CITY COUNCIL AGENDA REPORT
City of Anaheim
POLICE DEPARTMENT
DATE: JUNE 18, 2024
FROM: POLICE DEPARTMENT
SUBJECT: AGREEMENT WITH LYONS SECURITY SERVICE, INC. FOR
THE COLLECTION, STORAGE, AND RELEASE OF
ABANDONED PROPERTY
ATTACHMENT (Y/N): YES ITEM # 22
GOVERNMENT CODE § 84308 APPLIES: YES
ACTION:
That the City Council, by Motion:
1. Approve an agreement with Lyons Security Service, Inc. for the collection, storage, and release of abandoned property, in the amount not to exceed $475,000, for a one-year period with up to three one-year optional renewals, with a total contract not to exceed amount of $2,000,000; and
2. Authorize the Chief of Police, or designee, to execute and administer the agreement.
DISCUSSION:
The City of Anaheim frequently receives requests for the removal of abandoned property left in public spaces from residents and personnel of different departments. To maintain the intended use and accessibility of public spaces for all citizens, Anaheim Municipal Code section 11.10.050 allows the City, under the authority of the Chief of Police, the ability to remove abandoned property from public spaces, restoring them to a clean, safe, and accessible condition. There is currently a pilot program with Lyons Security, which works with the Police Department and other city departments to remove, store, and return abandoned property, freeing police officers and property technicians to focus on their designated duties.
The pilot program was proven successful, and to maintain continuity of operations, on May 2, 2024, the Police Department advertised a Request for Proposal (RFP) for the collection, storage, and release of abandoned property on Planet Bids. The vendor will collect abandoned property from public spaces and transport it to a designated storage facility provided by the vendor to be temporarily stored within the guidelines of the municipal code. The proposal will also encompass cleaning up and removing refuse from affected areas in the city while handling abandoned property. 942 vendors were Agreement with Lyons Security Service, Inc. for the Collection, Storage and Release of Abandoned Property June 18, 2024
notified of the RFP through the Planet Bid system based on the vendor’s registration classification for similar services through the system, and 14 vendors downloaded the RFP as a prospective bidder. The city received two responsive proposals on May 17, 2024, from the following organizations: Lyons Security Service, Inc. and Tonka Junk, LLC, which were evaluated in accordance with Council Policy 4.1. This evaluation involved ranking each proposal based on the following criteria:
Responsiveness to RFP:
Proposal’s compliance with the requirements of the RFP Experience of Entity and Personnel:
Vendor demonstrates experience providing the type of service required or experience providing similar services
Vendor demonstrates they have the necessary resources, knowledge, skills, and experience to provide the required services Vendor is capable of conducting the specific tasks outlined in the RFP, including knowledge of the City of Anaheim organization and community, dynamics, knowledge of legal framework, knowledge of industry standards and best practices
Vendor’s proposed schedule and timeline
Cost of proposal:
Cost of requested services is reasonable and consistent with industry standards
Following a thorough evaluation of each proposal submitted, based on the above criteria, the Police Department recommends selecting Lyons Security Service, Inc., which demonstrated a clear advantage. Lyons Security Service can provide turnkey services and has the best overall value based on the totality of factors considered in the review and scoring.
The contract includes three annual renewal options with an optional increase in compensation each year at the discretion of the Chief of Police, provided any increase in compensation does not exceed the Consumer Price Index for the Anaheim area. The not to exceed (NTE) amount for year one of the contract is $475,000. The total contract NTE is $2,000,000.
IMPACT ON BUDGET:
Sufficient appropriation is available in the Police Department’s proposed FY 2024/25 General Fund Budget.
