WIOA and CalWORKs Occupational Training Program Vendor Agreements June 18, 2024
DISCUSSION:
The City of Anaheim (City) is a governor-designated Local Workforce Development Area as defined under the federal Workforce Innovation and Opportunity Act (WIOA).
As a Local Area, the City receives an annual allocation of federal funds under the WIOA to provide a range of services to adult, dislocated workers and youth job seekers including job search assistance, resume and interview preparation, career assessment, on-the-job training, and occupational skills training.
These services are delivered by the City’s Workforce Development Division through the Anaheim Workforce Connection (AWC), an America’s Job Center of California.
The AWC’s success in providing occupational skills with WIOA funds has created opportunities to partner with other government-funded agencies to provide vocational training programs that mirror the WIOA program. The County of Orange Social Services Agency (SSA) California Work Opportunity and Responsibility to Kids (CalWORKs) program is a cash aid program providing services to low-income California families. The program serves all 58 counties in the State and is operated locally by the Orange County Social Services Agency. The CalWORKs program has contracted with the City for fourteen (14) years to operate a CalWORKs Vocational Training Program specifically for SSA-referred clients. Through this relationship, eligible clients can access post- secondary schools and programs that provide occupational skills training that may lead to employment.
To provide occupational skills training the City must contract with eligible training providers that have been vetted and certified by the State and which appear on the State’s Eligible Training Provider List (ETPL). The providers listed above appear on the ETPL.
The City Attorney’s Office has reviewed and approved as to form the attached WIOA and CalWORKs agreements for your consideration for the upcoming fiscal year. If these agreements are approved, the corresponding contractors will train participants from AWC on an individual referral basis. The individual referral process is client-driven; therefore, contractors will be engaged based on the goals and interests of qualified participants and will invoice the City monthly for an individual’s full training costs after thirty days of enrollment.
This project is in line with City’s Strategic Plan Goal F Promote Economic Development and Tourism, Strategy 6 – Form partnerships with local businesses to address workforce development.
IMPACT ON BUDGET:
Workforce Development Division grant funds are included in the Housing and Community Development Department’s budget and are restricted for such programs.
