FROM: FINANCE DEPARTMENT

ATTACHMENT (Y/N): NO ITEM # 04
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion:
1) Award a one-year agreement to Galls, LLC, in an amount not to exceed $961,313.07 plus applicable tax and a 20% contingency, to provide uniforms and accessories for the Anaheim Police Department commencing May 7, 2024; 2) Authorize the Purchasing Agent, or their designee, to exercise agreement renewals for up to four additional one-year periods, subject to available budget appropriations;
3) Ratify an extension of the current agreement with Galls, LLC, in an amount not to exceed $410,000 plus a 20% contingency, to provide uniforms and accessories for the Anaheim Police Department for the period beginning November 1, 2023 through May 7, 2024; and
4) Authorize the Purchasing Agent, or their designee, to execute documents, as necessary, related to the agreements.

DISCUSSION:

The Purchasing Division posted Request for Bids #9777 on the City’s bid portal on February 22, 2024. Two responsive bids were received by the March 20, 2024 due date from the following vendors:

Bidder Bid Price
Galls, LLC $961,313.07
Lexington, Kentucky
ProForce Marketing, Inc. $1,081,742.81
Prescott, Arizona
The extension allows for the uninterrupted continuation of these services while the City completes the procurement to establish a new agreement.

Agreement for Uniforms and Accessories for the Police Department May 7, 2024

Page 2 of 2 ends

The bid was based on the annual estimated quantities of 255 major uniform components and accessories that are needed to outfit new police officers and to replace worn-out or damaged articles. Bidding was limited to vendors with store fronts located within 15 miles from the Police Main Station, this minimizes personnel driving time to pick up ordered uniforms and equipment.

The term of the new agreement will be for a one-year period effective May 7, 2024 with up to four one-year optional renewals. There is no express or implied commitment to purchase a specific quantity during the term of the agreement. Pricing for the renewal periods for all cost components shall be negotiated each year with any increases not-to- exceed the change in the Consumer Price Index (CPI) for the Los Angeles, Long Beach and Anaheim areas for the preceding twelve-month period. Due to recent price fluctuations if during the term of the agreement, there is a manufacture’s price increase the City at its discretion may make exceptions and offer equitable price adjustments.

IMPACT ON BUDGET:

Sufficient funds are included in the Police Department’s FY 2023/24 Budget.

Subsequent years’ renewals will be subject to Council approval of budget appropriations.

Respectfully submitted, Concurred by,
Jered Rakosky Rick P. Armendariz Purchasing Agent Chief of Police
