2 Redefiningmedialiteracyin the digital
age
With a recordnumberof electionsloomingin 2024and AI-generatedmisinformationgrowingat recordspeed, a thrivingdemocracyrelieson its citizensto be medialiterate.

Fromgreaterpolarizationto the increasedspreadof misinformation, a lackof socialmedia literacycanhavedire consequences.

Butwhatactuallyis medialiteracy? Andhowis it somethingwecanteachyoungpeople? It turnsout the termis a bit of a misnomer. In a worldwhere97% of USteensusethe internet daily (spendingan averageof overeighthoursa daywithscreenentertainment), weneeda moreholisticunderstandingof socialmedialiteracyandnewapproachesto redefinehowwe relateto socialmediaplatforms.

Redefiningsocial medialiteracy
Medialiteracyis oftenunderstoodas the abilityto differentiatebetweenwhat’s trueandwhat’s untruein the media. Accordingly, someoneis consideredmedialiteratewhentheycanspot misinformationand determinewhat’s credible.

Butin the ageof socialmedia, this definitionis incomplete. In a paperpublishedearlierthisyear by researchersat CornellandtheUniversityof Amsterdam, theydefinesocialmedialiteracy 3 morebroadly: fromcriticallyevaluatingsocialmediacontentto developinga healthy, mature relationshipwithit.

Theresearcherscategorizedsocialmedialiteracyinto six domains:

1. MediaBalance: reflectingon howsocialmediacanmakeyoufeel andusingsocial mediain a positiveandbalancedway

2. Cyberbullying: Identifyingsignsof cyberbullyingandpracticinghowto respond

3. Privacy: Learninghowto positivelyshapedigitalfootprintsandmanageprivacy

4. Advertisements: Learninghowto identifyandcopewithsocialmediaadvertisements

5. News: Evaluatingandrespondingto (fake) newson socialmedia

6. Phishing: Learninghowto identifyandtakeactionagainstphishingscams Thisexpandeddefinitionencompassesnotjustthe skillsof literacy, but alsothe behaviorsof howpeopleapplythoseskillsin today’s socialmedialandscape: it's far moreabouta healthy relationshipwithsocialmediathanjustone’s abilityto determinewhat’s trueon socialmedia.

Socialmedialiteracyis farmoreabouta healthy
relationshipwithsocialmediathanjustone’s abilityto
determinewhat’s trueon socialmedia.

Teens & social media: it's complicated
4 Thetransitionfroma skills-baseddefinitionto a relationship-orienteddefinitionraisesthe questionof howeffectivelyweare relatingto socialmediaplatforms. For teens, thatrelationship is complex.

The USSurgeonGeneral, Dr. VivekMurthy, warnedthatsocialmediacancarrya profoundrisk of harm” in a reportissuedin May.

Dangerouspeer-pressurechallengeson TikTok, like the blackoutchallenge, haveledto teendeaths.

Onemetaanalysissuggestedthatwhilethe relationshipis complex, thereis a linkage betweendigitalmedia’s polarizationandthe declineof democracy.

A teen’s relationshipto socialmediais context-dependent: it canbe bothharmfuland beneficial. PewResearchfoundthatit canlead to strongerfriendships, whileother researchfromJohnHopkinsUniversityfoundthatteenswhospendmorethanthree hoursper dayon socialmediafaceheightenedrisk of depressionandanxiety.

Wisdomfor teens, by teens
In a behavioralapproachto medialiteracy, the internetis awashin recommendationsfrom adultsabouthowteensshouldchangetheirrelationshipto socialmedia, butteensare also sharingbestpracticeswitheachother.

The NewYorkTimespartneredwithGirlsLeadership, an organizationthatteacheshowto use socialmediaresponsibly, to definethe newrulesof socialmedialiteracy. Girlsages12-17 suggestedthe followingrecommendations:

Youdon’t haveto replyright away. Niki, 17, fromHayward, California, saidshe sets her phoneto “do notdisturbfor everyoneexceptmom” to mitigateher anxietyfromall the notifications.
5 Postto connectwith friends, not to performfor themasses. Ella, 17, fromArizona, said, “EverytimeI openmyphone, I don’t seeperfectcelebrities,” shesaid. “I justsee myfriends.”
Bedis for dreaming, not scrolling. Almost25% of US teensstrugglewithinsomnia, andkeepinga phonein yourbedroomcan makeit harderto sleep, accordingto oneUK study. Youngpeoplehavefoundsuccessin keepingtheirdevicesfar awayfromtheir beds.

For morebestpracticesfromteens, the MediaWiseTeenFact-CheckingNetwork (and YouTubechannel) is a virtualnewsroommadeup of middleandhighschoolerswhousesocial mediato debunkviral misinformationand sharemedialiteracytips.

