CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF PUBLIC WORKS
DATE: JUNE 11, 2024
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: ANAHEIM WEST TOWER HVAC REHABILITATION PHASE III
PROJECT
ATTACHMENT (Y/N): YES ITEM # 06
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion:
1) Determine that the Anaheim West Tower HVAC Rehabilitation Project Phase III is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 of Title 14 of the California Code of Regulations; and 2) Award the construction contract to the lowest responsive and responsible bidder, ACCO Engineered Systems, Inc. of Costa Mesa, CA, Contractor’s License No. 120696, Classifications A, B, C4, C10, C16, C20, C36, C38, C42, in the amount of $2,396,425 with a 10% contingency for the Project; authorize the Director of Public Works, on behalf of the City, to execute the Contract and any other related documents, and to take such actions as are necessary to implement and administer the Contract; and direct and authorize the Finance Director to execute the Escrow Agreement pertaining to contract retentions.
DISCUSSION:
The bids are summarized as follows:
1. ACCO Engineered Systems, Inc. $2,396,425.00
2. Allison Mechanical, Inc. $2,547,105.00 Two (2) bids were received. The bid price reflects the current bidding environment, is consistent with the engineer’s estimate, appears to be reasonable, and is within the available funding. Construction is scheduled to begin in the second quarter of 2025 and to be completed by the fourth quarter of 2025 due to long lead item requirements. Liquidated damages are set for $1,500 per day.
The work to be undertaken for Anaheim West Tower Heating, Ventilation, and Air Conditioning (HVAC) Rehabilitation Project Phase III consists of decommissioning the current thermal storage system and installing a third smaller chiller to maintain the building’s cooling in low load conditions. Project scope also includes removing the existing ice tanks, heat exchanger, and piping materials.
Anaheim West Tower HVAC Rehabilitation Phase III Project June 11, 2024
An independent third party review and analysis by engineering firm Salas O’Brien recommended improved reliability and a more economical and energy efficient means to provide 24/7 cooling to this mission critical city facility. A new energy efficient third smaller chiller will augment the two primary larger chillers to provide sufficient cooling without having to run the full HVAC system when the building is operating at minimal staffing levels. The Project also removes the thermal storage system that has exceeded its useful life. This system upgrade is expected to have a 30-year life cycle.
The upgrading of the chiller system to be more energy efficient and removal of the thermal storage system supports the 2023-24 Strategic Plan, Goal C – Invest in Infrastructure and Amenities, Strategy 13 – Address deferred and ongoing maintenance needs.
ENVIRONMENTAL DETERMINATION:
Anaheim Public Works recommends that City Council determine that the Project is categorically exempt from CEQA pursuant to Section 15301 of Title 14 of the California Code of Regulations.
The Project will consist of repairing and replacing mechanical equipment associated with the building’s existing HVAC system. There is no potential for significant effects on the environment.
COMMUNITY WORKFORCE AGREEMENT (CWA):
This project is covered “Project Work” as defined in the CWA the City entered into with the Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions.
IMPACT ON BUDGET:
Sufficient funds are available in the Anaheim Public Utilities’ Fiscal Year 2023/24 restricted Electric Utility fund budget, and future years are subject to City Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Rudy Emami Dukku Lee
