DISCUSSION:
The Project will convert North La Palma Park Way from a two-way street into a one- way, tree-lined pedestrian and bicycle friendly green corridor. The Project will not only enhance the pedestrian, vehicular, and user experience throughout the area, but will also improve access to recreation and promote environmental stewardship. Improvements on La Palma Park Way and Swan Street include new shade trees and flow-through planters with drought-tolerant plantings. Work will also consist of asphalt pavement resurfacing, reconstruction of ADA access ramps, curb and gutter, installation of a new concrete sidewalk, traffic striping and pavement markings, monument sign, fencing, and furnishings.
The initial bids received in September 2023 resulted in prices that significantly exceeded the engineer’s estimate. Staff adjusted the scope of work to align it with the construction budget. Four bids were received in the re-bid.
Determination of the lowest responsive and responsible bidder for the selected Project scope was made in accordance with Public Contract Code 20103.8(d).
