Re: Support of the DisneylandForward Project
Dear Honorable Mayor Aitken and City Councilmembers:
I am writing in support of the DisneylandForward project, a multiyear public planning effort to bring new immersive experiences to the Disneyland Resort. DisneylandForward will create thousands of new job opportunities and allow Disney to continue meaningful investments in Anaheim for decades to come.
As Disneyland expands, it is important that investments are also made in the greater Orange County area. I am encouraged by Disney’s commitment of $30 million towards affordable housing development. These funds are especially important, as they open the door for state and federal grant matching opportunities. Furthermore, DisneylandForward seeks to continue Disney’s investment in the community through infrastructure, street and park improvements, and career development programs.
DisneylandForward has the potential to improve the quality of life for California residents, as the tourism generated by Disneyland benefits our economy. I encourage the city and Disney to work closely together to ensure their mutual goals are achieved, and I look forward to seeing the positive outcomes in the region as Disneyland grows.
Sincerely,

The Honorable Mayor Aitken and City Councilmembers:
I am writing to express my support for the Disneyland Forward Project. Disney’s continual investment in the Disneyland Resort has resulted in an economic engine, a destination location, a driver of tourism, and a manufacturer of jobs, tax revenue, and family fun.
Since its inception in 1955, Disneyland has continued to reinvent itself, bringing beloved stories to life, all while increasing jobs to the local community and revenue to the city of Anaheim (“City”), County of Orange, and state of California. With more than 34,000 cast members, Disneyland is the largest private employer in the County and single-handedly makes up more than 10% of the entire state’s tourism-related employment and spending.
The development agreement you are considering would provide benefits to the City and its residents that are unprecedented. Disney has committed to providing the City with more than $100 million dollars in infrastructure improvements, parks, and street improvements. Disney has also broken the mold by becoming the first non-home developer in Anaheim history to include an affordable housing contribution as part of the development agreement with a guarantee of $30 million within the first five years of project approval.
Disney has also committed to making a $1.9 billion investment in theme park and lodging experiences at the Resort within ten years after project approval. That means thousands of jobs and millions of dollars in tax revenue, which benefits the region I represent.
Beyond the jobs and tax revenue, Disneyland Resort has shown its dedication to its cast members through educational and professional development programs. A current example of this support for its cast members is its Disney Aspire program. It allows eligible full-time and regular parttime hourly cast members to continue their education with 100 percent of their tuition paid upfront at approved institutions, including California State University, Fullerton. The Disney Aspire program also provides reimbursement for books and fees.
The Disneyland Resort Workforce Development Initiative has reached over 10,000 Anaheim students and residents and has supported more than a dozen non-profit organizations in Anaheim, granting more than $5 million to prepare and develop the people who constitute Orange County’s 2 valued workforce. The majority of all future development will include a local hire program and a veteran hiring component.
Disneyland Resort has spent several years reaching out to the local residents throughout the City and providing information about DisneylandForward, soliciting input, and incorporating much of that input into the project details.
DisneylandForward is good not only for the state and national economy, the local workforce, and the tourism industry but also for the City of Anaheim and its neighboring communities. Thank you for your public service and careful analysis of this important project. We strongly encourage you to approve it.
Sincerely,

Honorable Mayor Aitken and City Councilmembers:
The California Chamber of Commerce (CalChamber) is California's largest broad-based business advocacy group with a robust reputation for supporting investment that stimulates California growth and job creation.
Simply put, when California business succeeds, CalChamber believes we all succeed.
DisneylandForward, the Disneyland Resort project, is a case study for successful and responsible investment that we believe will have a profoundly positive and lasting effect on Anaheim, Orange County tourism, and the entire California economy.
We believe this project is crucial because Disneyland Resort is a major tourism center and a vital anchor in California’s tourism programming. With tourism representing such a large portion of the entire state’s economic output, it’s critical that we encourage anchors like the Disneyland Resort to constantly reinvest to ensure the region will continue to attract visitors for decades to come.
New attractions and venues unlocked by DisneylandForward would be privately funded and would stimulate economic growth and job creation well beyond the Disneyland Resort itself. We can expect this investment would add thousands of jobs to the local economy, send millions in additional tax revenue to local municipalities, and ensure that an important tourist destination will remain a sought-after vacation spot.
In short, if we wish California to remain a leading national and international destination, we need thoughtfully considered projects like DisneylandForward.

