ATTACHMENT (Y/N): NO ITEM # 11
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
1) Waive the bidding and publication requirements of Council Policy 4.0 and award a purchase order to Econolite Control Products, Inc. for a two-year database analytics software subscription in the amount of $86,200 for a software maintenance agreement for the City’s current Centracs system and a new Centracs Mobility Module to be used by Public Works Department, Traffic and Transportation Division;

3) Authorize the Purchasing Agent, or their designee, to execute documents, as necessary, related to the purchase order and software maintenance agreement.

DISCUSSION:

Central traffic signal systems are sophisticated systems that enable the City’s Traffic and Transportation staff to monitor and control traffic signals in real-time. As technology evolves with progress, software must be upgraded to maintain compatibility and functionality. As such, the Centracs Software Maintenance Agreement and the Centracs Mobility Module are needed.

The Centracs Software Maintenance Agreement not only includes maintenance of the City’s existing central system software should it need servicing, but also includes the upgrade of Centracs software to maintain compatibility with new signal controller software EOS, while retaining compatibility with the legacy traffic signal controller software, Actuated Signal Controller 3 (ASC/3). EOS is an upgrade to ASC/3, which will be implemented in all new deployments since ASC/3 will no longer be supported by the manufacturer. The Centracs Software upgrade will allow staff to operate traffic signals in real-time for special events, construction activities as well as day-to-day commuter traffic.

The Centracs Mobility Module is an add-on to the Centracs Central Software and it enables dispatch of field traffic signal technicians as well as automated record keeping of signal equipment of such as signal controllers, switches, cameras, etc. The Centracs Mobility Module can be used to quickly dispatch traffic signal technicians when signals require servicing so that technician can prioritize their work more efficiently. With its automated record keeping, it will free up technicians time from paperwork.

Since Centracs central software is a proprietary centralized traffic control software manufactured by Econolite, only Econolite is qualified to perform maintenance and upgrade of the software. Econolite is the only company authorized to sell Centracs Mobility module.

IMPACT ON BUDGET:

Adequate funding is available from an M2 Grant and the Department of Public Works Restricted Transportation Fund Budget.

Respectfully submitted, Concurred by,
Jered Rakosky Rudy Emami
Purchasing Agent Public Works Director
