Section 3: Methods to Accomplish Work
A. Descr
ibe the proposed methods and overall strategic plan to accomplish the work proposed in this RFP and conform to APU Specifications and Standards of Construction and Design. Include details on DBE’s planned approach on design, construction, quality control, outreach to affected residents & businesses, planned outage coordination, traffic control, and field change process.
The Design
and Engineering up to the submittal of the issuance of the permitting will be managed by CUE with the strong oversight of HMW. The CUE/HWM team will begin the project with a “Kick Off Meeting” with APU to gather answers on a list of project/location specific questions. We will then take two moderately complex designs (one Multifamily, one single family) to the 70% submittal mark within 21 days. We will then solicit APU’s very clear and direct feedback on these two designs. After the feedback has been received, discussed, and understood, we will begin designing the projects in batches of 3 (as outlined in the Executive Summary). Through our tested and proven method of Quality Control, the Project Engineer and Project Technical Specialists will meticulously comb through the designs. This includes but is not limited to reviewing electrical and civil material accuracy and quantity, conduit/trench layout, existing utility conflicts, structure condition and layout, single/one line accuracy, financial efficiency of the design, and compliance with public works restoration requirements.
After A
PU’s submittal guidelines have been complied with, we will submit the projects, as individually ready, to Anaheim Public Works (APW) for Plan Check and Permitting. Depending on the complexity of the easements that may be needed, at this time we will begin to engage 3 rd parties for easement
coordination. It is important to note that this step may take place prior to the initial plan check submission based on the feedback from APU.
Through P
lan Check corrections, we will provide fast and accurate resubmittals to reduce any down time in the projects permitting timeline. Upon the issuance of the permit, CUE will hand the project documents to HMW for construction. CUE and HMW will meet daily during construction to ensure that all construction activities are proceeding as planned. If unforeseen problems in the field are discovered, CUE, HMW, APU, and APW will collaborate in real time to discuss the best solution.
As our
world and our economy become more dependent on technology the importance of reliable electricity has become a necessity of day-to-day life. As much of the work force has transitioned to working from home, residential construction and electrical outages have surpassed being a minor inconvenience into being a significant issue for customers. Henkels & McCoy West understands the delicate nature of providing professional and courteous customer relations. Clear communication and advanced notifications are the fundamental key components of success. Well before boots are on the ground H&M West will begin a public relations campaign giving each neighborhood an opportunity to discuss the potential concerns they may have regarding the upcoming project. A single point of contact, well-versed in customer relations will be assigned to this project, eliminating any opportunity for customer issues to fall through the cracks. Construction signage will be installed in each neighborhood to ensure customers have ample time for adjusting their routines as needed. Door knockers will also be placed before work is to commence & again prior to all outages, with H&M West contact information clearly labeled. Henkels & McCoy West is dedicated to maintaining a reputation which not only represents our core values, but also properly represents the fundamental principles of Anaheim Public Utilities.

All civil construction work that is completed will conform to the City of Anaheim’s specifications and Standards. Construction will be done with the industry standard of best practices. Advancements such as directional boring will be utilized where practical to eliminate the impact on the customers and their property. Public safety and customer relations will be the priority of our civil team.
Prior t
o mobilizing to the site, our civil team will call in all utility locates. Once material has been verified and all utility markings have been completed, civil will then mobilize to the site. Construction will begin with potholing to verify utilities. Crew will set up traffic control daily according to the watch manual.
Quality control will also be closely monitored daily with site supervision working in conjunction with the city Inspector. Our civil team has years of experience working with the City of Anaheim and is dedicated to the success of the civil portion of this project.
Prior t
o mobilization of our electrical installation team, a detailed inspection and inventory of all material will be conducted to ensure proper quantities and quality. Quantities will be closely calculated allowing for any deficiency to be properly addressed prior to construction, eliminating the potential for unnecessary delays. Each piece of material will also be closely inspected for flaws and imperfections which could compromise the integrity of the system. H&M West is committed to providing a reliable product which will maximize the longevity and dependability of the Anaheim Public Utilities electrical system.
Upon co
mpletion of the civil scope, our power team will be immediately mobilized. With over 100 years’ experience in the utility industry Henkels & McCoy has become experts in the mobilizations associated with operating a contracting enterprise. We have become well adapted to relocating equipment, tools and manpower resources with the efficiency that can only be obtained through years of application.
Each day
will begin with a proper tailboard detailing the expectations of every crew member as well as all potential hazards associated with the job. Upon arrival to the jobsite traffic control, as mandated by the Watch Manual will be properly installed ensuring the safety and awareness of the public. Safety is Henkels & McCoy West’s number one priority, and it is our obligation to ensure the public and our field personnel are protected from possible injury.
