HOUSING AUTHORITY AGENDA REPORT
City of Anaheim

HOUSING & COMMUNITY DEVELOPMENT

DEPARTMENT
DATE: APRIL 2, 2024
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: APPROVE THE ANAHEIM HOUSING AUTHORITY’S FY 2024- 2025 ADMINISTRATIVE PLAN
ATTACHMENT (Y/N): YES ITEM # 02
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the Governing Board of the Anaheim Housing Authority, by Motion, approve the revisions to the Section 8 Housing Choice Voucher Administrative Plan for Fiscal Year 2024-2025.

DISCUSSION:

The Anaheim Housing Authority (Authority) is required by the U.S. Department of Housing and Urban Development (HUD) to maintain an Administrative Plan (Plan) that details the Authority’s policies for the purpose of implementing the Section 8 Housing Choice Voucher (HCV) program. The Plan must comply with federal regulations and be approved by the Housing Authority Governing Board.

The Plan is typically updated annually or more frequently when there is a significant change to program policies.

The Plan is now being revised to incorporate changes to discrimination-related complaint resolution. These changes outline the specific steps that AHA will take to address and resolve complaints under different circumstances, ensuring a transparent and efficient process for all involved.

The Authority is also proposing policy changes to formalize AHA's procedure for addressing reasonable accommodations denial reviews, add protections under the Violence Against Women Act when families on the waiting list break up, and outline procedures for conducting remote briefings that ensure accessibility protections for all.

Additionally, the proposed changes also remove the Earned Income Disallowance provision, which was eliminated by the federal Housing Opportunity Through Modernization Act Final Rule, and COVID-era waivers that have all expired and are no longer available for use.

Approve the Anaheim Housing Authority’s FY 2024-2025 Administrative Plan April 2, 2024

Lastly, the Authority proposes decreasing the look-back and consideration period for certain crimes that would impact eligibility for the program. The proposed changes are intended to further housing stability and make the AHA’s programs more accessible by removing barriers for those who are homeless or at-risk of homelessness.

The details of these proposed policy changes are included herein in Attachment 1.

The proposed policy changes were reviewed and approved by the Housing & Community Development Commission on March 20, 2024.

IMPACT ON BUDGET:

There is no budgetary impact to the Housing & Community Development Department’s budget. The HCV program is entirely funded by federal funds provided by HUD. In the event that program funds are reduced or eliminated, necessary cost savings would be achieved by reducing the number of households assisted by the HCV program.

Reductions would be achieved through regular program attrition and/or, if needed, termination of assistance as outlined in the AHA Plan.

Respectfully submitted,
Grace Ruiz-Stepter
Executive Director of Anaheim Housing Authority
