Pavement Engineering
Pavement materials and soil materials behave and perform very differently; however, pavement engineering is often combined with geotechnical engineering at most geotechnical engineering firms. In reality, pavement engineering and geotechnical engineering are distinctly different sub- disciplines of civil engineering.
GMU has provided pavement engineering services since being established in 1967. Starting in 2005, GMU has employed dedicated pavement engineers to perform advanced pavement engineering. Today, GMU has the largest pavement engineering department located in Southern California, specifically devoted to performing advanced pavement engineering and testing. Our pavement engineering services currently include:
• Performing non-destructive pavement evaluation testing, including falling weight deflectometer (FWD) and ground-penetrating radar (GPR) testing for pavement evaluation projects.
• Preparing pavement management plans for cities and private community roadway networks, including pavement condition index (PCI) conducted by OCTA-certified pavement inspectors.
• Pavement-materials laboratory testing in our in-house Caltrans-certified pavement and soils laboratory. Pavement laboratory tests performed in-house by GMU include asphalt On-Call Geotechnical Engineering, Testing, and Inspection January 30, 2024 4 GMU Proposal P-23357
concrete mix designs for asphalt producers and quality control/quality assurance testing during construction.

Supporting Services
Review and Approval of Construction Materials Submittals GMU staff will perform reviews of construction materials submittals as required.
Multi-certified Technicians
Many of our public works inspectors are multi-certified as geotechnical engineering technicians, special inspectors, and pavement inspectors. This enables GMU to have 1 technician complete all required inspections, where other firms may need to dispatch 2-3 different individuals to handle the required inspections. This will result in significant cost savings and a reduction in time spent scheduling by City staff.
Lab Support/Testing
All of our technicians are supported by our in-house laboratory. GMU offers comprehensive soils and aggregate testing, pavement testing, and materials testing. Our lab is certified by the County of Orange, Caltrans, AMRL, and DSA, making GMU in full compliance for all state and federally funded projects.
Laboratory test results will be reviewed and provided to the City, including engineering evaluation/support of those test results. Testing and sampling will be performed in accordance with the City’s Quality Assurance Program Manual (QAP), if applicable.

TESTING, INVESTIGATIONS, AND REPORTS
All testing, investigations, reports, and any other tasks performed by GMU for the City will be conducted under the direction and responsibility of a California licensed Geotechnical Engineer, Certified Engineering Geologist, or Professional Engineer specializing in Pavement Engineering.
QUALITY ASSURANCE PROGRAM COMPLIANCE
We have reviewed the City’s Quality Assurance Program (QAP) and understand and have the ability to conform to the testing and inspection requirements within the QAP. In addition, GMU has established an internal system to monitor all projects on an on-going basis for schedule and budget constraints. Our Principals maintain involvement in both management and technical aspects of all projects to minimize schedule delays and avoid budget overruns. Tasks are assigned to appropriate staff, and internal status meetings are conducted frequently to ensure projects are completed on time and within budget. Invoicing for projects is completed monthly, at minimum, with frequent oversight and review by Principals.
The same system discussed above is also utilized to provide QA/QC over the technical aspects of our work, including oversight and review by Principals. In addition, frequent project status meetings and collaboration assist us in providing cost-effective solutions to problems by exploiting the skills and experience of all GMU professionals.
Our field personnel report on a daily basis to project management, providing status updates of task progress and discussion of any problems or delays encountered. In addition, our technicians are certified by Caltrans, ICC, ACI, and various agencies as Deputy Inspectors. Laboratory personnel, procedures, and equipment are certified by County of Orange, Caltrans, AMRL, and DSA. GMU is fully capable of providing our services that will satisfy the City’s Quality Assurance Program and the current standard of practice in the industry.
In addition to the above abilities, GMU’s staff holds internal meetings twice weekly to discuss on-going and upcoming projects to ensure that adequate and appropriate staff are assigned to each project to meet deadlines and provide outstanding service.
CALTRANS LAPM REQUIREMENTS
GMU possesses extensive experience working on projects involving federal funding, which often triggers the need to perform materials testing services that complies with the requirements of the Caltrans Local Assistance Procedures Manual (LAPM). GMU has performed materials testing services that satisfies the LAPM requirements, including conducting the required test types and frequencies.

The Z-Score indicates the number of standard deviations from the average value. The Z- Score is determined by the following calculation:
Z-Score = (Laboratory Test Result - Average Value) / (Standard Deviation) The laboratory Rating calculation is based on the absolute value of the Z-Score (or number of standard deviations from the average). The following describes the laboratory Rating system:
If Z-Score <= 1 Then Rating = 5
If Z-Score > 1 And <= 1.5 Then Rating = 4
If Z-Score > 1.5 And <= 2 Then Rating = 3
If Z-Score > 2 And <= 2.5 Then Rating = 2
If Z-Score > 2.5 And <= 3 Then Rating = 1
If Z-Score > 3 Then Rating = 0
For reporting purposes, the average and z-score values have been truncated. When the data analysis is conducted, the values used to determine participants' z-scores and ratings are not rounded.
A negative sign on a Z-Score or Rating indicates that the laboratory's result was below the average, while a positive Z-Score or Rating indicates that the laboratory's result was above the average.

If Z-Score <= 1 Then Rating = 5
If Z-Score > 1 And <= 1.5 Then Rating = 4
If Z-Score > 1.5 And <= 2 Then Rating = 3
If Z-Score > 2 And <= 2.5 Then Rating = 2
If Z-Score > 2.5 And <= 3 Then Rating = 1
