HOUSING AUTHORITY AGENDA REPORT
City of Anaheim
HOUSING AND COMMUNITY DEVELOPMENT
DEPARTMENT
DATE: JUNE 18, 2024
FROM: HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: PROFESSIONAL SERVICES AGREEMENT WITH SECURITY
LAND & RIGHT OF WAY SERVICES, INC.
ATTACHMENT (Y/N): YES ITEM # 03
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the Governing Board of the Anaheim Housing Authority, by Motion, approve a Professional Services Agreement with Security Land & Right of Way Services, Inc. (Security Land), for professional property management services to support current and future housing development needs, in an amount not to exceed $200,000, beginning July 1, 2024, for a two-year term, with two additional, two-year renewal options, for a total not to exceed amount of $600,000, and authorize the Executive Director, or her designee, to execute and administer the Professional Services Agreement on behalf of the Anaheim Housing Authority.
DISCUSSION:
The Anaheim Housing Authority (Authority) currently maintains an inventory of properties throughout the City for the purposes of advancing the production of affordable housing development. While the Authority seeks to activate these sites as quickly as possible, some sites are not yet fully assembled, may require environmental clean-up activities, or are awaiting the assemblage of a viable financing package.
During these holding phases, the Authority is responsible for security and maintenance of these sites. Property management functions involve ensuing routine upkeep, emergency repairs, graffiti removal, collection of rents, and responding to community concerns. The Authority has typically contracted out for these services.
The Authority released a Request for Proposals (RFP) seeking proposals for property management services in April 2024. The Authority received proposals from two companies (Security Land and Right of Ways Services and Falkenberg Gilliam & Associates). In accordance with the qualifications-based selection procurement outlined in City Council Policy No. 4.1, the Authority formed a review panel comprised of staff from the Housing and Community Development Department to review the proposals. The panel thoroughly assessed qualifications of the respondents inclusive of expertise in property management principles, qualifications of proposed personnel, service accessibility and the reasonableness of fee structures.
Professional Services Agreement with Security Land & Right of Way Services, Inc.
June 18, 2024
Based on the scoring criteria outlined in the RFP and reference checks, Security Land was selected as the recommended company to provide these services. Security Land has extensive experience in managing publicly owned properties, maintains a local presence in Anaheim, and offers the lowest management fees. Staff recommends the approval of the attached Professional Services Agreement with Security Land. The Agreement has an initial term of two years, beginning July 1, 2024, in an amount not to exceed $200,000, with two additional two-year renewal options, for a total not to exceed amount of $600,000.
IMPACT ON BUDGET:
The funds for this Agreement are available in the Housing Authority’s FY 2024/25 budget.
Respectfully submitted,
Grace Ruiz-Stepter
Executive Director of Anaheim Housing Authority
