DATE: MARCH 19, 2024
FROM: CONVENTION, SPORTS & ENTERTAINMENT DEPARTMENT
SUBJECT: AMENDMENTS TO AGREEMENTS BETWEEN THE CITY OF
ANAHEIM AND FOUR TEMPORARY EMPLOYMENT SERVICE
AGENCIES FOR THE PROVISION OF CONTRACT LABOR
SERVICES FOR THE CLEANER SET-UP WORKER POSITION
AT THE ANAHEIM CONVENTION CENTER
ATTACHMENT (Y/N): YES ITEM # 12
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, approve amendments to the temporary employment services Agreements between the city of Anaheim (City) and the following four temporary employment service agencies: Cloud Personnel LLC (first amendment); Health Advocates Network, Inc. (second amendment); Kimco Staffing Services, Inc. (first amendment); and S4 Global Solutions LLC dba Hospitality Services Group (first amendment) to increase the not-to-exceed amount from $125,000 to $275,000 per contract year for each agreement to provide contract labor services for the Cleaner Set- Up Worker position at the Anaheim Convention Center (ACC), on a non-exclusive basis, with no guarantee as to the number of times personnel will be requested or the number of hours that may be needed, to supplement the Convention Center’s existing labor force; and authorize the Executive Director of the Convention, Sports & Entertainment Department to execute the Amendments and any other related documents, and take any and all actions as are necessary to implement and administer the amended Agreements.
DISCUSSION:
On July 11, 2023, the City Council approved agreements with six temporary employment service agencies to provide contract labor services for the Cleaner Set-Up Worker position at the ACC, on a non-exclusive basis, with no guarantee as to the number of times personnel will be requested or the number of hours that may be needed to supplement the Convention Center’s existing labor force, through June 30, 2026, which may be extended for one additional two-year term at the City’s sole option, with each agreement including a not-to-exceed amount of $125,000 per contract year. The six agencies that were approved are:
Amendments to Agreements with Four Temporary Employment Service Agencies for the Provision of Contract Labor Services for the Cleaner Set-Up Worker Position at the Anaheim Convention Center March 19, 2024
Culinary Staffing of America, Inc.
Cloud Personnel LLC
Gary D. Nelson Associates, Inc.
Health Advocates Network, Inc.
Kimco Staffing Services, Inc.
S4 Global Solutions LLC dba Hospitality Services Group The ACC has seen an increase in demand for labor services due to a rise in event activity, exhibitors, attendees, and guests returning to in-person events hosted at the ACC, such as Natural Products Expo West, NAMM, and BlizzCon.
Currently, four out of the six temporary employment service agencies; Cloud Personnel, LLC; Health Advocates Network, Inc.; Kimko Staffing Services, Inc.; and S4 Global Solutions, LLC dba Hospitality Services Group, have demonstrated success in providing personnel when needed, and have already reached the not-to-exceed limit for the first contract year. Therefore, staff is requesting to increase the not-to exceed amounts included in the Agreements for these four temporary service agencies from $125,000 to $275,000 each.
Staff has been and continues to seek to increase the permanent part-time labor force to support event activity through a variety of ways including advertising open positions on the ACC electronic marquee, online job posting boards, participating in workforce development programs, in-person job fairs, networking and community outreach.
The ability to obtain additional labor assistance, if and when needed, to supplement ACC staff will prevent and avoid interruptions to the services that are requested by and rendered to events hosted by the ACC. The Agencies are aware that the ACC makes no guarantee as to the number of times personnel will be requested or the number of hours that may be needed.
IMPACT ON BUDGET:
Sufficient funds are included in the Convention, Sports & Entertainment Department’s Fiscal Year 2023/24 Enterprise Fund budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations
Respectfully submitted,
Thomas Morton