Systemschange
Whileindividualscantry to adjusttheirrelationshipto socialmedia, theissuesstemfromthe businessmodelthat optimizesfor constantengagement. Broadersystemschangeis needed.

Fromorganizationslike 5RightsFoundation, the IssueOne/Councilfor ResponsibleSocial Media, Fairplay, andDesignIt For Us (an organizationled andrunby youngpeople), a movementis growingto holdtechcompaniesaccountablefor the algorithmsthatharmusers.

Plus, there’s growingmomentumin the policyarena:

Enactinga minimumage: Today’s minimumagefor socialmediauseis 13, but some doctorsandpolicymakersare arguingthat13 is tooyoungfor a childwhoseprefrontal cortexisn’t fully developed.

Makingtheinternetsafer: The KidsOnlineSafetyAct (KOSA) wasreintroducedin the USSenateearlierthisyear, withbipartisansupport. Fromaddressingonlinebullyingto 6 curtailingpredatorymarketingandrestrictingthe spreadof harmfulcontent, it aimsto holdsocialmediaplatformsaccountablefor the harmstheycause.

Detectingmisinformation: In January, NewJerseybecamethe first US statetorequire thatstudentslearnabouthowinformationis producedandspreadon the internet, the differencebetweenfactsandopinions, andthe ethicsof creatingandsharing information.

Europehas alreadypassedthe DigitalServicesActto protectminors, and othercountriesare crackingdownas well.

Building a movement
As a technologyandwayof connecting, socialmediais still so new (barely25 yearsold), which meansthe movementto advancesocialmedialiteracyis justemerging. But frombestpractices sharedbetweenteensto resourcesfor parentsto enactingpoliciesin statesandgovernments aroundthe world, thatmovementis growing. Staytunedas ProjectLibertyannouncesnew campaignsandpartnershipsin this areain the comingweeks.

Pleasevote No on this whenit comesup again. It bothersmethat a schoolhas been deniedheretwicein the past andyet Prep Charterthinks their schoolcan be the exception. Havinga charter schoolin the neighborhoodwouldbe wonderfulbut that is not a safe locationfor one. Thetrafficflowplanmightworkin an ideal worldbut havingworkedat a privateschool (285 students) in Tustin for 8 yearsI learnedthat mostpeoplethinkthe rulesdon't applyto them. It took everystaff memberwith walkietalkiesbeingout with the kids at dismissaltime and still it didn't run smoothly. Parents come earlyto be at the headof the line. Kidsforgetstuffandhave to go back to their room. Parentswantto stopto talk to eachother or teachers. Kids are walkingin front of cars. Kidsneedto be buckledinto safetyseats. Kids needhelp carryingall their stuff. Someonedifferentpicksup the kids and doesn't knowthe routine. If someoneis slowat the frontof the queue, no one else can moveuntil they do. All of thesesituationsled to the lines backingup out to the street, somethingthe policedidn't like. If trafficspillson to Wagner, it will backup into the turn laneat Marjan. Can driversbe trustedto not park on Marjanor Rio Vista or to not make u-turns on Rio Vista? I doubtit. MakingtheAmes, Marjan, Lizbethloop throughour neighborhoodis not desirable1 either. I foreseemany impatientdriversdoingpickupsand
dropoffson Rio Vista. The schoolsaysit will monitorall of these thingsbut whatare their solutionsif their plan doesn't work? I am concernedaboutthe smallareato be usedas a playgroundin the frontof the building, right whereseveralaccidentsoccurred involvingcars missingthe sharpturn and crashingthroughthe plantsand fence at that spot.

I'm concernedfor theneighborsbackingup to the
schoolparkinglot thatwillhaveto dealwithnoise
andexhaustfromidlingcars.

Whereis the off-site parkingfor large parent/child gatherings? Are peoplereallygoingto wantto waitfor a shuttleride backand forth or will they park on Rio Vista and Marjaninstead? Howmany peoplecan a shuttlecarry on each trip? Theymayhavea long wait.

I urge all council membersto visit the site beforetheyvoteon the Prep CharterSchool. Justsayingthata schoolin my
neighborhoodhas no traffic problemisn't enough. Everylocationis uniqueand must be seen. Thecouncilmemberswho
tookthetimeto personallyvisitthesitebefore
votedNo. Schoolapplicationsfor thislocation

not changed. PleasevoteNo againonthePrep
CharterSchool.

Thankyou,

6 It' s not easy getting paid $ 177, 000 to sit in the House and use my brain ___ it can' t be. America will discover the TRUTH! How did Len steal all the other 1000 CO2 molecules from MY house?? He didn' t? Holy AOC! It means we Demoncrats are robbing America AGAIN for God' s gift of photosynthesis.
