2. International Line Builders, Inc., Corona, CA .............................................$ 1,259,468.00

4. Comet Electric, Inc., Chatsworth, CA ..........................................................$1,438,080.00

This project will install protected/protected-permissive left-turn signal phasing at three intersections. Collision history was analyzed to identify locations with elevated risk of collisions. Broadside and rear-end collisions were the most common types of reported collisions in the city (32% and 29% of all crashes respectively). Broadside collisions are Award of Contract for installation of protected/protected-permissive left-turn signal phasing at 3 intersections April 16, 2024

frequently caused by a failure to yield right of way. In the case of collisions in an intersection, the cause is often a result of one vehicle failing to obey traffic signals (failing to stop or running past a red light). Protected left-turn phasing will help reduce these collisions by providing a clearly designated left turn phase and eliminating the driver’s discretion to yield to oncoming traffic. The designs at the intersections include other critical features that will improve overall operation and safety. The intersections will have new illuminated street signs to aid drivers when navigating at night and the street corners will be modified to be ADA-compliant with current standards.

In November 2020, the Department of Public Works submitted a grant application to the California Department of Transportation (Caltrans) under the Cycle 10 Highway Safety Improvement Program (HSIP) for the installation of protected / protected-permissive left-turn signal phasing at three intersections. In March 2021, the city was awarded $702,100 in federal grant funds for this Project.

An additional $100,000 was awarded to the city in March 2024 for the construction of said improvements for a total of $802,100. This project includes improvements in conformance with the Circulation Element of the City of Anaheim’s General Plan and therefore $548,968 of restricted transportation funds will also be used to fund this project.

The bid price competitively falls above the engineer’s estimate, which reflects the current bidding environment, appears to be reasonable, and is within the available funding. Liquidated damages for this project will be $3,600 per day. Construction is scheduled for the 4th Quarter of 2024.

ENVIRONMENTAL DETERMINATION:

City Council determined on October 26, 2021, the Project was determined to be Categorically Exempt from the California Environmental Quality Act (CEQA) pursuant to Class 1, Section 15301 (Existing Facilities) and Class 2, Section 15302 (Replacement or Reconstruction) of Title 14 of the California Code of Regulations.

COMMUNITY WORKFORCE AGREEMENT (CWA):

This project is not a covered “Project Work” as defined in the Community Workforce Agreement dated December 3, 2019 with the Los Angeles / Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions. The size and scope of this project does not meet the definition of “Project Work” as defined in the CWA; therefore this project is exempt.

IMPACT ON BUDGET:

Sufficient funds are available from the restricted transportation funds in the Public Works Department FY 2023/24 Capital Improvement Program budget.

Respectfully submitted,
Rudy Emami
Public Works Director
