SUBJECT: AWARD OF CONSTRUCTION CONTRACT FOR
LITTLE PINE PARK PROJECT
ATTACHMENT (Y/N): YES ITEM # 05
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, award the construction contract to the lowest responsive and responsible bidder, SDC Engineering, Inc., Laguna Hills, CA, Contractor’s License No. 986959, Classification A and B, in the amount of $854,613.56, for the Little Pine Park Project (Project); authorize the Director of Public Works, on behalf of the City, to execute the Contract and any other related documents, and to take such actions as are necessary to implement and administer the Contract; and direct and authorize the Finance Director to execute the Escrow Agreement pertaining to contract retentions.
DISCUSSION:
The Project consists of developing an entirely new park that is approximately one-half acre. Once constructed, it will be the City’s 68th park, located in the Central District. The site is currently a vacant narrow and long lot nestled within a residential neighborhood south of Broadway, on W. Bellevue Drive adjacent to the I-5 freeway. Improvements include but are not limited to, a children’s exploration area, exercise equipment, decomposed granite walking path, fitness stations, landscaping and irrigation, picnic tables, game tables, benches, drinking fountain and bottle filler, monument sign, security lighting, art, and other park amenities.
Determination of the lowest responsive and responsible bidder for the selected Project scope was made in accordance with Public Contract Code 20103.8(d).
The bids are summarized as follows:

The selected bid price reflects the current bidding environment, appears to be reasonable, and is within the available funding. Construction is scheduled to begin in the third quarter of 2024 and is anticipated to be completed by the second quarter of 2025. Liquidated damages are set for $1,000 per day.
