CITY COUNCIL AGENDA REPORT
City of Anaheim

FIRE AND RESCUE DEPARTMENT
DATE: JUNE 18, 2024
FROM: FIRE AND RESCUE DEPARTMENT
SUBJECT: RESOLUTIONS ESTABLISHING PARAMEDIC FEES AND

HAZARDOUS MATERIAL MANAGEMENT IN THE FIRE AND

RESCUE DEPARTMENT AND RESCINDING RESOLUTION
NOS. 2023-053 AND 2023-054 RESPECTIVELY
ATTACHMENT (Y/N): YES ITEM # 38-F
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That City Council, following a public hearing, by separate Resolutions:

1. Establishing paramedic fees to be charged by the Fire and Rescue Department and rescinding Resolution No. 2023-053; and

2. Relating to fees and penalties in connection with implementing the Unified Hazardous Waste and Hazardous Material Management Regulatory Program Act and rescinding Resolution No. 2023-054.

DISCUSSION:

The City Council adopted Resolution Nos. 2023-053 and 2023-054 on June 27, 2023, establishing the Fire and Rescue Department’s Emergency Medical Services (EMS) and Hazardous Materials Program (CUPA) fees, respectively. The adopted fee schedules were initially based on the recommendations of a 2018 city-wide fee study, which had been undertaken to quantify the costs of providing specific city services and the subsidy of those services where costs had outpaced fee increases.

Anaheim Fire and Rescue supports special events, such as at Anaheim Convention Center and Angel Stadium, by providing medics and/or ambulances with Emergency Medical Technicians (EMTs). Staff recommends increasing the hourly billing rate for medics by 7% from $140/hour to $150/hour as a result of two contractual pay increases from the Anaheim Firefighters Association (AFA) Memorandum of Understanding (MOU) for 2023 (3.5%) and 2024 (3.5%). Staff also recommends increasing the hourly billing rate for an ambulance with two EMTs by 8% from $130/hour to $140/hour to account for increased operating costs related to Consumer Price Index (CPI) increases for 2023 and 2024. Additionally, a new fee at a rate of $38/hour was added to the paramedic fee schedule to recover costs for EMTs requested on standby at special events. recovery resulting from these changes will potentially be $10,000 for Fiscal Year (FY) 2024/25.

Staff is recommending a fee adjustment for the Certified Unified Program Agency (CUPA) program, which is entirely fee-supported. The CUPA is a hazardous materials reporting and regulatory program, mandated by the State, which requires that staff monitor the location of hazardous materials throughout the City. Because expenses for this program are largely driven by personnel costs, increasing CUPA fees will be necessary to continue operating the program without future General Fund support. Staff recommends increasing fees to regulated facilities by 3%, potentially increasing cost recovery for this program by $60,000 for FY 2024/25.

IMPACT ON BUDGET:

Revenue from the proposed fee changes is approximately $70,000 and is included in the Fire and Rescue Department’s proposed FY 2024/25 budget.

Respectfully submitted,
Patrick Russell
Fire Chief
