CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: JUNE 11, 2024
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: ENGINEERING SERVICES AGREEMENT WITH WOODARD
AND CURRAN, INC. FOR THE RESORT AREA SANITARY

SEWER STUDY
ATTACHMENT (Y/N): YES ITEM # 09
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, approve the Agreement with Woodard and Curran, Inc., in an amount not-to-exceed $675,458, for the Resort Area Sanitary Sewer Study (Study), and authorize and direct the Director of Public Works on behalf of the City of Anaheim (City) to execute the Agreement and any related documents and take actions as are necessary to implement and administer the Agreement.

DISCUSSION:

The Department of Public Works identified future sewer capacity deficiencies in the Resort Area as a result of future development. Staff is proactively looking to address these sewer capacity needs with the most cost-effective solution and the least impact to the public. This Study will investigate different alternatives to accommodate future development and compile the detailed design data of flow monitoring, utility research, foreseeable flow rates, phasing possibilities, and construction costs while insuring long term performance, reduced maintenance costs, and increased reliability of the sewer system in the Resort Area. This Study will develop the basis of the improvements needed for the final design. The area of interest for this Study is from the northly boundary of Cerritos Avenue, easterly boundary of Anaheim Boulevard, westerly boundary of Euclid Street, and southerly boundary of Orangewood Avenue, and all associated tributary properties.

On March 21, 2024, a Request for Proposals (RFP) was publicly posted on the City website and PlanetBids and sent to engineering consultants specializing in this type of work. On April 25, 2024, the City received four proposals from professional engineering firms.

In accordance with Council Policy 4.1, a review committee conducted an evaluation of the proposals and ranked them as follows:

Firm Ranking
The review committee unanimously concluded that Woodard and Curran, Inc. was the most qualified and responsive firm for this Study. Woodard and Curran, Inc. provided a detailed scope of work to mitigate the existing deficiencies, a work plan to meet the schedule requirements of the Study, a qualified and experienced team, and conformed to the guidelines and requirements detailed in the RFP.

The Agreement was negotiated based on the revised proposal received on May 16, 2024, for a base contract fee of $614,053, plus a 10% contingency for a total contract not-to-exceed amount of $675,458. The cost appears reasonable, and Woodward and Curran, Inc. is recommended to provide their engineering services for the Study.

IMPACT ON BUDGET:

Adequate funding is available from the Department of Public Works FY 2023/24 restricted Wastewater Fund budget.

Respectfully submitted,
Rudy Emami
Director of Public Works