Despite
the differences of each jobsite, each individual riser will be addressed in a manner which will minimize customer impact. Eliminating multiple outages per customer and condensing outages not to exceed 6 hours will promote a healthy customer relationship. This will be accomplished by first installing all primary and secondary cable and terminating where possible. Before any outage occurs, existing cable will be tested ensuring test point function. Next, with the approval of Station A, the primary cable will be de-energized with an outage no larger than required. Once a clearance has been issued, existing cable will again be tested then grounded. Any necessary transformer replacements will be conducted while simultaneously splicing old to new secondary services. Once completed the crew will install new cable to transformers. Once all crew members are clear, grounds will be removed, our clearance will be released, and new cable will be energized. Any new transformers will be tested for proper secondary voltage before final secondary make up. After all cable and secondary has been energized, each meter will get checked ensuring all customers have been properly restored.
Second
only to safety, quality is the next fundamental value of the Henkels & McCoy West product. Each job performed by H&M West adheres to a strict QA/QC inspection program and is supported with detailed photo documentation. Anaheim Public Utility standards and specifications will be clearly communicated at the crew levels, ensuring proper construction, and minimizing the potential for PERFORMA NCE has built our business…®

unnecessary and costly “go-backs.” Our team is dedicated to ensuring our final product meets and exceeds APU’s expectations. From beginning to end delivering a premium product is the expectation of all our employees and subcontractors and under no condition will an inferior product be accepted.
A qual
ity product begins with proper planning and a well thought out design. It is the goal of the H&M West team to capture all work within our original designs eliminating the need for change orders. As unforeseen issues potentially arise, they will be immediately communicated to our Anaheim contact, and documented in writing. Under no circumstance will H&M West or our subcontractors complete additional work without written consent of Anaheim Public Utilities. All additional work will be supported with photo documentation and completed at an agreed upon rate.
As with a
ll projects, clear communication and well-defined expectations will ensure that Henkels & McCoy West will continue to deliver a high-quality product based on safety, professionalism, and efficiency.
B. Discu
ss the DBE’s understanding of the project, and any suggestions or special concerns that the City and the DBE should address for a successful project.
Henkels &
McCoy is a national company with over 100 years’ experience in the utility industry. Our Southern California team is built with roots firmly planted within the City of Anaheim and has a long history completing projects replacing direct buried cable. We are uniquely qualified through our experience with the City of Anaheim and have become proficient at eliminating any concerns that may arise prior to exposure. We have a clear understanding of the nuances that are specific to working within city limits. We recognize the importance of maintaining the highly regarded reputation of Anaheim Public Utilities and will take care to ensure customer relations are a priority. With proper design, proper planning and an experienced management and construction team H&M West is confident in our ability to complete this job in a manner that will exceed the expectations of Anaheim Public Utilities.
Through
our extremely meticulous review of every riser in this RFP, we believe that our approach to this large project is bound to be highly successful. We feel that the project at a “high level” is a rather “like for like” replacement. This brings the project benefits and challenges. The benefit is that the geographical location of the infrastructure is rather fixed, or “stuck” in simpler terms. The challenge of the rebuild will be balancing the budget and the desire to improve the infrastructure. There are over a dozen risers that could see improved reliability, improved crew safety, or improved future maintainability. This is accomplished by converting URD’s to Padmounts, moving riser locations, and upgrading/adding mainline switches. However, to be a good steward of the rate payers’ dollars, we feel that these potential improvements must be reviewed and scrutinized to the highest level. All in all, we will look to APU for more clear guidance on a case-by-case scenario to better understand and navigate the balance of “upgrades” versus “keep the cost down.”
C. Provide
a narrative rendition of the technical and management approach proposed for the project and detailed scope of work.
The Projec
t Management, Technical Design, and Technical Installation of these projects all require a few key principles: Safety, Quality, Communication and Organization. We confidently believe that across all 3 aspects listed above, the project is bound for success if the foundation of these 3 values is uncompromised. Leadership in the Project Management team will be the “bubble” around the entire PERFORMA NCE has built our business…®
Underground Reliability RFP 10 | Page
project and all participating teams. They will always ensure that the work is moving on schedule. They will do this by constantly keeping their “fingers on the pulse” of each team member and their required deliverables. When we have minor failures (not if, but when) the Project Management team will be the first to step in and support the resolution. By staying extremely organized, they will communicate every step of the progress through the project.
