The Police Department Communications personnel reviewed proposals from all three H- GAC suppliers of custom-made communications consoles. Proposal evaluation criteria included design review, material, equipment space usability, ease of use, appearance, and price. After a thorough examination of the proposals, it was determined that Russ Bassett Corp’s proposal provides the best value for the Department’s 911 console specifications. CPUs, and several other pieces of equipment specific to the needs of a Public Safety Answering Point that is also in charge of dispatching law enforcement units to critical incidents. The design and material used in the manufacturing of the consoles has proven to be high quality and long lasting.
The Police Communications Center dispatch consoles were installed in 2009 and have reached their end of life. The components for the consoles such as the sit/stand risers, environmental controls, task lighting, and desks are no longer supported. When these components fail, replacements are not available, and it creates unusable positions for 24x7 critical public safety operations.
As the replacement of workstations or consoles in a Public Safety Answering Point have unique needs that are not able to be met by normal office furniture configurations, Communications Personnel, utilizing Contract No. EC07-23 between the Houston- Galveston Area Council and Russ Bassett Corp., specific to 911 Equipment and Emergency Notification Software and Services, solicited proposals from three vendors for new consoles based upon the H-GAC contract.
The 20% contingency is recommended to cover any adjustments in price that may occur during the installation of the consoles due to unforeseen issues and/or identification of minor additional requirements.
IMPACT ON BUDGET:
Sufficient funds are available in the Police Department’s Fiscal Year 2023/24 budget.
Respectfully submitted, Concurred by,
Jered Rakosky Rick P. Armendariz Purchasing Agent Chief of Police
