CITY COUNCIL AGENDA REPORT
City of Anaheim

PUBLIC UTILITIES DEPARTMENT
DATE: APRIL 16, 2024

FROM: PUBLIC UTILITIES DEPARTMENT
SUBJECT: CONTRACT WITH CALIFORNIA STATE UNIVERSITY,

FULLERTON FOR COLLEGE INTERNSHIP PROGRAM
ATTACHMENT (Y/N): YES ITEM # 07
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion:
1) Approve Contract No. C-8340 between the City of Anaheim (City) and CSU Fullerton Auxiliary Services Corporation, as the fiscal and administrative representative for California State University, Fullerton (CSUF) (Contract) for the coordination, development, implementation, and administration of a college internship program at the City for a one-year period, with up to four one-year extensions, in an annual amount not-to-exceed $83,596; and 2) Authorize and direct the Public Utilities General Manager, on behalf of the City, to execute the Contract, and any related or associated documents, and take such actions as are necessary or advisable to implement and administer the Contract.

DISCUSSION:

At its meeting on March 27, 2024, the Public Utilities Board recommended that the City Council approve the Contract.

In March 2019, City Council approved a collaborative contract with CSUF to develop a paid internship program with Anaheim Public Utilities (APU) to address the need for workforce development in the utility industry. The previous contract advanced APU’s educational and career exploration initiatives in helping local students gain work experience in the utility industry, in career fields such as engineering, accounting, finance, and computer science.

The program created a pipeline for local students to experience working at APU as they navigated and identified future career goals. The internship program is administered by CSU Fullerton Auxiliary Services Corporation, who advertises the program to students in appropriate majors, provides career development training, and pays students at the current hourly rate of $20. Since the program’s inception, sixteen CSUF students have been selected as APU interns, and 40% have successfully participated in the City’s competitive interview process and were hired into entry-level professional positions.

Contract with California State University, Fullerton for College Internship Program April 16, 2024

Page 2 of 2 ends

CSUF’s program administration includes distinct features, specific to the City, to promote the internship opportunity to students who are from Anaheim and/or attended Anaheim Union High School District. While Anaheim residency is not a requirement, this unique outreach is conducted by the CSUF Career Center in partnership with the Center for Educational Partnerships for the benefit of local students. Students who participate in the program are provided professional development workshops and continuous coaching by CSUF to emphasize professional conduct, effective communication, and project management as they prepare for the workforce.

The proposed Contract with CSUF develops the next generation of talent for utility careers from local schools, and complements other educational initiatives provided by APU including mentorships, high school scholarships and summer internships, as well as career path symposiums. The hourly wage will be increased to $22, and APU and CSUF will jointly conduct interviews to select intern candidates in workgroups that align with the students’ majors. Students will receive training and career guidance, and be exposed to project design, sustainable resource planning, environmental science, technical and data analysis, construction management, and customer interactions. At the conclusion of their internships, students will have gained valuable work experience and be better prepared to compete for full-time positions after they graduate. Human Resources supports this program as it may offer the flexibility to include additional City departments.

The proposed Contract is for the not-to-exceed amount of $83,596 per year to cover paid internships, administration, training, and counseling by CSUF staff members.

IMPACT ON BUDGET:

Sufficient funds are included in APU’s Fiscal Year 2023/24 restricted budget, and future years will be subject to City Council’s approval of budget appropriations.

Respectfully submitted,
Dukku Lee
Public Utilities General Manager