The Techni
cal Design team will be the backbone of the project moving smoothly or not. They will quite literally (and figuratively) provide a map for all parties to gather at and understand their individual roles.
To ensure success on this project, we will be assigning one Project Engineer strictly for oversight. This person will not be involved in putting pen to paper daily. Rather, this person will be focused on ensure the 3 design teams that are putting pen to paper are in uniformity, in compliance with the standards, and are focused on the critical goals of providing a job that not only looks good on paper but can also be built in the field with as little unforeseen hurdles as possible.
Our man
agement approach is hands on. It is vital to the success of all projects to have a management team capable of maintaining the respect of our field team as well as the respect of our customers. This can only be achieved through honesty and integrity which our management team has been built on both fundamentals. There are two principal aspects of successful leadership: commitment to a task and concern for others. Both are necessary for successful leadership. The effective leader cares not only about the work but about the people as well. By caring so much, the leader focuses, energizes, and empowers others. In this sense, caring leadership is the universal key that unlocks success. The caring leader (1) aims higher than others think is practical, (2) gives more than others think is prudent, (3) and achieves more than others think is possible.
D. Dis
cuss lines of communication necessary to maintain project scope, inspection, design, construction and delivery schedules; and software availability for both schedule and management reporting.
Clear c
ommunication and detailed expectations are mandatory elements of the success of any endeavor. Throughout the design and construction process our team will ensure clear communication is established and maintained between our management team and Anaheim Public Utilities representatives. Open and professional dialogue will guarantee design and construction expectations are adhered to, eliminating the potential for unnecessary and costly delays. Weekly management meetings will be held between HMW and Anaheim Public Utilities providing accurate updates and full project transparency.
Both H
MW and CUE will have a dedicated Project Manager working on this project. These 2 individuals will have the sole responsibility of ensuring that the project is always moving with as little “frication” as possible. We believe that a clear look ahead will be the most effective way to maintain accuracy in our communication. The PMs are not only responsible to ensure the work happening today is being clearly communicated, but also to ensure that the work of tomorrow, next week, and next month are also on the forefront of the communication strategy. This will impact Plan Check, Inspections, Crew resources, homeowner/3rd party coordination, outage coordination, and more. To keep a strict and tight communication strategy, we use dedicated project trackers with clear milestones of communication expectation. Through our Project Management Software, Smartsheet, we have already tailored one of our prebuilt Project Trackers to be extremely focused on the needs and complexities of this project. Built into this Project Tracker is daily, weekly, and monthly reporting requirements. Things such as notifying PERFORMA NCE has built our business…®

APU of design status, sending out resident notification mailers for a project that is in plan check, inspection results, and more.
With a ca
lculated and deliberate schedule, any gaps in productivity will be easily identified and remediated, ensuring project milestones are met. Daily communication between field crews and city inspectors will ensure real time progress accuracy and team cohesiveness.
Below is a
breakdown of the necessary communication channels that will ensure successful maintenance of project scope, inspection, design, and construction:

Section 4: Efficient and Quality Delivery and Completion on (or ahead of) Schedule
A. Descr
ibe how the Respondent will manage the Project, including, but not limited to, how it will track decisions, facilitate reviews and communicate with APU, its stakeholders, regulatory agencies, and other third parties.
Henkels & McCoy West (HMW) and Cornerstone Utility Engineering (CUE) are united in our strategy to provide APU with a high-quality Project Management Plan. Our strategy starts with a strong and organized process that will include a detailed Question and Answer (Q&A) log. As the project begins, we will track all Q&As on a single excel sheet with specific categories. This will set a strong understanding through the project for our teams to reference back on. All communication will be facilitated through 2 primary point of contacts, the Project Manager, and the Project Engineer. This will simplify communication and reduce any reduce back and forth confusion between our firms and APU. To ensure timely communication with all parties, we will hold a same day response expectation in our firms. Even if the response is simply to communicate that we are working on the request and a follow up will commence, a reply on the same business day will be given. Our tested and proven follow-up method will be to rate the need of a response in 2 categories, Critical Path, or Non-Critical Path. Anything that falls into the former category will be diligently pursued for an answer daily. This includes, emailing, calls, in person meeting, texting, and more. The non-critical path items will be given more time for responses to not overwhelm any one person with “immediate needs” every time a request is made. If we stick to proactive communication, categories will seldom be in the Critical Path category. To best communicate with outside 3
rd parties such as Public Works, HOA’s, and Property Owners, we will seek to learn their pre-established process of communication. For public works, this may be via the permit portal followed by a kind phone call. For HOA’s, this will be contacting the HOA president and meeting with the board on their next scheduled meeting. For property owners, this will be sending mailers, door hangers, and then making cold calls. All in all, we feel that through Engineering and Design, our strong organization and commitment to proactive communication will provide the strongest force of success.
