City of Anaheim

HUMAN RESOURCES DEPARTMENT
DATE: JUNE 18, 2024
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: PROFESSIONAL SERVICE AGREEMENTS FOR PUBLIC

SAFETY TESTING PROVIDER SERVICES
ATTACHMENT (Y/N): YES ITEM # 23
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City of Anaheim, by Motion, approve agreements with i) Cooperative Personnel Services, a California Joint Powers Authority, dba CPS HR Consulting, ii) Industrial/Organizational Solutions Inc., dba I/O Solutions, IOS and iii) Jack Clancy Associates, for public safety testing providers for a three (3) year period with two (2) one- year optional renewals, in the total amount not to exceed $600,000 for each agreement; and authorize the Human Resources Director, or designee, to execute the renewal options, and other related documents and to take the necessary actions to implement and administer the agreements.

DISCUSSION:

On February 7, 2024, the City issued a Request for Proposal (RFP) for professional consulting services for the development and administration of Police and Fire promotional examinations. The RFP identified requirements such as ability to conduct in-depth job analyses, develop written examinations, administer assessment centers, and provide a service model that allows for direct communication and partnership between the Human Resources department, Police and Fire personnel, and the consultant. The RFP resulted in responses from five (5) qualified public safety consultants (Cooperative Personnel Services, a California Joint Power Authority, dba CPS HR Consulting, Morris and McDaniel, Inc., Jack Clancy Associates, Talogy, Inc., and Industrial /Organizational Solutions, Inc., dba I/O Solutions, IOS). Representatives from the departments of Fire & Rescue, Police, and Human Resources personnel evaluated the proposals on criteria that included, but not limited to, public safety testing experience, firm background, references, and key personnel experience and qualifications. The evaluation team selected CPS HR Consulting, Industrial/Organizational Solutions, and Jack Clancy Associates based on their ability to meet all required criteria as well as significant experience in the area of public safety examinations services with other law enforcement agencies.

CPS HR Consulting has contracted with the City since 2014. Industrial/Organization Solutions has contracted with the city since 2019 and Jack Clancy has over twenty years of experience providing services to multiple law enforcement agencies through California.
