KNOLLWOOD CIRCLE SANITARY SEWER IMPROVEMENT

RECOMMENDATION:
That the City Council, by Motion:
1) By Motion, approve the Purchase and Sale Agreement with Los Altos I, L.P. for the purchase of real property at 1201 N. Magnolia Avenue, in the amount of $372,100, for a Sanitary Sewer Utility Easement and a Temporary Construction Easement and the Purchase and Sale Agreement with Community SeniorServ, Inc., for the purchase of real property at 1200 N. Knollwood Circle, in the amount of $205,000, for a Sanitary Sewer Utility Easement and a Temporary Construction Easement for the Knollwood Circle Sanitary Sewer Improvement Project (Project); 2) Authorize and direct the Mayor and City Clerk to execute the Agreements; authorize the acquisition payments of $372,100 to Los Altos I, L.P. and $205,000 to Community SeniorServ, Inc.; and
3) Authorize the Director of Public Works to accept City Deed Nos. 12775 and 12776 (APN 070-781-03, ACQ 2022-01394) located at 1201 N. Magnolia Avenue and City Deed Nos. 12773 and 12774 (APN 070-791-15, ACQ 2023-01494) located at 1200 N. Knollwood Circle conveying to the City of Anaheim certain real property interests granted in conjunction with the Project pursuant to Resolution No. 2021- 042, and authorize the City Clerk to attest and cause said Deeds to be recorded in the Office of the Orange County Recorder.
DISCUSSION:
The Department of Public Works is acquiring public sewer utility easements within the properties at 1201 N. Magnolia Avenue (Northgate Market) and 1200 N. Knollwood Circle (Meals on Wheels) for the Knollwood Circle Sanitary Sewer Improvement Project.
This Project will add a new sewer line to address the capacity and operational deficiencies in the area identified in the West Anaheim Master Plan of Sanitary Sewer. This sewer line Purchase and Sale Agreements for the Acquisition or Real Property located at 1201 N. Magnolia Avenue and 1200 N. Knollwood Circle for the Knollwood Circle Sanitary Sewer Improvement Project

will improve the overall performance, reduce maintenance costs, ensure capacity for future developments, and maintain the reliability of the sewer system in the area. After studying several alternative alignments for the sewer line, the alignment along Knollwood Circle and through the Meals on Wheels and Northgate Market properties before connecting to the OC Sanitation District sewer line in Magnolia Avenue was the only feasible route that provided an acceptable gravity flow line without the use of a pump requiring higher operation and maintenance costs.
Los Altos I, L.P. has agreed to the purchase price of the easements at 1201 N. Magnolia Avenue for $372,100 and Community SeniorServ, Inc. has agreed to the purchase price of the easements at 1200 N. Knollwood Circle for $205,000. The purchase prices are based on fair market value.
Upon approval of the Purchase and Sale Agreements, the Director of Public Works will accept City Deeds No. 12775 and 12776 (APN 070-781-03, ACQ 2022-01394) located at 1201 N. Magnolia Avenue and City Deeds No. 12773 and 12774 (APN 070-791-15, ACQ 2023-01494) located at 1200 N. IMPACT ON BUDGET:
Adequate funds are provided in the restricted Sewer Construction Fund as part of the Department of Public Works FY 2023/24 Budget.