H&M will manage the Project through a structured and efficient process aimed at ensuring clear communication, effective decision making, and timely progress. Below is an outline of how H&M will manage the project.
• Decision Tracking: H&M will establish a centralized system for tracking decisions made throughout the project lifecycle. This system may involve a dedicated software platform or a combination of project management tools. Each decision will be documented, including the rationale behind it, responsible parties, and any associated deadlines. • Review Facilitation: Regular reviews will be scheduled at key milestones to evaluate progress, identify potential issues, and gather feedback. H&M will coordinate these reviews, ensuring the participation of relevant stakeholders. Clear agendas and objectives will be provided in advance to maximize the effectiveness of each review session.
• Communication Channels: H&M will establish clear communication channels to facilitate ongoing dialogue between all parties involved in the Project. This will include regular meetings, email updates, project dashboards, and other means of communication as appropriate. Efforts will be made to ensure that communication is timely, transparent, and accessible to all stakeholders.
PERFORMA NCE has built our business…®
Underground Reliability RFP 13 | Page
• Stakeholder Engagement: H&M will actively engage with stakeholders throughout the Project to solicit input, address concerns, and maintain alignment with project goals. This may involve conducting stakeholder meetings, workshops, surveys, or other engagement activities to gather feedback and foster collaboration.
• Regulatory Compliance: H&M will stay informed of relevant regulatory requirements and ensure compliance throughout the Project. This may involve obtaining necessary permits, approvals, or certifications, as well as maintaining documentation to demonstrate compliance with applicable regulations.
• Third-Party Coordination: H&M will coordinate with third-party vendors, contractors, or service providers as needed to support project activities. Clear expectations will be established, and regular communication will be maintained to ensure that third parties are aligned with project objectives and timelines.
• Issue Resolution: In the event of issues or conflicts arising during the Project, H&M will promptly address them through established escalation procedures. A collaborative approach will be taken to identify solutions and mitigate risks, with a focus on minimizing disruptions to the project timeline and objectives.
Overall, H&M is committed to implementing a proactive and transparent project management approach that fosters collaboration, drives accountability, and ultimately delivers successful outcomes for the Project and its stakeholders.
B. Descri
be the Respondent’s Quality Control methods and how they will comply (at a minimum) with any Quality Requirements defined in the Contract Documents.
HMW and CUE understand that the quality is one of the primary important pillars that hold this project up. Quality is of such importance that it is a Core Value of our team. To achieve the highest levels of quality possible, we will first seek to fully understand and learn the expectations of APU. While this is spelled out in the contract documents and we have diligently studied the provided work order design samples, we also understand that there are intricacies that APU will be sharing with us in our kickoff meeting. Through the tracking of these small but important details in our Q&A log, we will be certain to deeply study these and implement them into our Project Checklist. Our Project checklist (sample attached for different work type) will be built to ensure that a comprehensive review of each aspect of the job is looked at. Our milestones for QC are typically as follows:
• Post Survey/Site Inspection – This is to verify field conditions against map conditions. This also helps up identify issues as early as possible in the project. • Redline QC – Once the Project Planner has laid out the map for the Project Designer, the Engineer, Planner, and Designer complete a Redline QC to verify the design as proposed by the Planner.
• 1
st QC – This QC takes place after the Designer completes the AutoCAD mapping. The Project Engineer/Technical Specialist will review every single item of the design. From the big picture of the Single Line to the small items of proper spelling in the title block. • 2nd QC – This QC takes place after the Planner and Designer make the updates request on 1st QC. 2nd QC is performed by the Project Engineer/Technical Specialist again for a full comprehensive review of the entire project.
PERFORMA NCE has built our business…®
Underground Reliability RFP 14 | Page
• Final QC – This QC takes place after the Planner and Designer make the updates requests on 1st QC. Fina
l QC is primarily performed to ensure that all QC comments on 1st and 2nd QC were properly addressed.
CUE’s tested and tried QC method has resulting in an average client Quality Control score card grading of 97% for one of California’s largest and most complex utilities. This 97% is running for over 49 months and shows how our commitment to quality is unwavering. On this specific client, CUE is the top-rated contractor regarding overall work order quality grades.
During the construction phase of the project H&M West will perform Quality Acceptance Testing, Quality Control (QC) product inspections and Quality Assurance (QA) process audits of the Quality Management System (QMS) as indicated in ITP schedules and QAQC inspection and audit calendars approved by H&M management and the customer.
