the Community Workforce Agreement (CWA) their agreement will have the section referencing CWA redacted from their agreement. The consultant(s) can still perform non-CWA work.
Q4
We would like the following changes considered to the sample contract.
Please advise if these are acceptable:
1. Addition of limit of liability based on contract size.
2. Add a waiver of consequential damages.
3. Removal of language that implies a duty to defend.
4.Removal of required warranties, which implies indemnification – our insurance prohibits us from offering warranties or guarantees.
5. We cannot have the city listed as primary on our Worker’s Compensation or Professional Liability insurance, although this contract requires it.
A4 After consulting with the City’s legal team, the City cannot consider the above-mentioned changes.
Q5
Should rates sheets for drilling and/or traffic control subcontractors be included as part of our fee schedule submittal?
A5 The rate sheets for subcontractors if necessary can be included in the Appendix.
Q6
For references, are we to provide a total of 3 (past and present) working references? Or, are we to provide a total of 6 references which includes 3 past working references and 3 present working references? A6 A total of three (3) working references which should include at least one (1) past and one (1) present working, the third can be either a past or present working reference.
