Dear Ms. Bahena,
Group Delta Consultants, Inc. (Group Delta) is pleased to submit our proposal to the City of Anaheim in re- sponse to your Request for Proposal for “As-Needed”, “On-Call”, “Short Notice” soil testing and inspection, geotechnical engineering, certified deputy building inspection, materials testing, and environmental engi- neering and science services for future City of Anaheim capital construction contracts. Group Delta is a full-service ma - terials testing and special inspection, geotechnical engineering, engineering geology, and environmental engineering and science services firm. We have two certified laboratories and five offices throughout Southern California. Our work for the City will be pr ovided fr om our Caltr ans-Certified Anaheim offi ce and labor atory, with support fr om our Caltr ans-Certified San Diego laboratory to increase our responsiveness to you.
Over the past 25 years, our staff has successfully delivered materials testing, special inspection, geotechnical engineering, and related engineering services to the City of Anaheim Construction Services Division and other city departments, such as the Public Utilities Department, overseeing public works projects. Being familiar with your inspectors and department protocols will bring value because there is no “learning curve” with our staff when they work with yours.
Group Delta is uniquely qualified for on-call work for the City of Anaheim because of the following factors:
REGISTERED AND QU ALIFIED MANA GEMENT TE AM - We have assembled a strong management team for this contract consisting of registered and experienced special inspectors and materials testing field and laboratory technicians, as well as geotechnical engineers, engineering geologists, and environmental engineering and science professionals .
Jim Cunneen, JD , PE, will serve the City as the Account Manag er/Materials T esting Engineer for this contract.
He is the single point-of-contact during the period of proposal evaluation and for the duration of the contract. Our team also includes Principal Engineer , Michael Giv ens, PhD , PE, GE, PG , Associate Geotechnical Engineer/Geologist; Erin Galv an, Field Services Manager; Jan Krehbiel, Laboratory Manager; and Jerry Sherman, Environmental Engineering Project Manager. Each of these key professionals, and in fact our entire team, has extensive experience with Anaheim projects including the Anaheim Convention Center Expansion, ARTIC, and Katella Avenue improvements.
EXPERIENCED S TAFF QU ALIFICATIONS - We have hand-selected a strong project team of Group Delta staff and subconsultants with demonstrated overall competence on City of Anaheim projects and surrounding city projects, such with Garden Grove, Fountain Valley, and Irvine. Group Delta staff consists of nearly 100 employees. Our engineering, materials testing, and environmental engineering staff each have five to 50 years of diverse experience and certifications. Our professionals include California Registered Civil Engineers, Chemical and Geotechnical Engineers, Registered and Certified Engineering Geologists, Licensed Deputy Inspectors, and Local 12 union inspectors. Our field and laboratory technicians hold industry standard certifications and registrations related to their testing capabilities, including: Caltrans, ICC, NICET, ACI, City of Los Angeles, nuclear density gauge, OSHA 10- and 30-hour safety, and HAZWOPER 40-hour and current 8-hour refresher training.

PROVEN O VERALL C OMPETENCE ON NUMER OUS AND V ARIED ANAHEIM PR OJECTS – Our proposed team has over 25 years successfully delivering quality services for a variety of CIPs in Anaheim. With over 250 pr ojects c ompleted and se veral curr ently in pr ogress, we are intimately familiar with the needs of the Construction Services Division, its inspectors, and other Anaheim project managers who have engaged our services. Overall, we have competently completed both dry to wet utilities, water, bridges, roadway, and special facilities projects, with both federal and local project reporting requirements. Further, our projects with City of Anaheim have been successfully audited by the federal government.
We commit to this same high level of competency and dedication on your forthcoming CIPs.
RESPONSIVE METHODS AND TE CHNIQUES T O TIMEL Y PERF ORM – Jim Cunneen, JD, PE and the Group Delta team have developed and employ effective methods and techniques for the shortest response time to service Anaheim projects. For example, Anaheim city staff are given Jim’s mobile phone number, which he will answer, focus immediately on the project needs and will engage a Group Delta engineer or technician to timely work on addressing the City’s needs. In addition, because we typically have multiple Anaheim projects in progress, we can most efficiently use our technicians who are already on site, or nearby, to cover work at another project in Anaheim.
Thus, w e c an r educe the City ’s c osts bec ause we ar e not mobilizing /demobilizing s taff as fr equently, thus r educing tr avel time t o the pr oject sit e. These elemental, yet effective, approaches to your projects consistently reduce delays or downtime on project sites, giving Anaheim staff the confidence that our deputized inspectors adequately represent the City of Anaheim’s interests and objectives.
HIGHEST QU ALITY S TANDARDS - Group Delta has developed a Quality Assur ance Manual to maintain a consistently high level of technical quality for our services that meets the standard of practice for geotechnical and materials testing in the regions in which we practice, that adheres to sound engineering judgment and the applicable practices advocated by applicable professional societies, and that meets the standards established by applicable governing agencies. This is achieved by adhering to a system of planned procedures and practices. Further, we have reviewed and adhere to the City of Anaheim’s Quality Assurance Program Manual (QAP), last updated February 11, 2020.
Group Delta is a financially strong firm, we have a strong balance sheet, no long-term debt and an available line of credit. Group Delta was recently audited by several agencies. The company currently has no issues such as pending litigation, or mergers.
Group Delt a has the financial and or ganizational s tability t o fulfill our c ommitment t o projects for the City on time and within budget on an “As-Needed”, “On-Call” , and “Short Notice” basis.
Thank you for the opportunity to submit this proposal for consideration.