The Project Manager and Construction Manager use these inspections, tests, and audits to reinforce conforming work and to respond to detected nonconformance in a timely fashion.
The Project Manager reviews these results and the QAQC trends during Management Review meetings.
The Project response is to apply the necessary level of corrective action, preventive action, and continual improvement.
Issues are corrected in a timely fashion, typically when detected. If not possible the supervisor responsible for the nonconformance/noncompliance informs the Construction Manager who then coordinates with the construction crews to correct the problem.
All detected nonconformance is documented and the results archived in the appropriate Quality Record.
H&M utilizes the Non-Conformance Report and similar Test, Inspection and Audit checklists.
C. Provide a Preliminary Design and Construction Schedule considering all Project deliverables. This schedule should reflect major design and construction activities. Outline any concerns regarding the schedule.
Our tentative high-level schedule is as follows:
Deliverable Start Date Completion Date
Design May 1st 2024 October 15th 2025
Civil Nov 4, 2024 May 22nd 2026
Electrical December 2nd, 2024 May 22nd, 2026
**Our ele
ctrical team will not be working consistently on the project and will complete their work in a manner which complements our civil team.
D. Provi
de the following information:
• With specific emphasis on long-lead items, describe approach to procuring DBE-furnished materials for the Project, and assist APU in procurement of any electrical material and equipment APU is concerned with timely delivery.
H&M will utilize a material manager to manage the procurement process. The material manager will schedule, coordinate, and deliver material and equipment for the project. H&M’s material manager will also verify that all material is procured in accordance with COA material purchase requirements as detailed in our Master Agreement. A vital part of the material manager’s role is to track all Bills of Materials (BOMs) by site with a tracking log that includes forecasted delivery dates and actual delivery dates.

• Describe approach to obtaining the required permit and approvals necessary to complete the design and construction. This includes right-of-way construction permit(s) and traffic control approval from Anaheim’s Public Works, right-of-entry and easements on behalf of APU for work on private property, and other related permits / coordination. Provide your approach and assumptions to obtaining permits. Identify any permits unique for your design concept that are not identified in this RFWOP including the issuing agency and any support they would like to receive from APU for those permits.
HMW and CUE will work in conjunction for all permitting. To ensure that all plans are properly tracked and meet the needs of both the Design team and the Construction team, a joint submittal will be made to APU and APW for all Construction Plans. HMW will solely design and permit the traffic control plans based on Construction Plans completed in CUE’s 1
st plan submittal package. This will ensure that the
crews who will be building the Construction Plans have full control over how the traffic control will be designed and set up daily. For design permitting, we anticipate a 60-day 1st Plan check period. During this period our assumption is that APU and APW will review the design and CUE will make needed corrections as requested. After 1st PC, we are scheduling 30 days for 2nd Plan Check and then 30 more days for paying fees, completing needed paperwork, and the issuance of the permit for construction.
We do anticipate a slightly longer permitting timeline for the first 2 jobs as HMW, CUE, APU, and APW begin to build history and traction on more clear Construction Plans and communication strategy. We anticipate a 25% slow down through the holidays as we know that most cities are lightly staffed and even shut down from the week prior to Thanksgiving to the week after New Year. This will require us to be ahead on our submittal timelines to buffer the delays. As you can see in our detailed schedule, we are anticipating a 6-month Design commencement to permit timeline.
E. Descr
ibe your overall approach to meeting the specified Substantial Completion date. Provide the detailed Project schedule as an attachment to the Proposal.
H&M will b
e utilizing Primavera 6 (P6) software for planning, management, and execution of this project. Below is our strategy to ensure Substantial Completion date is met:
Thorough Planning: Begin by thoroughly planning the project, breaking it down into manageable tasks with clearly defined objectives, milestones, and deadlines.
Resource Allocation: Allocate subcontractors, manpower, equipment, and material efficiently to meet substantial completion goals.
Risk Management: Identify potential risks that could delay the project and develop strategies to mitigate them.
Regular Monitoring and Reporting: Establish a system for monitoring progress regularly against the project timeline.
Effective Communication: Maintain open and transparent communication channels among team members, stakeholders, and any relevant external parties.
Flexibility and Adaptability: Remain flexible and adaptable throughout the project lifecycle. Unexpected issues may arise, requiring adjustments to the plan or resource allocation to keep the project on track.
Quality Assurance: Emphasize the importance of quality throughout the project to minimize rework and ensure that the final deliverables meet the required standards.
