CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: JUNE 18, 2024
FROM: FINANCE DEPARTMENT
SUBJECT: AGREEMENT FOR UNIFORMS, ACCESSORIES, AND BOOTS

FOR THE FIRE AND RESCUE DEPARTMENT
ATTACHMENT (Y/N): NO ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion:
1) Award one-year agreements to Galls, LLC and Allstar Fire Equipment, Inc., in a combined amount not to exceed $501,872 plus applicable tax and a 20% contingency, to provide uniforms, accessories and boots for the Anaheim Fire and Rescue Department;
2) Authorize the Purchasing Agent, or their designee, to exercise agreement renewals for up to four additional one-year periods, subject to available budget appropriations;
3) Ratify a two-month extension of the current agreement with Galls, LLC to provide uniforms and accessories for the Anaheim Fire and Rescue Department; and
4) Authorize the Purchasing Agent, or their designee, to execute documents, as necessary, related to the agreements.

DISCUSSION:

The Purchasing Division posted Request for Bids #9782 on the City’s bid portal. Four responsive bids were received by the April 11, 2024, due date from the following vendors:

Bidder Bid Price
Municipal Emergency Services $41,815.50*
San Diego, California
All Star Fire Equipment, Inc. $55,765.45*
Arcadia, California
Sinatra Uniforms, Inc. $444,675.00*
Los Angeles, California
Agreement for Uniforms, Accessories, and Boots for the Fire and Rescue Department June 18, 2024

Page 2 of 2 ends

Galls, LLC $489,810.53*
Lexington, Kentucky
*Vendors submitted partial bids as permitted by the RFB The bid was based on the annual estimated quantities for 106 major uniform components, accessories, boots and tailoring services that are needed to outfit new firemen and to replace worn-out or damaged clothing. The bidding was limited to vendors with store fronts located within a reasonable distance of the City boundaries.

This is done to minimize the driving time to pick up ordered uniforms, equipment and boots. All Star Fire Equipment, Inc. only offered a bid on select boot line items and is being recommended for award on the items where they offered the lowest pricing per item. Galls, LLC bid on the majority of the bid items and has the most competitive overall pricing.

The term of the new agreement will be for a one-year period with up to four one-year optional renewals. There is no express or implied commitment to purchase a specific quantity during the term of the agreement. Pricing for the renewal periods for all cost components shall be negotiated each year with any increases not-to-exceed the change in the Consumer Price Index for the Los Angeles, Long Beach and Anaheim areas for the preceding twelve-month period. Due to recent price fluctuations if during the term of the agreement, there is a manufacture’s price increase the City at its discretion may make exceptions and offer equitable price adjustments.

The two-month extension to the current agreement with Galls, LLC allows for the uninterrupted continuation of purchases and services while the City completes the procurement to establish new agreements. Sufficient funds remain in the current agreement to accommodate the two-month extension.

IMPACT ON BUDGET:

Sufficient funds are included in the Fire and Rescue Department’s FY 2023/24 Budget.

Subsequent years’ renewals will be subject to Council approval of budget appropriations.

Respectfully submitted, Concurred by,
John Vasquez Patrick Russell
Acting Purchasing Agent Fire Chief
