DISCUSSION:

On September 26, 2023, City Council, by resolution, adopted Memoranda of Understandings between the AFSCME, General and Professional/Technical Units and the City of Anaheim, effective July 1, 2023 through June 30, 2027. The MOUs included a reopener provision to address potential salary compaction resulting from wage adjustments authorized under the 2023 - 2026 memoranda of understandings between the City of Anaheim and the International Brotherhood of Electrical Workers, Local 47 (IBEW), General and Management units.

The AFSCME General Unit represents 177 classifications and the Professional/Technical Unit represents 182 classifications. Salary adjustments approved under the current IBEW MOU resulted in salary compaction amongst 12 AFSCME classifications and IBEW classifications due to first line and second-line supervisor/subordinate relationships. The city’s negotiation team has met and conferred under City Council authority and the Letters of Understanding reflect the tentative agreement reached with AFSCME.

To address current supervisor/subordinate salary compaction, the LOUs provide for range adjustments necessary to effect salary adjustments, effective the pay period beginning June 21, 2024 to certain incumbents in the following classifications: Facility Maintenance Manager, Operations Supervisor, Electric Field & Operations Superintendent, Chief Utilities Systems Operator, Electric Operations Manager, and Operations Superintendent.

Further, to address future salary compaction within these classifications at both the first and second line supervisorial classifications, salary range (CR) adjustments are necessary. CR adjustments will increase the salary range, however incumbents will not receive an adjustment unless a salary compaction exists, as indicated.

The following CR ranges within the AFSCME General Unit will be adjusted as follows:

Classification Current
CR
Proposed
CR
Operations Supervisor XCR09 XCR11
Facility Maintenance Manager XCR10 XCR11

The following CR ranges within AFSCME Professional/Technical Unit will be adjusted as follows:

CR
Senior Electrical Engineer XCR16 XCR17
Senior Utilities Systems Scheduler XCR15 XCR18
First-line
Electrical Capital Projects Manager XCR20 XCR21
Second-
line
In addition to the salary range adjustments of current classifications, staff is also recommending the creation of an Electric Field Services Superintendent to appropriately classify and compensate superintendents in the Electric Services Division of Public Utilities. Currently, there are three Electric Field & Operations Superintendent positions over Transmission and Distribution Maintenance, Substation and Testing, and Meter and Field Services. The Electric Field & Operations Superintendents oversee the operational activities of individuals handling energized high voltage equipment such as Line Mechanics and Substation Electricians within Transmission and Distribution Maintenance and Substation and Testing. The proposed Electric Field Services Superintendent would oversee the operation activities of individuals involved in meter reading and meter maintenance, repair, and service scheduling, such as Meter Readers, Electric Meter Technicians, and Utilities Service Representatives in Meter and Field Services. The recommended salary range for the classification is XCR18. The proposed classification will not add to the department’s full time employee count.

IMPACT ON BUDGET:

The impact of the LOUs is approximately $12,000 for the remainder of Fiscal Year 2023/24 and approximately $1,600,000, over the remainder of the contract (three years), of which approximately 13% is general fund and will be absorbed by the respective departments.

Respectfully submitted,
Linda N. Andal
