CITY COUNCIL AGENDA REPORT
City of Anaheim

POLICE DEPARTMENT
DATE: MARCH 26, 2024
FROM: POLICE DEPARTMENT
SUBJECT: RATIFY AGREEMENT AND APPROVE AN AMENDMENT

WITH ANAHEIM UNION HIGH SCHOOL DISTRICT TO PLACE

POLICE SCHOOL RESOURCE OFFICERS AT JUNIOR HIGH

AND HIGH SCHOOLS
ATTACHMENT (Y/N): YES ITEM # 12
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion:

1. Ratify and approve the School Resource Officer agreement between the city of Anaheim and the Anaheim Union High School District to provide six (6) School Resource Officers at local high schools for a one-year term commencing on July 1, 2023 with up to five (5) automatic one-year renewals;

2. Approve an amendment with the Anaheim Union High School District to provide one (1) additional School Resource Officer;

3. Authorize the Chief of Police to execute and administer the agreement and amendment on behalf of the city; and

4. Increase the Anaheim Police Department’s Fiscal Year (FY) 2023/24 General Fund Expense Budget by $34,375.

DISCUSSION:

In June 2023, City Council, as part of the FY 2023/24 budget adoption process, authorized the placement of six full-time sworn police officers to be committed to full- time duties as School Resource Officers (SRO) in Anaheim Union High School District (AUHSD) schools. The Anaheim Police Department (APD) and AUHSD will each pay 50% of the costs of SROs. An agreement with AUHSD for the six SRO positions was accordingly executed based on City Council’s direction and approval of the expenditure.

However, because the City Council did not expressly authorize the Police Chief to execute the agreement, ratification and approval of the agreement is technically required for its execution.

Furthermore, APD and AUHSD have determined that there is a need for one (1) additional SRO to respond to police-related issues unique to school campuses. The new SRO will work at Sycamore Junior High School and handle crimes that occur on campus, and be utilized for crisis intervention, counseling, and mentoring of students.

Ratify Agreement and Approve Addendum with Anaheim Union High School District to Place Police School Resource Officers at Junior High and High Schools

The SRO will not be responsible for discipline of students or enforcement of school rules and regulations.

AUHSD’s budget impact for Fiscal Year 2023/24 is $23,960. AUHSD will reimburse APD for 50% of the total annual cost for the additional SRO. The fiscal year 2023/24 budget impact for the City of Anaheim is $34,375; this includes estimated labor costs that fall outside the school year and are not eligible for reimbursement. When school is not in session, the officer will be assigned to the Community Policing Team. APD is requesting one (1) frozen police officer position to be restored upon execution of the addendum, and to increase the department’s Fiscal Year 2023/24 General Fund Expense Budget by $34,375.

IMPACT ON BUDGET:

The Police Department’s FY 2023/24 General Fund Expense Budget will be increased by $34,375. The annual cost is approximately $165,000 which would be offset in part by revenue from the school district.

Respectfully submitted,
Rick P. Armendariz
Chief of Police
