City of Anaheim

DEPARTMENT OF PUBLIC WORKS

DATE: MAY 21, 2024
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: AWARD OF CONTRACT FOR ANAHEIM CONVENTION

CENTER NORTH PONY CHILLER INSTALLATION AND

RELATED WORK

ATTACHMENT (Y/N): YES ITEM # 15

GOVERNMENT CODE § 84308 APPLIES: NO

RECOMMENDATION:

That the City Council, by Motion: (i) award the contract to the lowest responsible bidder, Allison Mechanical, Inc., of Redlands, California, and Contractor’s License No. 679866, Classification B & C20, in the amount of $877,000, for the Anaheim Convention Center (ACC) North Pony Chiller Installation and Related Work Project (Project); (ii) find that, pursuant to Public Contract Code Section 3400 (c)(2), a particular brand of equipment was specified in the solicitation for bid in order to match other products in use at the Anaheim Convention Center North Facility; (iii) authorize and direct the Director of Public Works, on behalf of the City of Anaheim (City), to execute the Contract and any other related documents and to take such actions as are necessary to implement and administer the Contract; and, (iv) authorize and direct the Finance Director to execute the Escrow Agreement pertaining to contract retentions.

DISCUSSION:

The bids are summarized as follows:

1. Allison Mechanical, Inc., Redlands, CA ......................................... $877,000.00

2. Graycon Inc., City of Industry, CA ................................................... $919,980.00

3. Pardess Air, Inc., Los Angeles, CA .................................................. $972,000.00

The scope of this Project is included in the settlement agreement between the City and Turner Construction resulting from the Betterment VII Improvement project at the Convention Center. The HVAC system in ACC North will be adjusted to accommodate a variety of shows, meetings and exhibits that require a low demand for air conditioning. The needs assessment and associated engineering design has been performed and completed by licensed engineers in collaboration with the mechanical and electrical maintenance staff at the ACC. The project consists of installing a 150-ton pony chiller unit, along with the associated piping, gate and control valves, meters, support systems, roofing repairs, power and communication cables, and other miscellaneous items of work identified and described in the project documents. The equipment specified in the advertisement and throughout the contract documents will match the “Carrier” brand currently in service at the ACC North Facility.

The bid price is consistent with the engineer’s estimate, reflects the current bidding environment, appears to be reasonable and is within available funding. Liquidated damages are set for $1,250 per day.

Construction is scheduled to begin in the 3
rd Quarter of 2024 and be completed in the 4th Quarter
of 2024. The CEQA determination on file for the original Betterment VII project for ACC North will cover these minor corrections to the original project. This project will only serve to improve the efficiency of the roof-mounted HVAC system and it offers no potential to detrimentally impact the environment.

COMMUNITY WORKFORCE AGREEMENT (CWA):

This project is covered “Project Work” as defined in the CWA the City entered into with the Los Angeles / Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions.

IMPACT ON BUDGET:

Sufficient funds are budgeted in the Public Works Department Fiscal Year 2023/24 Budget.

Respectfully submitted,

Rudy Emami
Director of Public Works
