Proposal to Provide On-Call Materials Testing, Deputy Inspection, and Environmental Engineering & Science Services for the Construction of Capital Improvement Projects
SCOPE OF SERVICES
Below we have provided a detailed scope of services re fl ecting the methods and procedures our team intends to utilize to provide the required services.
Soil Engineering, Testing, and Inspection
G3 provides geotechnical consulting services including analysis of site soils, foundation design, excavation and back fi ll, pavement engineering, pavement thickness design, and evaluation, speci fi cation development, and materials designs. We specialize in understanding the speci fi c type of pavement for the design. Whether it’s a fl exible pavement utilizing polymer modi fi ed binders, a continuously reinforced concrete pavement, or an in-place sustainable recycled pavement, these are incorporated into the pavement section design strategy.
Before placing the soil and aggregate base, when requested, our technician will obtain initial samples for laboratory tests, observe the condition of material, and spot check stakes.
During soil and aggregate base placement, G3 will provide a technician to observe, test, and sample as required by the project speci fi cation. The sampling and Quality Assurance tests shall be performed under the appropriate guidelines. Test records and daily diaries shall be submitted to the Resident Engineer including test results showing any non-compliant materials.
Deputy Building Inspection and Materials Testing
Deputy Building Inspection
Building inspection services will be performed in compliance with Building Division requirements including the latest edition of the California Building Code. We understand the inspectors not currently certi fi ed by the City of Anaheim will be required to obtain certi fi cation prior to the award of any work order.
Materials Testing
Our G3 laboratory service offerings include the testing of soil, aggregate, concrete, masonry and as
phalt mixture. Our laboratory is a participant in the Caltrans Independent Assurance Program and approved to perform testing on State Federal and Highway construction projects and possess certi fi cations in AASHTO. We will test materials as necessary per the project plans, specifi c
ations, and the Quality Assurance Plan (QAP).
During construction, our fi eld inspector will meet each shift with the City’s representative to discuss the day’s operations. Each inspector utilizes electronic reporting systems to notify each other of any issues in real time. Materials will be sampled at the established sampling frequencies per the required code and standards and the City’s estabnlished Quality Assurance Program and tested at our laboratory facility. Should a non-compliant issue arise, the inspectors will notify our Project Manager, Dr. Qiang Li, PE and the City representative of each non-compliant issue.
The test results for each material will be processed into a standard report format and sent to the Resident Engineer in the timeline established in the City’s QAP. A summary of all acceptance testing will be maintained and updated throughout the project. The summary will include:
the date, test method, location, test result, speci fi cation limit, and action taken if the result has failed.

We value clear communication throughout each project lifecycle, which includes:
Field and laboratory tests results which are compiled and submitted daily by the G3 Project Mana
ger, Dr. Qiang Li, PE. The daily reports also include quality assurance reports during laydown operations detailing the fi eld recommendations.
Daily shift results which are provided directly to City representatives by G3 inspectors and technicians during and at the end of each shift. The daily reports detail the construction activities for the day, limits of construction, testing conducted, and any non compliances.
A monthly summary report may also be submitted during the course of the project, if requested.
A Final Report detailing a summary of each fi eld and laboratory test which will be submitted at the project completion.
Project budget tracking, reporting and management to ensure the project stays within the not-to- exceed budget.
ABILITY TO CONFORM TO TESTING AND INSPECTION REQUIREMENTS G3 has reviewed and understands the requirements contained in the City of Anaheim’s Public Works Quality Assurance Program Manual (QAP) and is able to conform to the testing and inspection requirements. We have developed proven processes and procedures that are in line with various QAPs to ensure project needs are met and exceeded. In fact, with the use of our electronic reporting system, QualityConnect ®, our team digitally gathers fi eld observations, materials testing, and laboratory testing data in real-time. This system eliminates inef fi ciencies in communication, ensuring the project is delivered successfully, meeting both time and budget requirements.