4 Environmental Site Assessment (ESA)
Phase I E SA: Environmental due diligence refers to research and investigations performed as a means of assessing the potential for a property, structure, highway and/or land mass to be impacted by contamination caused by on-site or neighboring off-site operations. This information may be used by the City to determine baseline site conditions, identify encumbrances to which a property is subject, develop a
risk assessment, and/or evaluate property values prior to acquisition of the property.
Group Delta performs all of our Phase I ESAs in accordance with the commonly accepted American Society for Testing and Materials (ASTM) 1527-05 Standard Practices for
Environmental Site Assessments and the “All Appropriate Inquiries” (AAI) Final Rule described in 40 CFR Part 32.
Group Delta will identify observable conditions at a site and identify recognized environmental conditions (RECs) and areas of potential concern associated with a property.
Phase II E SA: The execution of a site investigation (also known as a Phase II ESA) is generally the second step
following completion of due diligence activities (Phase I ESA) during the evaluation of a property for potential acquisition. Site investigations are also performed following discovery of previously unknown contamination or
subsequent to a contaminant release to the subsurface.
Group Delta’s registered and licensed professionals are cognizant of the time sensitive nature of site investigations and understand the desire of a client to limit liabilities while reducing environmental expenditures. Group Delta

• Sampling and analy sis of soil and gr oundwater - The sampling and analysis of soil and groundwater requires
a thorough understanding of the matrix being sampled,
the potential contaminant constituents involved, the
regulatory agency overseeing the sampling activity and
budget constraints of the client.Group Delta recognizes these factors when designing and implementing a
sampling program.
• Groundwater monit oring w ell ins tallation and sampling programs - Group Delta’s experienced team of engineers, scientists and geologists provide groundwater monitoring well design, installation and sampling programs that meet project objectives without breaking the bank of our clients. • Soil g as sur veys - Soil gas surveys are generally utilized to quickly and economically assess for the presence of

Dr. Givens was involved with staff resourcing, scheduling, construction document review, and interfacing with the design joint venture, construction joint venture, and the OCTA representatives. Geotechnical design issues included large seismic demands, shallow groundwater, compressible soils, potentially liquefiable soils, lateral spreading, down drag forces on piles and impacts from stage construction on already constructed structures or existing structures. Design solutions including both shallow and deep foundations. Lightweight Cellular Concrete (LCC) was utilized as retaining wall backfill to minimize bearing loads that minimize the use of piles and decrease costs in close coordination with the contractor.
John W ayne Airport Cla y Lace y FBO and Hang ers, San ta Ana, Calif ornia: Dr. Givens managed the geotechinical investigation for this 14.5-acres, two-story FBO terminal building which includes three new hangers and two offices, Orange County Sheriff helicopter hanger and office, parking, taxi-lanes and ramps. Group Delta utilized a limited access drill rig and Cone Penetration Testing (CPTs) for the investigation that allowed for minimum mast heights to avoid the need for FAA permits as typically required for a standard truck-mounted drill rig. The subsurface investigation identified a loose sandy layers within the upper 10 feet that required remedial grading for adequate bearing at large column loads and one at depth that was prone to liquefaction and associated liquefaction-induced settlements. Deep foundations were avoided by proposing options for remedial grading to allow shallow foundations. Remedial grading options included ground improvement with GeoPiers (rammed aggregate piers) or removal of 10 feet of soil and backfill with compacted onsite materials or aggregate base was allowed if a larger modulus below large hanger column loads was required to minimize settlements. Pavement design was completed utilizing both Caltrans Highway Design Manual and Federal Aviation Administration Design Methods.

AIME PROGRAM
Group Delta’s High School Mentoring Program
In the Spring of 2016, Group Delta, in collaboration with Anaheim Union High School District, started Anaheim’s Innovative Mentoring Experience (AIME), an ongoing partnership focusing on empowering students to succeed in academics, career, their community and life.
Our professionals explain and teach students about construction materials testing standards and procedures for steel, asphalt, soil, concrete, and masonry. We then take these students to our local Anaheim projects, such as the Anaheim Convention Center Expansion, Lennar’s A-Town multifamily housing, and the Anaheim Regional Transportation Intermodal Center (ARTIC) sites, where they see how the laboratory testing connects with the field construction process.
Group Delta also offers an internship at our Anaheim laboratory where a graduating Senior can work for us after completing the AIME program. It is important to us to give back to the community, especially when it comes to motivating and
inspiring the younger generation.
Recent highlights of our last AIME program can be viewed here.

IIII.. DDEESSIIGGNN--BBUUIILLDDEERR QQUUEESSTTIIOONNSS AANNDD AANNSSWWEERRSS Q1 Items 1 and 2 under the Minimum Requirements of the subject RFP generally states that responsible charge for the Geotechnical Services will be managed/supervised by a registered professional (i.e. Certified Engineering Geologist (CEG) or Geotechnical Engineer (GE). However, in accordance with the State Board of Registered Professional Engineers and Geologists, there is a clear separation between the two registrations. For example, The State defines a Certified Engineering Geologist as specialty certification in the discipline of geology but does not allow a CEG the authority to certify engineering work related to soil engineering and vise versa. In addition, a GE is a practicing registration (specialty) for Registered Professional Engineers (PE) that affords the PE the authority to use the practicing title of Geotechnical Engineer. In that regard, a PE practicing in the field of soil engineering as a specialty engineering practice may still certify soil engineering work but cannot use the practicing title of Geotechnical Engineer. Is the City of Anaheim implying in the minimum requirements that it accepts the certification of soil engineering testing and practices as a replacement or substitute for the GE oversight and responsible charge? I’ve attached a FAQ document provided by the California Board of Professional Engineers Land Surveyors and Geologists should additional information be required.
