RECOMMENDATION:
That the City Council, by Motion:
1. Approve Cooperative Agreement 12-0862, in substantial form, between the City of Anaheim and Caltrans for Project Initiation Document (PID) for the Northbound SR-57/Katella Ave Off-Ramp improvements associated with the ocV!BE development project (Agreement), in the amount of $345,000;
2. Authorize the Director of Public Works or designee, on behalf of the City, to execute the Agreement and to take any and all actions as are necessary to implement and administer the Agreement, including any extensions; and
3. Authorize de minimis changes that do not substantially change the terms and conditions of the Agreement, as determined by the City Attorney’s Office.
DISCUSSION:
Anaheim Real Estate Partners, LLC, is the owner and developer of the proposed ocV!BE development project (Project). The Project is generally bound by SR-57 to the west, the Santa Ana River and City of Orange to the east, the confluence of the SR-57 and Santa Ana River to the south, and the Southern California Edison easement area to the north.
The Project was approved by City Council on September 27, 2022 in conjunction with General Plan Amendment No. 2020-00532 (GPA2020-00532), Addendum No. 11 to Final Subsequent Environmental Impact Report No. 339 (FSEIR No. 339), Mitigation Monitoring Plan No. 383 (MMP No. 383), and Development Agreement No. 2020-00004 (DAG2020-00004), to allow for the development of the proposed ocV!BE mixed-use project consisting of up to 1,922,776 square feet (s.f.) of commercial uses, 961,055 s.f. of office uses, 250,000 s.f. of institutional uses, 1,500 residential units, public and private parks and a network of public and private streets.
Cooperative Agreement with Caltrans for Project Initiation Document for the Northbound SR-57/Katella Ave. Off-Ramp Improvements Associated with the ocV!BE Development Project

As part of the development, the Project proposes changes to the roadway network around and within the Project Site, including improvements at the northbound SR-57/Katella off-ramp. The SR-57 northbound Katella Avenue off-ramp currently provides three lanes at the intersection with Katella Avenue. The off-ramp approach to the intersection provides one left-turn lane, one shared left-thru/right-turn lane, and one right-turn lane. The project will widen the off-ramp approach to provide one left-turn lane, one shared left-turn/through lane, one exclusive through lane, and one right-turn lane at the intersection with Katella Avenue. The through lanes will provide access to the ocV!BE parking structure Deck B. The improvements also include modifications to the existing traffic signal system, drainage facilities as required, and signing and striping at the intersection and along the off-ramp.
A cooperative agreement between the City and Caltrans is required for the development of a Project Initiation Document (PID) which includes a Project Study Report – Project Report (PSR-PR) for both project initiation and approval.
IMPACT ON BUDGET:
The developer will deposit $345,000 into a Public Works Developer Trust Account, to fund the Caltrans invoices related to the project.
