CITY COUNCIL AGENDA REPORT
City of Anaheim
HOUSING & COMMUNITY DEVELOPMENT
DEPARTMENT
DATE: MARCH 26, 2024
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: PROFESSIONAL SERVICES AGREEMENT WITH MOSAIC
COMMUNITY PLANNING FOR THE FISCAL YEAR 2025 – 2029
CONSOLIDATED PLAN
ATTACHMENT (Y/N): YES ITEM # 11
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, approve a Professional Services Agreement by and between the City of Anaheim and Mosaic Community Planning LLC, in an amount not-to- exceed $68,850, to prepare the Fiscal Year 2025-2029 Consolidated Plan for a term ending June 30, 2025; and authorize the Director of Housing and Community Development, or her designee, to execute and administer the Agreement.
DISCUSSION:
The City of Anaheim (City) receives funding from the U.S. Department of Housing and Urban Development (HUD) for four major programs: Community Development Block Grant (CDBG), HOME Investment Partnerships Programs (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) Program.
These programs are used to address unmet local needs in the areas of affordable housing, public facilities, infrastructure, economic development, and public services.
As a condition of continued funding, HUD requires the City to prepare a Consolidated Plan every five years. The Consolidated Plan identifies housing and community development needs, outlines strategies to address the identified needs, and sets forth the first-year implementation of the strategy in the form of the Annual Action Plan.
On August 30, 2023, staff solicited Requests for Proposals (RFP) for consultant services through PlanetBids, the City’s online professional services procurement portal. As part of outreach efforts to solicit proposals, staff reached out via phone and email to multiple consulting firms both local and out-of-state to notify them of the open opportunity. Seven consulting firms responded to the open solicitation: Baker Tilly, Chrysalis Research & Consulting LLC, Michael Baker International Inc., Mosaic Community Planning, LLC, National Council for Community Development Inc., W. Frank Newton Inc., and Willdan Engineering.
Professional Services Agreement with Mosaic Community Planning, LLC for the Fiscal Year 2025 – 2029 Consolidated Plan March 26, 2024
The responses were evaluated by staff on the City’s Housing and Community Development Grants Management team based on overall responsiveness to all criteria requested in the RFP. Based upon objective scoring and review, five firms were determined to have submitted strong proposals. To ensure that applicants have the capacity and expertise needed to complete this planning document, staff conducted interviews with the highest-scoring consultant teams, checked references, and evaluated work experience.
This additional assessment of capability narrowed the selection to two proposals.
Based on a thorough and detailed review of the proposals in accordance with the evaluation criteria set forth in the RFP, performance during interviews, and in light of the anticipated need for certain consultant services for the preparation of the Fiscal Year 2025- 2029 Consolidated Plan, staff recommends that the City enter into a Professional Services Agreement with Mosaic Community Planning in an amount not-to-exceed $68,850 for a one-year term.
IMPACT ON BUDGET:
Preparation of the Consolidated Plan is an eligible expense under the Community Development Block Grant program. Funding for this agreement is available in the Department’s approved Fiscal Year 2023-2024 budget.
Respectfully submitted,
Grace Ruiz-Stepter
Housing & Community Development Director