F. Identif
y significant contract activities including shoulder to shoulder sessions, and procurement activities and durations, including the activities required to complete the Construction Documents and obtain required approvals.

Although each riser will have a unique design and construction approach each will follow a basic outline with identical and significant activities which are outlined below:
Design & Permitting: Upon notice to proceed Cornerstone will immediately begin design of each individual riser ensuring a well laid out design which conforms the expectations set forth by APU. Each radial is estimated to take roughly 6 months to get to permitting. Once a foundation has been laid our design team will be running 6 designs at a time, spread apart by 4 weeks. Through this 6 month, we anticipate 2 months for design, 2 months for 1st Plan Check, 1 month for 2nd Plan Check, 1 month for issuance/coordination.
Procurement: Working closely with our Anaheim approved vendors we also immediately begin procuring material. We anticipate a 2–3-week lead time.
Yard Establishment: A fenced yard will be established for material to be delivered and secured.
Customer Notification Process: Before any field construction takes place, our customer relations program will begin. One month prior to boots on the ground an initial mailer will be sent out to customers ensuring customer awareness. Construction signage will be placed out two weeks prior to construction.
Civil: Once permits and design are approved, civil will begin construction. Each riser location will be scheduled according to the designation of priority from the City of Anaheim. Construction scope will consist of potholing, saw cutting, installation of duct structures, excavation of services, installation of cable connection, restoration, etc. Each location will have specific schedule ranging from 3 to 7 weeks.
Overlapping schedules will allow from for completion of projects in timely manner.
Electrical Installation: On average H&M West anticipates around 10 days to complete all work necessary for the electrical installation and cutover. Customers will be made aware of outages through door hangers one week prior to outage date.

Section 5: Mitigation of Subsurface Conditions and Negative Construction Impacts
Negative Construction Impacts
Descr
ibe how Respondent will minimize or eliminate the risk of increased costs or adjustments to the Contract Time with consideration of the following:
A. Excav
ation and grading requirements including proposed shoring and monitoring of existing facilities and/or structures.
The follo
wing procedures are in place to mitigate, reduce cost and/or contract time.
1. Review plans, survey, and pothole to ensure trench has a clear path.
2. Make certain that there are no obstructions where the new/ existing structures or conduit will be installed.
3. Review the plans to mitigate extra cost/ time constraints with the trained crews to identify the existing structures and conduit during daily tailboard meetings.
4. Every crew has an assigned knowledgeable Spotter for every experienced Operator/Excavator.
5. Monitor the process and report accordingly.
B. Under
ground utility identification, relocation, and/or removal.
The follo
wing procedures are place to mitigate, reduce cost and/or contract time.
1. Identification Utilities - Research base mapping, identify and locate existing utilities.
Existing utilities will be confirmed by Dig Alert/USA. Once Utilities have been identified, civil crew will pothole to confirm depth and location of the existing utilities.
2. Relocation Procedures - If the utilities need to be relocated, we will review base map and pothole the construction area. Discuss and propose with customer the relocation of the exiting utilities. Follow the new approved/revised plan with relocation of the existing utilities.
3. Removal Procedures - If the utilities need to be removed, review base map and pothole the construction area. Discuss and propose with customer the removal of the exiting utilities. Follow the new approved/revised plan with removal of the existing utilities.
C. Existin
g groundwater conditions. Description includes discussion of potential mitigation of shallow groundwater conditions including the need for dewatering and the potential use of excavated soils as back-fill.
The follo
wing procedures are in place to mitigate, reduce cost and/or contract time.
1. Conduct a survey for soil conditions.
2. Understand water table condition in construction area.
3. Discuss with customer regarding method of dewatering and/or used on excavated soils as backfill.
a. Dewatering methods.
PERFORMA NCE has built our business…®
Underground Reliability RFP 18 | Page
ii. Open Sump Pumping: This is the simplest and most common dewatering method that relies on gravity. A pit or sump is made in an excavated area so that water from nearby areas gather, making it easier to pump out. iii. Deep Well Construction: Placing deep wells in the project vicinity forces water to gather deep underground due to gravitational force. This reduces the water levels in the upper ground levels. This method is perfect for sites containing high water levels that need to be removed.
iv. Cement Grouting: Grout is made from a mixture of water, cement, and sand; and this compound is inserted into several holes in the ground. This process makes clayish-type soils and stone cracks to become impermeable. v. Wellpoint System: This method involves the installation of a series of wells and is one of the most efficient strategies in lowering the water tables in an excavated area.
a. Excavated Soils method: Import materials for backfill based on specific situations to ensure final compaction is met.
