CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: MAY 21, 2024
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: ADOPT A SEVEN-YEAR TRANSPORTATION CAPITAL

IMPROVEMENT PROGRAM FOR THE ANNUAL MEASURE
M2 ELIGIBILITY SUBMITTAL
ATTACHMENT (Y/N): YES ITEM # 14
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, adopt a Seven-Year Transportation Capital Improvement Program (CIP) for Fiscal Years 2024-25 through 2030-31.

DISCUSSION:

Annually, the Orange County Transportation Authority (OCTA) determines if local jurisdictions are eligible to receive Measure M2 (M2) competitive and Local Fair Share (LFS) funds by reviewing the documents submitted by the agencies. One of the documents OCTA requires is an annually adopted Seven-Year CIP.

The attached Seven-Year CIP is consistent with the City's Five-Year CIP and includes all foreseeable transportation improvement projects for which the City will be the lead agency or involve M2 funding. Projects on the Seven-Year CIP include the rehabilitation of arterial streets such as La Palma Avenue from Brookhurst Street to Euclid Street, roadway widening projects such as Lincoln Avenue from East Street to Evergreen Street, intersection projects such as the Harbor Boulevard and Lincoln Avenue Intersection project, and traffic signal coordination projects such as the one on Euclid Street from the south to north City limits.

The submittal of the Seven-Year CIP does not commit the City to fund the listed projects. However, for projects to be eligible to receive M2 funding, they need to be identified on the adopted Seven-Year CIP. Staff identified approximately $900,000,000 in funded and unfunded projects on the Seven-Year CIP.

IMPACT ON BUDGET:

There is no budgetary impact.