Honorable Mayor Aitken and City Councilmembers:
As the voice of the statewide restaurant community, the California Restaurant Association (CRA) stands strongly behind the DisneylandForward Project.
While we are a statewide trade association for the restaurant community, it likely will come as no surprise to you that we are proud to represent a very robust community of restaurants throughout Orange County and in Anaheim specifically.
Thriving restaurant communities benefit the overall economy as every additional dollar spent in a California restaurant contributes more than $2 to the state’s economy. We know that such a “multiplier” effect on the long-term economy and local jobs would result from the community investments envisioned by the DisneylandForward Project.
As proposed, DisneylandForward would enable the development of new rides, attractions, shops, stores, and restaurants. Restaurants mean jobs.
More than half of all Americans have worked in food service at one point or another.
California’s restaurants generated nearly $100 billion in estimated sales in 2018 and more than one in ten Californians currently work in restaurants and food service jobs. This economic engine means significant tax revenue for local municipalities like Anaheim.
We recognize that a project like DisneylandForward, which enables the investment of billions in Anaheim, must be studied and analyzed to consider all the impacts as well as the benefits. The good news is that the analysis in the Draft Subsequent Environmental Impact Report shows that through proper mitigation, DisneylandForward can move forward and provide the benefits of entertainment, jobs, economic growth and serve as a boon to the city and its residents while still minimizing project impacts.
It is for these and other reasons that we respectfully request you certify the Environmental Impact Report and approve DisneylandForward.

Re: DisneylandForward
Dear Honorable Mayor Aitken and City Councilmembers:
I am writing in support of the DisneylandForward project. I appreciate the more than $100 million towards infrastructure, parks, and street improvements, and look forward to seeing the positive impact it will have on the entire region.
Having affordable housing in and around the Disney resort area is essential in enabling Disney’s employees to live close to their place of employment. Disney’s commitment to investing $30 million in affordable housing seed money is a step in that direction. In addition to affordable housing, I urge both Disneyland and the city to consider the need to produce significant amounts of nearby and public transitadjacent housing to meet the inevitable demand.
Anaheim is not the only area impacted by the tourism generated by Disneyland and the planned expansion. The resort area includes nearby cities such as Garden Grove. For this reason, it is imperative to extend the investment and the benefits laid out in the DisneylandForward program throughout the resort district. I am hoping that Disney will consider extending its infrastructure and affordable housing plans to include Garden Grove.
I believe DisneylandForward has the potential to improve the quality of life for the residents in our community. I encourage the city and Disney to work closely together to ensure that the mutual goals are achieved.

On behalf of The California Retailers Association, a prominent advocate for the retail industry in California's public policy arena, it is my privilege to share our association's support for DisneylandForward. We believe this is a transformative project for the region and hope to see it swiftly approved.
Indisputably, retail plays a critical role in California's economic prosperity and employment landscape and is responsible for over a quarter of all California jobs and hundreds of billions in economic output. But we also know, through experience, policy, and study, that it is an economic engine that demands constant investment and reinvestment.
DisneylandForward is precisely the type of unique multi-billion-dollar, long-term private investment that will invigorate the region, playing a dynamic role in the health of retail throughout California, particularly in Orange County, for decades to come.
The far-reaching impact of DisneylandForward will extend well beyond the bounds of The Disneyland Resort, promising to attract countless tax-paying visitors to Anaheim and the surrounding areas. In doing so, DisneylandForward would create a wealth of new retail opportunities. This newfound economic activity will not only bolster retail employment, which is still recovering from COVID-19 but will also benefit many of the retail sectors represented by the California Retailers Association, including restaurateurs, grocery stores, chain drug stores, and general and convenience merchandisers.
In short, DisneylandForward is a rare opportunity for local and regional retailers. It is a strategic investment that garners the full endorsement of The California Retailers Association.
Thank you for considering our perspective on this vital matter. We remain steadfast in our commitment to championing initiatives that foster retail growth and prosperity in California and believe that DisneylandForward will play a critical role in that future.