2. If applicable due to weather and local irrigation practices, protect the site of water contaminates.
D. Other geot
echnical conditions including rock or sand/fill.
The follo
wing procedures a in place to mitigate, reduce cost and/or contract time.
1. Review plans, survey, and pothole.
2. Notify the customer of the conditions
a. Sand- Export and replace with proper material
b. Rock- breakdown with equipment (backhoe w/ breaker) and remove rock.
E. Potent
ial mixed faced tunneling conditions, if tunneling is necessary.
The following
procedures a in place to mitigate, reduce cost and/or contract time.
1. Where tunneling and bore are required.
a. Shore or shield the area.
b. Crew to backfill with sand slurry
F. Subsu
rface contamination.
The follo
wing procedures are in place to mitigate, reduce cost and/or contract time.
1. Survey the parameter of the construction area and identify, if any, subsurface contamination.
2. Report to Customer and meet with all parties involved.
3. Locate the limits of the subsurface contamination

TO THE REQUEST FOR PROPOSAL (RFP)
for the
DESIGN-BUILD: UNDERGROUND RELIABILITY IMPROVEMENT PROJECT
March 1, 2024
I. GENERAL
The following changes, additions, or deletions shall be made as indicated, and all other conditions shall remain the same.
II. DESIGN-BUILDER QUESTIONS AND ANSWERS
Q1
Are we correcting the entire Radial? Loop? Or only abnormal run? A1 The entire ddirect buried cable loop and/or radial will need to be replaced.. If the existing is a radial, then there will need to be a consideration to reconfigure to a loop system. If the existing cable loop is fed from a single source point, then there will need to be consideration to reconfigure the loop and have different source points wwhere feasible and practical.
Q2
Replace all HHs and ensure there is a HH at all appropriate property lines? A22 If the existing handhole is in bad condition and shows signs of degradation, then replace the handhole. If there is nno existing handhole, then provide and install a new handhole to intercept the existing services to each property..
Q3
Replace all secondaries as well?
A33 Replace all secondaries for single family propeerties, apartments and condos.
For single family properties, only replace secondary cables up to the intercept pullboxes and splice to existing service cables. For apartments and condos where there is a meter bank/closet, replace service cables all the way to the eelectrical panel.
Q4
Assumption of not replacing any services? Past DBMAs have had us assume 5 service replacements
A4 Do not assume any service cables will nneed to be rreplaced for single family properties. IIf a service cable happens to fail, then the City will consider this as emergent work that will be completed under T&M as directed by the City..
Q5
Past DBMAs have had us assume 5kVA of load per house, will we receive loading information or is there an assumption during the project
A55 Assume 5KVA per house for now. The City can share historic load information during the initial design stage.
City of Anaheim Request for Proposal (RFP) Addendum No. 2, Dated March 1, 2024 Design-Build: Underground Reliability Improvement
Q6
Are we to assume that we are keeping all primary structures in good condition?
A66 Yes. Any existing structures that are in bad condition aand show signs of degradation (I.e. cracks, spalling, etc.) will require replacements as part of the project scope.
Q7
Does civil prefer less trenching, with more crossings? Or more Trenching with less crossings?
A77 This will depend on the existing roadway condition and whether grind and cap versus slurry seal is needed. The preference is to minimize trenching where possible to reduce impacts to traffic and customers, as well as street restoration/paving limits required by CCity Standard 132..
Q8
If loadblocks are later determined to be overloaded – will this be a change order or are we expected to research that now?
A88 Some exxisting loadblocks mmay be already overloaded based on existing condition, and may need to be reconfigured during the design phase in order to meet Anaheim Public Utilities construction standards. Based on the design assumption that all non-switched transformers will be upgraded to switched transformers using the same KVA rating, and all 37.5KVA transformers will be upgraded to 50kVA transformers. The Design-Builder is expected to identify these overload conditions early on in the preliminary design stages and make recommendations to the City for consideration.
Q9
Will we get all mapping to show existing easements – or proposed to do easement acquisition on T&E
A99 All uutility basemaps provided to the Design--Builder will iillustrate existing easement limits and boundaries. City Deeds and vesting documents will also be made available to confirm easement limits upon request. If there is a need to obtain additional easements to accommodate new electrical equipment beyond what is existing, the Design-Builder shall include that work into their price proposal as indicated iin the RFP’s Sccope of Woork.
Q10
Customer contact, who will handle HOAs
A110 The City Project Manager will aassist with most oof the HHOA communication and customer contact. There will be a need for the Design-Builder to assist where requested by the City for notification/flyer distribution, on-site meetings, ccoordination with certain customers, etc.
