CITY COUNCIL AGENDA REPORT
City of Anaheim
CITY MANAGER’S OFFICE
DATE: APRIL 2, 2024
FROM: CITY MANAGER’S OFFICE
SUBJECT: STRATEGIC PLAN ANAHEIM 2024-2034
ATTACHMENT (Y/N): YES ITEM # 12
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, review the draft Strategic Plan Anaheim 2024-2034 and provide staff with direction as necessary.

DISCUSSION:

At the City Council meeting of December 6, 2022, Council Member Natalie Meeks requested to agendize a discussion on creating a vision document and strategic plan for the city of Anaheim. On March 7, 2023, City Council formally approved the commencement of a vision and strategic plan and authorized staff to enter into an agreement with a consultant to support this effort. The city contracted with Baker Tilly to assist with the creation of Strategic Plan Anaheim 2024-2034 (Strategic Plan) along with Kearns and West to support the outreach and community engagement component.

The Strategic Pan has been developed utilizing feedback from the Anaheim community including City Council, city employees, residents, and businesses. The city gathered input from a variety of stakeholders such as the following:
 Input from City Council. Baker Tilly conducted individual interviews with each member of the City Council in July 2023.
 Input from department heads. Baker Tilly conducted a focus group with the department heads on August 2, 2023. In addition, each department head responded to an electronic questionnaire about their department’s workloads and workplans.  Mid-manager workshop. Anaheim mid-manager level staff participated in a workshop on September 27, 2023.
 Employee survey. Anaheim staff throughout the organization were invited to complete an online survey in September 2023. Approximately 380 employees completed the survey.
 Champions workshop. The City department heads participated in a workshop on November 8, 2023 to review the initial draft of the strategic plan’s goals, goal statements, and strategies. Additionally, during a department head Strategic Plan Anaheim 2024-2034

meeting on December 2023, the draft vision and mission statements and the values and behaviors were refined.
 Community survey and outreach. Baker Tilly provided an online community survey in English and Spanish to gain input from community members at large.

The community survey was open from September through mid-January 2024.

Approximately 770 community members completed the survey. Additionally, the city hired the independent public relations firm Kearns and West to conduct eight in-person outreach pop-up events to engage with the community. Over 720 community members engaged in these pop-up events.

On February 10, 2024, a public workshop was held for the City Council at the Anaheim Convention Center. The workshop provided an opportunity for the community and the City Council to learn about the input received over the course of the community engagement process, to review goals, establish strategic priorities, and to select vision and mission statements.

The Strategic Plan has six multiyear goals. Each goal has an associated set of strategies for success over the life of the Strategic Plan:
 Goal A: Maintain Fiscal Responsibility
 Goal B: Enhance Livability
 Goal C: Invest in Infrastructure and Amenities
 Goal D: Foster a High-Performing Organization
 Goal E: Support Public Safety
 Goal F: Promote Economic Development and Tourism
Each strategy listed in the Strategic Plan was given a timeframe based on City Council’s priorities which were selected during the February 10th, 2024 workshop. The timeframes consist of the following categories: 1-2 years , 3-5 years, and 5-10 years. Moving forward, staff will manage the established priorities by periodically reviewing the progress of each strategy and providing updates.

New initiatives could be added to the strategic plan at a later date, but usually that would only happen if there is an emergency or crisis that needs to be addressed, if new outside funding becomes available, or if there are changes in laws or mandates that need to be addressed.

Once adopted, the Strategic Plan will serve as a policy document that will reflect the project and policy priorities of the City Council over the next several years. In order to track our progress, City staff will adopt a work plan to provide the City Council with periodic progress reports on the specific goals and strategies within the Strategic Plan.

IMPACT ON BUDGET:

The Strategic Plan covers a span of 10 years and prioritizes certain strategies/projects throughout this duration with varying budget implications. As specific initiatives are considered, the items will be brought before the Council for approval and the budget impact will be addressed at that time. There is no budgetary impact associated with reviewing the draft plan.