Dear Honorable Mayor and City Council:
On behalf of the Children’s Hospital of Orange County (CHOC), we write to express our full support of DisneylandForward.
The relationship between CHOC and the Disneyland Resort is deeply rooted in a shared commitment to the well-being of our community. From Walt Disney’s early support in building CHOC to the ongoing generosity and fundraising efforts led by the Disneyland Resort, our collaboration has flourished over the years to benefit the children and families in Orange County.
The Disneyland Resort’s partnership with CHOC has been unprecedented. DisneylandForward presents an exciting opportunity for Disney to continue its support for CHOC and our broader community. As the largest corporate donor to CHOC over the past 25 years, the Disneyland Resort has played an instrumental role in our ability to provide exceptional care to children and families in need. Initiatives like the annual CHOC Walk in the Park, which raised over $2.1 million last year, and the countless hours volunteered by Disneyland Resort voluntEARS, are a testament to Disney’s ongoing commitment to providing access for children's healthcare needs.
The transformative impact of Disney extends beyond financial contributions. The Disney Children’s Hospital Initiative has enhanced the patient experience at CHOC. Through interactive artwork, Disneythemed gowns, care packages, and toy deliveries, Disney has brought comfort and joy to children facing hospital stays. The initiative also includes Disney Institute Training, providing hospital staff with tools to make an inpatient stay more positive.
At CHOC, we are committed to providing exceptional care, comfort, and support to children and families in need. With more than 250,000 children cared for annually, we make a meaningful difference in the lives of our patients. Disneyland Resort is one of our most valued partners in helping us deliver on our mission and vision. With DisneylandForward, we see an opportunity for Disney to continue its legacy of giving back to our community.
By approving DisneylandForward, the Anaheim City Council will not only reaffirm its commitment to the well-being of our community, but also pave the way for continued collaboration and progress for generations to come.

Subject: Disney’s $30 Million Affordable Housing Fund
Dear Honorable Mayor and City Council:
My name is Jimar Wilson, and I am writing to you on behalf of Enterprise Community Partners (Enterprise), where I serve as Vice President and Southern California Market Leader. Today, I am submitting this letter to support Disney’s commitment of $30 million for the creation of affordable housing in Anaheim.
Enterprise is a national nonprofit that develops technical and capacity building programs, advocates for policies, and delivers the capital to create and preserve affordable housing for low-income families. For 40 years, Enterprise has worked across California to invest $8.5 billion through LowIncome Housing Tax Credits, grants, and loans to provide residents with high-quality affordable homes and strengthening community-based resources.
Communities across the state continue to face dire shortages of quality, affordable homes. Tens of thousands of affordable housing units are trapped in the development pipeline in California because of a lack of funding, denying a half million households access to quality homes over the lifetime of these buildings. While the state and cities struggle with budgetary challenges and as the federal government pursues new funding, private capital is critically important to unlock the potential to build stronger communities and thriving futures for Californians.
As the largest corporate contribution for affordable housing in the city’s history, Disney’s $30 million investment could potentially lead to 400 new apartment homes for local families alone, and it is our greatest hope that it will inspire other companies to follow their lead.
Enterprise strongly supports Disney’s commitment to provide crucial seed capital to move affordable home development forward in Anaheim.
Best Regards,
Jimar Wilson

