RECOMMENDATION:
That the City Council, by Motion, accept the lowest responsive bids from Harrington Industrial Plastics and Pure Process Filtration, Inc., in the amounts of $346,800 and $24,700.28 respectively plus applicable tax and a 15% contingency, to provide groundwater treatment cartridge filters and spare parts for a one-year period with up to four one-year optional renewals; and authorize the Purchasing Agent to exercise the renewal options, all in accordance with Bid #9762.

Acceptance of Bids for Groundwater Treatment Cartridge Filters and Spare Parts July 16, 2024
Florence Filter Corporation $2,249,610.00
Compton, California
The bid was based on the estimated annual need for groundwater treatment replacement cartridge filters and expendable components to be utilized on the advanced treatment systems at nine groundwater pump sites located within the City. These replacement cartridge filters are used as pre-filters for advanced water treatment systems as part of the City’s groundwater treatment program. The volume of water that is being filtered will require several changeouts throughout the year.
The recommendation of two awards will cover all the materials needed by the Utilities Department for the maintenance of the filtration systems. Harrington Industrial Plastics was the lowest responsible bidder for the filter cartridges which comprised the largest part of the bid and Pure Process Filtration was the lowest responsive bidder on the spare parts.
The term of the agreement will be for a one-year period with up to four one-year optional renewals. Unit pricing is fixed for the initial one-year base period. The renewal periods shall be negotiated each year with any increases not to exceed the change in the Consumer Price Index (CPI) for the L.A.-Long Beach-Anaheim areas for the preceding 12-month period.
The 15% contingency is recommended to provide the ability to address any unforeseen service requirements that may arise during the term of the agreement.
IMPACT ON BUDGET:
Sufficient funds are available in the Public Utilities Department’s Fiscal Year 2024/25 budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
John Vasquez Dukku Lee
Acting Purchasing Agent Public Utilities General Manager
