CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: MAY 7, 2024
FROM: FINANCE DEPARTMENT
SUBJECT: INCREASE TO AGREEMENT FOR ASPHALT, CONCRETE,

AND OTHER PAVING MATERIALS
ATTACHMENT (Y/N): NO ITEM # 08
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion:
1) Approve an increase to the current Master Agreement with R.J. Noble Company for as-needed purchase of various asphalt concrete paving materials and dumping of construction debris, in the amount of $367,524 to an increased amount not-to- exceed $1,200,000, to ensure sufficient funds throughout the agreement term; and
2) Authorize the Purchasing Agent, or their designee, to execute documents, as necessary, related to the agreement.

DISCUSSION:

In June 2021, City Council awarded an agreement to R.J. Noble Company for as-needed purchase of various asphalt concrete paving materials and dumping of construction debris.

The agreement is currently on year two of up to four one-year optional renewals. To date, approximately $740,000 (89%) of the not-to-exceed amount of the agreement has been utilized. Based on current usage and anticipated projects, the department expects to exhaust the current not-to-exceed amount by mid-May. The department is requesting that an additional $367,524 be added to the agreement to ensure the availability of adequate funds for the duration of the agreement term. The increase would change the not-to-exceed amount from $832,476 to $1,200,000.

The Public Works Department oversees a diverse array of street maintenance activities.

The department maintains a substantial amount of pavement removals and replacements, requests for pothole repairs, and various other street-related projects throughout the course of the year.

Recognizing the critical importance of sustaining community infrastructure, there is a pressing need to increase the agreement not-to-exceed amount in order to continue with roadway maintenance operations.