DearPlanning Commissioners,
Iamwriting asavery concerned Anaheim resident. Itappears thecityisnottaking theHousing Element Update seriously asthatplanhasyettobeapproved byHousing andCommunity Development CA (HCD). In fact, Iseenoreply totheJune28, 2023Comment Letter.
Yourwebsite says “OnJune28, 2023, HCDissued acomment letter based ontheCity'sApril 2023Draft Housing Element (available below). Ifeelthisgroup, citystaff, NIMBY’s, Corporate interests andCouncil members alongwithothers are working against anysignificant commitments toourRHNA numbers forincome categories atlowandverylow levels. Whyarecitizens having todotheprimary oversight work topushtokeepthisworkontrack? Your staff reports anddocumentation areunreasonable inlength andclarity fortheaverage person.
Earlyonthecitygathered, asmandated, aHousing Element Update Committee (HEUC). There wereseveral meetings. Yourwebsite references: “ Once thefinaldraftofthe2021-2029Housing Element iscompleted, it willbereviewed bytheHEUC, followed bythePlanning Commission’ sreview andrecommendation tothe CityCouncil. Once adopted, staffwillsubmit theFinalDocument toHCDforitsreview andcertification.” There hasbeennomeeting ofthatgroup since 2021. Itappears theHEUC isnolonger viable asyourwebsite describes allinthepasttense? “Meetings – TheCity established aHousing Element Update Committee, which wascomprised ofavariety ofstakeholder groups andAnaheim residents. Thepurpose ofHEUC wasto:” We obviously needagroup toexamine yourworkandcurrent pacemore closely! Sowhatareyoudoing toshow anysupport tocreating opportunities foraffordable housing builds? Incentives? RE: Hartzog Road Attainable Housing Community
Planned Development (PD) Zoning Application
Dear Jason:
On behalf of the property owners, Walt Disney Imagineering is pleased to submit this application package to request the designation of Planned Development (PD) zoning district on the property to be developed as the “Hartzog Road Attainable Housing Community PD.”
The property consists of four (4) parcels totaling approximately 114.23 acres south of Hartzog Road, west of Hartzog Road and east of CR 545 (Avalon Road); and generally located in the southeast quadrant of the intersection of CR 545 and Hartzog Road.
A concurrent Future Land Use Map Amendment application has been submitted to request assignment of the Village future land use category to the property, and to expand the boundary of Horizon West Village H to include the project. As part of the Village Future Land Use request, the property owners are also requesting that the property be given the Horizon West “Apartment” land use district.
The Hartzog Road Attainable Housing Community PD will provide significant relief to the affordable housing demand in West Orange County, and specifically, the Horizon West Special Planning Area. The community will consist of up to 1,450 multifamily apartments providing homes and amenities for individuals and families with incomes in the range of 50% - 100% of the Area Median Income (AMI).

Therearemanyconcerns IhavewiththeDisneyland forwardproject. OneofthemajoronesI haveishousing inthecityofAnaheim. Withawholeadditional themeparkeventually coming, rentpricesareboundtocontinueskyrocketing, makingitextremely difficultnotonly forAnaheim residents tohaveaffordable placestolive, butforDisneyland castmembers to find anearbyplacetolivewheretheywork. In2015, priortoBobChapeks cutstocommunity programs, theWaltDisney Company contributed funding toanaffordable housing unit.
WouldtheDisneyCompany bewillingtoreachanagreement withthecitytofundadditional affordable housing unitsbythecompletion dateoftheDisneyland forward project? Lastly, largecorporations havebeenattempting tomaximize profitsbyconsistently layingoff staff. Thisincludes manyoftheamazing castmembers andimagineers whomakethe Disneyland Resortnotorious foritstopnotchhospitality andguestservices. maintenance acrosstheresorthasbeenlacking. Effects thatmadegroundbreaking experiences likeRiseor theResistance andRunawayRailway havebeenbrokenanunattended toformonths. The company’sinactiontofixwhatisbrokenandleaveeverything initswellknown “Bmode”.
WilltheWaltDisneycompany answerthis, outofallofthenewjobsDisneyland Forward is supposed tocreate, woulditbringitbeyondpre-pandemic staffinglevels, andhowmuchare theywillingtoputintohiringmoremaintenance workers?
Thankyouforyourtimeandconsideration,