Q11
Moratoriums tracker access/link?
A111 Please refer to the City of Anaheim’s GIS Project Tracker, Click Here for the City of Anaheim Project ViewFinder
Q12
What civil restoration are required on streets where we trench? A112 Restoration should be per CCity Standard 132..
City of Anaheim Request for Proposal (RFP) Addendum No. 2, Dated March 1, 2024 Design-Build: Underground Reliability Improvement
Q13
Pricing Submittal; Will we be allowed to show a lump sum for each location and after award submit a schedule of values for line items A113 Yes,, you can show aa lump sum for each location but please aalso provide the pricing of each loop separately..
Q14
Scope Verification, RC326/RC366 calls out for a floating switch, our field crews verified that it has been completed
A114 RC--326/366 will be removed from tthe proposed scope. Please see tthe updated Riser list.
Q15
Scope Verification, R766/R767 is also part of the new Direct Buried 15 – BelAir Bid, should we remove that location from the list as well? A115 R--766/767 will be removed from tthe proposed scope. Please see tthe updated Riser list.
Q16
How much further would you like us to include for streetlight wire repair coming from secondaries?
A116 Replace existing direct buried cables aall the way to affected streetlights.. For locations where the streetlight circuits extend beyond the impacted roadway, install an intercept pullbox at the project limit and splice new streetlight cable to existing. If there are already trenching that exist beyond the typical project limit, then include the cable replacement to streetlights within that joint trench.
Q17
I wanted to see if you would be able to share the electrical maps for all the risers included in this RFP
A177 Reefer to the updated Appendix 11 for the llist of Risers along with the electric inventory maps. Please note that the original Appendix 11 posted on Planet Bids has been recalled, see section III, Request For Proposal (RFP) on page 4 of this addendum for ddownload instructions
Q18
And also if you’re able to send the KMZ file that you shared at the preproposal meeting last week?
A118 See section IVV, Reference Documents, 3. Google Earth Abnormal Riser Reference for KMZ download link on page 4 of this addendum. Please note:
that this KMZ file does not include additional risers that have since been added.
Q19
Scope Verification - R573/R574 seems to have been completed in the field, should we remove it from the locations list
A119 The majority of R--573/574 was previously completed. However,, tthere was one section of the riser loop that was still cable in conduit “CIC” and was accidently omitted from the previous project. This section has since failed and the loop is abnormal. Please include the replacement of this remaining section under this proposed project.

Will there be an assumption of structure and pole replacements A222 DBEs can assume 50% of the structures (I.e. top caps, grates, baffles, etc.) will require replacements for each Riser loop. If structures are deemed in good working condition by the City for each loop, the DBE shall provide a credit to replace structures in other loops where needed.
Pole replacements will be treated as unforeseen and will be captured under the allowance bid item.
Q23
Will the city provide the ocal catalog to ensure accurate pole loading
A223 Please see attached wwind-lloading gguidelines.
Q24
Will the city provide as-builds for R645
A224 Yes, please see aasbuilts under the R--6445 folder. Please note that the asbuilts are for R--649/650 that is adjaccent to R--645/646.
City of Anaheim Request for Proposal (RFP) Addendum No. 3, Dated March 11, 2024 Design-Build: Underground Reliability Improvement
Q25
Regarding the need to maintain CEQA compliance per the scope of work documents – The documents clearly state this project is CEQA Exempt.
What requirements are needed to maintain CEQA compliance? Are we going to have to complete a Full SWPPP and conduct QSD/QSP reporting for each site? OR just basic BMPs?
A225
The City wiill ffile for the CEQA Exemption based on the determination that the project will replace existing direct buried cables by installing new underground conduits and minor street apparatuses, which do not have the potential to create a significant effect on the environment. There are no specific requirements needed to maintain CEQA compliance once exempt. However, the contractor should be knowledgeable of various codes and requirements pursuant to sections 15301(b), 15302(c)-(d), and 15303(d) of Title 14 of the California Code of Regulations. The project will require one SWPPP for the entire 30 riser locations, and reporting is required for each site. If several sites have not started construction, the contractor may indicate “have not broken ground” on the reporting. All BMP requirements shall be followed during construction.

Allowances will be authorized at the discretion of APU. For example, APU , at its own discretion, may choose to use the allowance for slurry in lieu of native backfill for portions of the project. If native backfill material is unusable (typical in the Anaheim Hills area) and compaction requirements are not met per City standards, the DBE shall supplement with additional base material as directed by the PW Inspector to reach the required compaction level.
