DATE: MARCH 26, 2024
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: ACCEPT AWARD OF FUNDS AND APPROVE CONTRACT FOR

THE PROVISION OF REGIONAL WORKFORCE TRAINING

SERVICES BETWEEN THE COUNTY OF ORANGE AND CITY

OF ANAHEIM
ATTACHMENT (Y/N): YES ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, accept an award of $572,947.10 from the County of Orange; approve Contract MA-012-24010195 by and between the County of Orange on behalf of OC Community Resources, Workforce & Economic Development Division and the City of Anaheim for the provision of Regional Workforce Training Services for a term ending October 31, 2025; authorize the Director of Housing and Community Development, or her designee, to execute and administer the Agreement and any future modifications on behalf of the City; and increase the Housing and Community Development Department’s FY 2023/24 budget by $572,947.

DISCUSSION:

The California Labor and Workforce Development Agency and the California Workforce Development Board created the Regional Equity and Recovery Partnerships (RERP) program. The RERP supports regional workforce planning and implementation of those plans with a focus on developing industry sector strategies and establishing career pathways into the selected industries.

The Orange Workforce Alliance (OWA), composed of the workforce boards for the City of Anaheim (City), City of Santa Ana, and County of Orange, was awarded $1,300,000 in RERP funding. The County of Orange serves as the administrative and fiscal entity for the OWA and is making a subaward of $572,947.10 to the City.

The City will use these funds to establish and facilitate implementation of regional workforce development goals and objectives; develop regional strategies, policies, and programs as part of regional planning and infrastructure development; convene and sponsor activities that promote employer engagement, especially those in in-demand industry sectors; and strengthen relationships with community colleges in furthering the development of talent pipelines and promising career pathways.
