CITY COUNCIL AGENDA REPORT
City of Anaheim

PLANNING AND BUILDING DEPARTMENT
DATE: MARCH 26, 2024
FROM: PLANNING & BUILDING DEPARTMENT
SUBJECT: GENERAL PLAN ANNUAL PROGRESS REPORT FOR THE 2023

CALENDAR YEAR
ATTACHMENT (Y/N): YES ITEM # 05
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, review the 2023 General Plan Annual Progress Report (GP-APR) and, by Motion, direct the Planning and Building Director to submit the report to the California Department of Housing and Community Development (HCD) and the Governor’s Office of Planning and Research (OPR).

DISCUSSION:

Under California law, each city and county must adopt a comprehensive, long-term General Plan with seven mandated elements. The city of Anaheim’s General Plan was originally adopted in 1963, with a comprehensive update last completed in May 2004.

Anaheim’s General Plan includes all of the State-required elements, in addition to four optional elements: Public Services and Facilities Element, Growth Management Element, Economic Development Element, and the Community Design Element. In order to comply with recent State law, the city is also updating the General Plan to include an Environmental Justice Element, which is available for public review and will be presented to the City Council at a later date in 2024.

Government Code Section 65400 mandates that all cities and counties submit an annual report on the status of the General Plan and progress in its implementation to their legislative bodies for review. The General Plan Annual Progress Report (GP-APR) is intended as a tool for informing local legislative bodies of the jurisdiction’s effectiveness in implementing its General Plan. The GP-APR must be presented to the City Council during a regular meeting and is required to be sent to the Governor’s Office and Planning and Research (OPR) and the State’s Housing and Community Development Department (HCD). This reporting gives OPR the opportunity to identify statewide trends in land use decision-making and track how local planning and development activities relate to statewide planning goals and policies.
