CITY COUNCIL AGENDA REPORT
City of Anaheim
COMMUNITY SERVICES DEPARTMENT
DATE: APRIL 2, 2024
FROM: COMMUNITY SERVICES DEPARTMENT
SUBJECT: AGREEMENT BETWEEN THE CITY OF ANAHEIM AND ORANGE
UNIFIED SCHOOL DISTRICT FOR USE OF THE CANYON HIGH
SCHOOL POOL
ATTACHMENT (Y/N): YES ITEM # 06
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, approve the Agreement between the City of Anaheim and Orange Unified School District for use of the Canyon High School pool for swim instruction for a term of five years.
DISCUSSION:
In 1977, the City of Anaheim and the Orange Unified School District (District) entered into a Cooperative Agreement for the design, construction, maintenance, and operation of a new swimming pool at Canyon High School which provided priority use by the City during after- school hours and during the summer. The original term of the Agreement was for twenty (20) years with an option for the City to renew for an additional twenty (20) years. The agreement was renewed for the additional twenty (20) years on May 13, 1997 and expired on May 3, 2017. The City continued to work with the District to use the facility to provide an aquatics program designed to meet the needs of the community and staff have recently worked on a new agreement that will allow the program to continue for the next five years.
In 2011, the City of Anaheim transitioned its in-house aquatics program to a partnership with the Anaheim Family YMCA (YMCA) to enhance services and better meet the growing needs of the residents of Anaheim. The YMCA swim program provides youth with the opportunity to learn how to swim, learn water safety, and gain lifelong confidence in the water. Trained YMCA staff teach essential swimming and water safety skills to youth ages infant to 17 years in a fun and positive environment.
This agreement provides the same priority use by the City during after-school hours and during the summer. The City will also reimburse the District for custodial related fees during the City’s use of the swimming pool. Custodial fees are charged at a rate of $40 per hour, per the District’s user group fee structure for non-school use, and annually can range from $1,400 to $1,800 based on use and swim program schedule. Custodial fees are passed on to YMCA for payment as part of the city’s contractual agreement with YMCA to provide swim programming.
