DISCUSSION:

On January 9, 2018, the City Council approved the Cooperative Agreement (Agreement) between the city of Anaheim and the city of Orange outlining the respective roles and responsibilities for the Anaheim Orangewood Avenue Bridge Widening Improvements and the city of Orange new water main.

The City of Anaheim proposes to improve and widen segments of Orangewood Avenue in two separate projects, pursuant to the city of Anaheim’s Platinum Triangle Implementation Plan (PTIP), Update #4 for Public Works Backbone Facilities, identified as Projects 3B, 3C and 3D and the Platinum Triangle Final Subsequent Environmental Impact Report No. 339:

Amendment No.1 to the Cooperative Agreement with the City of Orange for the Funding, Design, and Construction of the Orangewood Avenue Bridge Widening and the City of Orange Water Main March 19, 2024

 Orangewood Avenue Street Widening Project (Street Project) from State College Boulevard to the Santa Ana River – currently in construction is estimated to be completed in the Spring of 2024.
 Orangewood Avenue Bridge Widening Project (Bridge Project) from the Santa Ana River to the SR-57 Freeway – currently in design is estimated to start construction in the Spring of 2025.

The city of Anaheim is the lead agency for all phases of work (design, easement acquisition, permitting, and construction) for both the Street Widening and Bridge Widening Projects including installation of the city of Orange’s water main. The city of Orange is responsible for all costs associated with the design, construction, maintenance, and operation of their water main from State College Boulevard to Eckhoff Street. This segment of water main will close a loop for the city of Orange’s public water facilities thereby improving the overall service and reliability of their system.

At the request of the city of Orange, Amendment No. 1 (Amendment) allows the city of Orange to phase the new water main work. The Bridge Widening Project will accommodate the bidding for the water main construction into a base bid and alternative bids. The base bid item will be the water main segment within the Orangewood Avenue Bridge, one alternative bid item will be the water main segment within the Caltrans right of way, and the last alternative bid item will be the water main segment from the eastern limit of the Caltrans right of way to Eckhoff Street.

The city of Orange also requested to incorporate Bridge Preventative Maintenance Project (BPMP) repair work on the Orangewood Avenue Bridge. This new scope of work includes, but is not limited to, joint repair, methacrylate deck treatment, concrete spall repair, and asphalt resurfacing. The city of Anaheim and city of Orange shall each be responsible for 50% of the costs for this new scope of work.

Amendment No. 1 reflects the actual increased costs for the city of Orange’s water main as part of the Street Widening Project and the increased funding obligations for both the city of Orange at $5,878,860 and city of Anaheim at $14,157,000 based on the latest construction cost estimate for the Bridge Widening Project, water main, and BPMP work.

The city of Orange’s original funding obligation of $2,782,187 from the Agreement will be increased by $3,096,673 with this Amendment for a total funding obligation of $5,878,860.

IMPACT ON BUDGET:

The Department of Public Works FY 2023/24 revenue and expenditure budget will be increased by $3,096,673 to reflect the additional funding contributions from the city of Orange. Adequate funding for the Bridge Widening and BPMP work is available from the restricted Platinum Triangle Funds as part of the Department of Public Works FY 2023/24 Budget.

Amendment No.1 to the Cooperative Agreement with the City of Orange for the Funding, Design, and Construction of the Orangewood Avenue Bridge Widening and the City of Orange Water Main March 19, 2024
