CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF PUBLIC WORKS
DATE: APRIL 16, 2024
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: FINAL MAP AND SUBDIVISION AGREEMENT OF TRACT NO. 19237
ATTACHMENT (Y/N): YES ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, approve the Final Map and Subdivision Agreement of Tract No. 19237 with KB Home Coastal, Inc., for a proposed 83-unit multi-family residential development with recreational open space and common areas, private drives, and common courts, located at 2420-2450 E. Lincoln Avenue.
DISCUSSION:
KB Home Coastal, Inc., a California Corporation is the owner and developer of the proposed residential development located at 2420-2450 E. Lincoln Avenue. The project site consists of two commercial buildings that have been demolished by the developer in preparation for this project.
The developer desires to establish a one-lot subdivision for condominium purposes to construct an 83-unit multi-family residential development project with recreational open space and common areas, private drives, and common courts via a final map, as required by the Subdivision Map Act. The Final Map number is 19237 and contains a gross area of 5.05 acres. The engineering for the development project is being provided by Rick Engineering Company of Irvine, California.
The Tentative Map No. 19237 was approved by the City Planning Commission on December 5, 2022 in conjunction with Development Project No. DEV2021-00180 and to allow for the construction of 83-unit multi-family residential development. The Final Map has been checked and found to be technically correct and substantially the same as it appeared on the Tentative Map as approved by the City Planning Commission.
The proposed residential development is intended to provide a quality living environment with private drives, passive and active open space areas, community garden, Dog Park, and other amenities. The property is surrounded by Residential Developments to the north, south and west and Service Station and Residential Developments to the east. The proposed residential property will be accessible through two proposed private drives from Lincoln Avenue and Sunkist Avenue.
Final Map and Subdivision Agreement of Tract No. 19237
April 16, 2024
The proposed development will provide public improvements including street widening along Lincoln Avenue to provide a right-turn lane for eastbound traffic, new curb return with ramp, traffic signal relocation and modification at the southwest corner to Lincoln Avenue and Sunkist Avenue. Other public improvements include curb & gutter, sidewalk, landscaped parkway and street lights. These improvements are consistent with the City of Anaheim General Plan and the conditions of approval for the Tentative Map and will continue to enhance the City Infrastructure and circulation in the project area.
As part of the map approval, the developer is required to enter into a Subdivision Agreement (Agreement) with the City. Approval of the Agreement is necessary to ensure that the developer completes all public improvements to the property, and that the work is performed by the developer at his sole cost. The Agreement requires that the developer provide security for the cost of the improvements to ensure the new homes will have the required infrastructure to service the development, and the developer has posted these bonds. In the event that the developer is not able to complete the work due to unforeseen circumstances, the City may utilize the security bond through the bonding entity to complete the improvements as directed by the City Engineer.
