The bid was based on an estimated annual requirement of approximately 35 varieties of automotive batteries. These batteries are utilized for the City’s fleet of approximately 1,114 vehicles and equipment such as passenger vehicles, patrol vehicles, heavy duty trucks, and specialty equipment like electric utility carts, forklifts, and generators, from all departments, including, but not limited to, Fire, Police, Public Utilities, Public Works, Community Services, Convention Center, and City Administration.

Automotive batteries inevitably deteriorate over time, it is recommended for agreements to be established with two suppliers to support prompt battery replacement services for all vehicles. H&H Auto Parts was the overall lowest bidder, and Elliott Auto Supply also provided competitive pricing and is a local vendor, which ensures that all batteries will be readily accessible for immediate need circumstances. The combined amount is based on the average bid price of the two bidders recommended for the split award. A 20% contingency is recommended to cover any increase in the volume of automotive batteries that may be needed during the administration of these agreements.

The term of the agreements will be for a one-year base period with up to four one-year optional renewals. Unit pricing is fixed for the initial one-year base period and will be negotiated each year of the renewal periods but may not exceed the change in the Consumer Price Index (CPI) for the Los Angeles, Long Beach, and Anaheim, California areas for the most recent available month. In the event of cost increases, a price adjustment may be requested biannually, bidder must provide verifiable evidence from the manufacturer of the product to support the requested increase. It will be at the sole discretion of the City to accept or reject such an increase.
