CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: JUNE 18, 2024
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZE INCREASES TO MASTER AGREEMENTS FOR
CITATION PROCESSING SERVICES
ATTACHMENT (Y/N): NO ITEM # 09
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, authorize an increase in the amount of $260,000 to the current master agreement with Turbo Data Systems, Inc., Tustin, California, from a not to exceed amount of $273,615 to $533,615 to accommodate the increase in required services for the agreement ending August 31, 2024, approve future annual master agreements in the amount of $600,000, and authorize the Purchasing Agent to take such actions as are necessary to implement and administer the agreements.
DISCUSSION:
Turbo Data Systems, Inc. (Turbo Data) provides parking citation processing and parking permits services to the City of Anaheim. The services include, but are not limited to, supplying handheld citation writing units, software licensing, processing of automated and handwritten parking citations, delinquent notices, DMV registration holds and releases, citation appeals, parking permit issuing and tracking services, payment processing, and the transfer of collected revenue to the City.
In December of 2022, Purchasing solicited offers from known vendors by posting a Request for Proposal (RFP #9665) on the City’s bid portal, proposals were reviewed and city staff went through an extensive process evaluating the proposals to determine which response would best fit the current and future needs of each department. The proposal from Turbo Data received the highest evaluation score and City Council awarded an agreement to Turbo Data accordingly.
The annual amount of $273,615 on the current master agreement is not sufficient to address all of the necessary tasks required by the various departments that utilize these services. The City has experienced an increase in users of the program, in parking permit services, and an increase in the number of citations being issued thus resulting in higher software costs and processing fees, depleting the authorized funds. The requested funding amounts are based on expenses incurred over the prior six months and anticipated future requirements.
Authorize increases to the Master Agreements for Citation Processing Services June 18, 2024
IMPACT ON BUDGET:
Sufficient funds are available in the various departments Fiscal Year 2023/24 budgets.
Funding for subsequent years will be subject to Council’s approval of budget appropriations.

John Vasquez