COORDINATION AND DISPATCHING PROCEDURES
G3 prides itself on our innovative philosophy on managing service requests. Where other companies rely on a dispatch line to schedule inspections and material testing, G3’s project management team offers a one stop shop. We feel it is important for the person with the most project knowledge to schedule and convey project information to the fi eld inspection and testing staff. Our project management staff takes ownership of ensuring every inspection and testing activity is anticipated and planned ahead. ADDENDUM NO. 1
TO THE REQUEST FOR PROPOSALS (RFP)
for the
ON-CALL MATERIALS TESTING, DEPUTY INSPECTION,
AND ENVIRONMENTAL ENGINEERING & SCIENCE SERVICES
January 16, 2024
I. GENERAL
The following changes, additions, or deletions shall be made as indicated, and all other conditions shall remain the same.
II. DESIGN-BUILDER QUESTIONS AND ANSWERS
Q1
Items 1 and 2 under the Minimum Requirements of the subject RFP generally states that responsible charge for the Geotechnical Services will be managed/supervised by a registered professional (i.e. Certified Engineering Geologist (CEG) or Geotechnical Engineer (GE). However, in accordance with the State Board of Registered Professional Engineers and Geologists, there is a clear separation between the two registrations. For example, The State defines a Certified Engineering Geologist as specialty certification in the discipline of geology but does not allow a CEG the authority to certify engineering work related to soil engineering and vise versa. In addition, a GE is a practicing registration (specialty) for Registered Professional Engineers (PE) that affords the PE the authority to use the practicing title of Geotechnical Engineer. In that regard, a PE practicing in the field of soil engineering as a specialty engineering practice may still certify soil engineering work but cannot use the practicing title of Geotechnical Engineer. Is the City of Anaheim implying in the minimum requirements that it accepts the certification of soil engineering testing and practices as a replacement or substitute for the GE oversight and responsible charge? I’ve attached a FAQ document provided by the California Board of Professional Engineers Land Surveyors and Geologists should additional information be required.
A1 The City of Anaheim’s intent is to have a Registered Professional manage/supervise the geotechnical services project in accordance with California Board for Professionals Engineers, Land Surveyors and Geologist and practice with limitations allowed by the board.
Q2
Can you confirm can we submit on each individual category or must we be able to complete all three?
A2 Yes, you can submit on each category or all that are applicable to the consultant firm or team. Please submit only one proposal that outlines each category that your firm will complete.
City of Anaheim Request for Proposals (RFP) for On-Call Materials Testing Deputy Addendum No. 1, Dated January 16, 2024 Inspection, and Environmental Engineering & Science Service s
Q3 Will the city accept submittal from firms willing to do portions of the work that are not subject to the CWA?
A3 Yes, if a consultant is unable to comply with the Community Workforce Agreement (CWA) their agreement will have the section referencing CWA redacted from their agreement. The consultant(s) can still perform non-CWA work.
Q4 We would like the following changes considered to the sample contract.
Please advise if these are acceptable:
1. Addition of limit of liability based on contract size.
2. Add a waiver of consequential damages.
3. Removal of language that implies a duty to defend.
4.Removal of required warranties, which implies indemnification – our insurance prohibits us from offering warranties or guarantees.
5. We cannot have the city listed as primary on our Worker’s Compensation or Professional Liability insurance, although this contract requires it.
A4 After consulting with the City’s legal team, the City cannot consider the above-mentioned changes.
Q5 Should rates sheets for drilling and/or traffic control subcontractors be included as part of our fee schedule submittal?
A5 The rate sheets for subcontractors if necessary can be included in the Appendix.
Q6 For references, are we to provide a total of 3 (past and present) working references? Or, are we to provide a total of 6 references which includes 3 past working references and 3 present working references? A6 A total of three (3) working references which should include at least one (1) past and one (1) present working, the third can be either a past or present working reference.
