Outsource is recommended for the construction award as the lowest responsible bidder. Outsource’s bid price reflects the current bidding environment and appears to be reasonable. Liquidated damages for this Project are set at $1,000 per day.

Anaheim Public Utilities (APU) has an active program to improve electric service reliability in residential neighborhoods throughout the City by replacing aging electrical cables that were directly installed in the ground in the 1970s and 1980s by developers, which was the industry’s practice at that time. As the cable nears the end of its useful life, new cables placed in conduits are installed, which will allow future replacements to be performed more effectively and efficiently. APU prioritizes replacements of direct buried cables and associated equipment based on frequency of sustained outages, duration of the outage for field crews to diagnose and restore power to customers, and coordination with other City projects.

The Project aims to modernize the electrical infrastructure by replacing over 17,000 feet of direct buried electrical cables, associated underground structures and transformers, and installing a new underground circuit tie to improve operational flexibility. The Project is located in neighborhood streets in the vicinity of Santa Ana Canyon Road and Weir Canyon Road, as detailed in Attachment

2. Street repairs will take place following direct buried cable installation. Construction is scheduled to begin in the 3rd Quarter of 2024 and be completed in the 3rd Quarter of 2025.

ENVIRONMENTAL DETERMINATION:

Staff recommends that City Council determine that the Project is categorically exempt from CEQA pursuant to Sections 15301(b), 15302(c) and (d), and 15303(d) of Title 14 of the California Code of Regulations. The Project consists of replacing existing electrical infrastructure and installation of minor street apparatuses, which do not have the potential to create a significant effect on the environment. The work areas will be restored to pre-project conditions after construction is complete.

COMMUNITY WORKFORCE AGREEMENT (CWA):

This Project is not a covered “Project Work” as that term is defined in the Amended and Restated Community Workforce Agreement (“CWA”). Electric utility work on high voltage utility equipment and other special utility construction work are specifically exempt and excluded from the scope of the CWA.

IMPACT ON BUDGET:

Sufficient funds are budgeted in APU’s Fiscal Year 2023/24 Electric Capital Improvement Program budget from restricted Electric Utility Enterprise funds.

Respectfully submitted, Concurred by,
Rudy Emami Dukku Lee
