RECOMMENDATION:
That the City Council, by Motion, approve the First Amendment to the Professional Services Agreement between the City of Anaheim and HeliStream, Inc. to increase the not-to-exceed amount from $120,000 to $250,000 for pilot training.
DISCUSSION:
On January 25, 2022, City Council approved an agreement with HeliStream, Inc. (HeliStream) for initial, specialized, and advanced helicopter pilot training. HeliStream provides qualified instructor pilots, aircraft, equipment, and insurance to accomplish this training to exacting standards. In addition, HeliStream also provides local facilities to mitigate the cost of sending pilots to remote training facilities that require travel and lodging. Although the Department’s Certified Flight Instructors (CFI’s) conduct regular and recurrent flight instruction for the pilots within the Air Support Unit, there are areas of flight training wherein it is more prudent to use HeliStream’s expertise and aircraft.
The original Agreement with HeliStream had a not-to-exceed amount of $120,000.
Approximately two years remain on the current contract and the not-to-exceed limit has been exhausted, primarily due to unanticipated vacancies in Air Support Detail. This has created a need to increase the not-to-exceed amount to $250,000. This increase will cover all training for new pilots, in addition to the required recurrent training for current Air Support personnel. All other terms and conditions of the original Agreement remain in effect.
IMPACT ON BUDGET:
Sufficient funds are available in the Police Department’s FY 2023/24 restricted Asset Forfeiture Fund budget. Subsequent years’ renewals will be subject to City Council approval of budget appropriations.