RE: DisneylandForward DraftSubsequent Environmental Impact Report DearMs. Thienprasiddhi:
I’mwriting toexpress mysupport forDisneylandForward andtoencourage Anaheim’sPlanning Commission andCityCouncil tocertifytheDraft Subsequent Environmental Impact Report (DSEIR) andapprove the DisneylandForward Project.
Disneyland hasbeenanintegral partofAnaheim fornearlyseven decades, significantly contributing tothecity'seconomic well-being. The DisneylandForward project willenable Disney tofurtherinvestinAnaheim, leading tothegeneration ofthousands ofjobsforlocalresidents anda substantial increase inannual taxrevenue forthecity. These additional funds canbeallocated tovitalservices suchaslibraries, fireandpolice departments, parks, andneighborhood roadimprovements. Additionally, it's worthnoting thatDisney proposes todevelop DisneylandForward exclusively onitsexisting properties.
Forthesereasons, Ifullyendorse thecertification oftheEnvironmental Impact Report (EIR) andtheapproval oftheDisneylandForward Project.

RE: DisneylandForward DraftSubsequent Environmental Impact Report DearMs. Thienprasiddhi:
I’mwriting toexpress mysupport forDisneylandForward andtoencourage Anaheim’sPlanning Commission andCityCouncil tocertifytheDraft Subsequent Environmental Impact Report (DSEIR) andapprove the DisneylandForward Project.
Disneyland hasbeenanintegral partofAnaheim fornearlyseven decades, significantly contributing tothecity'seconomic well-being. The DisneylandForward project willenable Disney tofurtherinvestinAnaheim, leading tothegeneration ofthousands ofjobsforlocalresidents anda substantial increase inannual taxrevenue forthecity. These additional funds canbeallocated tovitalservices suchaslibraries, fireandpolice departments, parks, andneighborhood roadimprovements. Additionally, it's worthnoting thatDisney proposes todevelop DisneylandForward exclusively onitsexisting properties.
Forthesereasons, Ifullyendorse thecertification oftheEnvironmental Impact Report (EIR) andtheapproval oftheDisneylandForward Project.
Sincerely,
1 NeelVasireddy

Honorable MayorAitkenandCityCouncilmembers:
I’mwritingtoexpress mysupportforDisneylandForward andto encourage Anaheim’sCityCounciltocertify theDraftSubsequent Environmental ImpactReport (DSEIR) andapprove the
DisneylandForward Project.
DisneylandForward willpavethewayforDisney tomeaningfully invest fordecades, andtocreatethousands ofjobsforlocalresidents and infusetheCity’sgeneral fundwithmillions inadditional taxrevenue everyyear. WithDisneylandForward, Disney isproposing tobuildonly onlandalready ownedorcontrolled byDisney. Disney isnotasking fortaxpayer subsidies oraskingtoaddanyadditional themepark square footage orhotelroomsbeyond whattheCityalready has approved. Basedonmyreview, Disneyisjustaskingtospread the 1 previously approved square footage andhotelrooms aroundDisney properties inawaythatmakes sensefortoday’smarketdemand.
TheDraftSEIRreviews thekeycomponents undertheCalifornia Environmental QualityAct (CEQA), including traffic, noise, aesthetics lighting), airqualityandcumulative impacts among others. Afteran exhaustive studybythird-partyindependent experts, itisclearthat aftermanyyearsofplanning, reviewandanalysis, itistimetocertify theEIRandapprove theDisneylandForward Project.
Sincerely,
Angelica Farias
