DISCUSSION:

The Economic Development Department solicited Requests for Proposals (RFP) for on- call broker services on September 28, 2023. Nine (9) firms submitted responses to the On-call Commercial Real Estate Broker and Consultant Services Request for Proposals on October 19, 2023. In accordance with the qualifications-based selection procurement specified in City Council Policy 4.1, the Department established a review panel consisting of staff from Economic Development, Housing & Community Development, and Public Works. The firms were evaluated based on overall experience, services available, and familiarity with relevant broker services and regulations related to property analysis and strategic planning related to the local market. Staff also evaluated each firm’s proposed fees for such services. A rating system was used to determine the most responsive proposals. The top three (3) firms are being recommended for approval.

For the top three (3) firms selected, the Department would like to enter into an agreement for each selected consultant with a not to exceed amount of $200,000 for a two-year term, with up to two additional two-year extensions. The Department will not exceed $200,000 for all brokerage services over the term of the contracts.
