SUBJECT: PLANNING AND BUILDING DEPARTMENT FEE SCHEDULES ATTACHMENTS (Y/N): YES ITEM # 38-G
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by separate Resolutions, authorize the adjustment of existing fees and the establishment of new fees to be charged by the Planning and Building Department for FY 2024/25.
DISCUSSION:
The Planning and Building Department is comprised of the Planning Services, Building Services, and Community Preservation and Licensing Divisions. Each division charges fees for its services. Fees may not exceed the cost of providing services.
Due to increases in labor and materials costs, and the desire to impose fees and rates which more fully recover the actual costs incurred by the City in processing applications and providing services, the Department is proposing a fee increase for FY 2024/25. The proposed fee increase does not exceed 3%.
The Building Services Division also proposes the addition of “Fee not Listed” (Hourly, as Determined by the Building Official). This update provides for additional flexibility in the provision of services.
The Planning Services Division also proposes fees for the “Administrative Housing Permit” ($1,023) and “Public Art and Mural Permit” ($966), both administrative review processes established during the prior year's fiscal year. These fees are commensurate with comparable administrative permits. The Public Art and Mural Permit amount was specifically identified in the Public Art Plan adopted by the City Council in February 2023.
Resolutions for each Division are attached to this report and include exhibits detailing the proposed fees.
